Project
This is an opportunity to work on a state-of-the-art landmark project in Rwanda. Mace have been delivering PMC services on major aviation projects for several years, increasing passenger capacity and improving overall services.
You’ll Be Responsible For
Provide strategic HSW leadership and direction to the senior project team, embedding a proactive safety culture across all contractors and stakeholders. Develop, implement, and maintain the Project HSE Management Plan, including emergency response, incident investigation, and near-miss reporting protocols. Lead all HSE risk identification, assessment, and mitigation activities, including HAZID/HAZOP workshops and pre-construction risk reviews. Monitor and audit contractor HSE performance; enforce corrective action and close-out of non-conformances. Chair weekly and monthly HSE review meetings; produce HSE performance dashboards for the Project Board and client. Maintain statutory registers and ensure compliance with Rwanda OSH Law, IFC EHS Guidelines, and applicable international standards. Oversee environmental compliance monitoring in conjunction with the ESIA commitments and NEMA Rwanda requirements. Manage incident reporting, investigation, and root cause analysis; interface with the client, insurers, and Rwandan authorities as required. Provide HSE input into contractor tender evaluation, pre-qualification, and award processes. Lead the project safety induction programme and ongoing HSE training for all site personnel.
You’ll Need To Have
Minimum 15 years’ experience in HSE management on major construction or infrastructure projects, with at least 5 years in a senior leadership role. Proven track record on airport, transport infrastructure, or large-scale civil/building projects in Sub-Saharan Africa or comparable developing markets. Chartered membership of IOSH (CMIOSH) or equivalent professional body; NEBOSH Diploma essential. Thorough knowledge of IFC Performance Standards, ILO conventions, and international EHS best practice. Strong communicator and influencer at all levels; able to engage constructively with government bodies and international client representatives. Fluency in English essential; French or Kinyarwanda advantageous.
