Expected travel: Approximately 5% of the role involves regular national and international travel.
Restless Development is seeking a highly motivated, driven, and creative Tanzanian professional to assume the position of People and Performance Officer. The Officer will collaborate closely with the Finance and Operations Lead to execute diverse human resource functions, such as talent acquisition, onboarding, skill enhancement initiatives, regulatory adherence, and protection protocols. Applicants must demonstrate exceptional organizational abilities and proficiency in information technology, alongside possessing a recognized qualification in Human Resources.
Responsibilities
1. Recruitment
Assist in the creation, evaluation, and release of job postings, advertisements, and recruitment content. Coordinate recruitment activities by overseeing application tracking, assisting with candidate shortlisting, scheduling and managing interviews, and maintaining meticulous records throughout the hiring process. Provide guidance and assistance to hiring managers regarding recruitment policies, procedures, and best practices. Oversee the completion of pre-employment verifications, employment contracts, and related agreements for all staff members, including employees, interns, and volunteers. Coordinate the seamless onboarding process for new employees, verifying that all necessary systems, facilities, equipment, documentation, and communication channels are fully prepared and operational before their start date. Revise and enhance induction and probation procedures to guarantee new hires receive essential information, participate in structured induction sessions, comprehend people policies thoroughly, and benefit from timely follow-up assessments.
2. People Records, HR Systems, Payroll, and Leave Management
Responsible for overseeing People Records, HR Systems, Payroll administration, and Leave management, ensuring accurate and efficient processing of employee data and related functions. Responsible for ensuring the accuracy and currency of personnel records, both in physical files and internal online systems. Assume full responsibility for safeguarding personnel data while proactively overseeing and optimizing the HR digital platform. Collaborate closely with the Hub Director and Finance team to ensure payroll information is updated promptly and accurately. Maintain accurate records and track all types of leave, including annual leave, ensuring systematic documentation throughout the year. Respond to internal HR-related queries and requests promptly while maintaining a high standard of professionalism in all interactions.
3. Leaver Process and Employee Relations Administration
Coordinate all aspects of staff departure procedures, such as preparing and distributing resignation correspondence, managing offboarding communications, completing termination checklists, processing payroll documentation, and accurately calculating any remaining annual leave balances. Distribute and track exit questionnaires, perform exit interviews as necessary, and document all feedback received in organized records. Raise any concerns identified in exit questionnaires or interviews with the relevant line managers and the Hub Director.
4. Performance, Learning, and Internal Capacity Building
Collaborate with line managers to facilitate consistent support and direction for staff via structured performance management meetings, while maintaining accurate and up-to-date documentation. Provide assistance in executing key HR initiatives on an annual basis, including performance evaluations, goal establishment, and the creation of employee development strategies. You will provide training and ongoing assistance to staff regarding essential internal policies and practices, such as the employee handbook, performance and development guidelines, recruitment policies, and safeguarding requirements. Contribute to training and development initiatives by maintaining precise documentation of staff training attendance records. Drive greater participation in e-learning initiatives by executing targeted staff engagement campaigns designed to foster enthusiasm and commitment among employees. Coordinate the planning and execution of logistics for company-wide training sessions, while concurrently researching and recommending both internal and external training initiatives tailored to staff development needs. Convene and lead recurring People and Performance Team meetings to ensure productive discussions and actionable outcomes.
5. Safeguarding, Safety, and Compliance
Restless Development Tanzania must adhere strictly to all labor laws in Tanzania, thereby establishing the Hub as a forward-thinking employer and setting a benchmark for excellence within the NGO sector. Ensure that Restless Development Tanzania’s national policies and procedures are regularly reviewed, updated as necessary, and promptly communicated to all staff members. Oversee internal audit processes, conduct due diligence, and ensure the implementation of follow-up actions in connection with the People and Performance Unit. Handle donor inquiries regarding adherence to established policies and procedures. Restless Development’s Global Safeguarding Policy must be strictly enforced across all operational levels of the Hub in Tanzania. We will collaborate closely with the Proxy Safeguarding Officer and Hub Director to advance the implementation of a nationwide safeguarding policy and corresponding action plan for Restless Development Tanzania. Ensure strict adherence to Restless Development’s safety and security protocols at all times.
6. Front Office and Reception Coordination
Oversee front office activities and act as the primary liaison for guests, collaborators, and incoming requests, maintaining a polished and hospitable environment that meets organizational expectations. Oversee reception operations by efficiently greeting and directing visitors, handling incoming calls, and promptly forwarding inquiries and communications to the appropriate staff and departments for resolution. Coordinate meeting room reservations and deliver comprehensive administrative and logistical assistance for all internal meetings, engagements, and events. Responsibilities include managing the receipt, accurate documentation, and timely distribution of incoming mail, deliveries, and official correspondence, ensuring adherence to established office protocols. Supporting efficient office operations involves overseeing front office supplies, coordinating replenishment as needed, and ensuring the reception area and office environment remain organized and well-maintained. Maintain visitor management systems, such as log books, and ensure adherence to organizational safety, safeguarding, and office access protocols. Deliver comprehensive administrative assistance by organizing and maintaining documents, managing schedules, and coordinating appointments as needed. Collaborate with external partners, including vendors, couriers, and service providers, to manage daily office coordination tasks effectively.
7. Other
Other duties as required. Occasional work on weekends and/or public holidays may be necessary, with corresponding time off in lieu provided.

Essential
A relevant academic qualification in the designated field of study or substantial professional experience of equivalent standing is required. Demonstrated success and extensive experience in a comparable human resources position. Good general administration experience. Proficiency in leading a team and providing assistance to line managers is required. In a fast-paced setting, you will manage tasks that demand prompt execution and adherence to tight deadlines. Active participant serving on the HR board, holding a fully paid membership position.

The candidate must possess robust IT capabilities, with proficiency in utilizing internal databases and Microsoft Office tools.
