Overview
The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. Position Overview:
CHAI is seeking a driven and highly motivated individual to support digital health system strengthening and analytics across CHAI countries. The Associate will serve as a technical and systems resource, providing targeted technical support and project management capacity to CHAI country teams and government partners. The role requires a strong foundational understanding of core data systems, and technical concepts such as enterprise architecture, data exchange, standards, and interoperability. The incumbent should also have a comfort with large datasets, including the ability to clean datasets, build dashboards, and assist with foundational data registries.
The Associate will serve as a technical resource for CHAI country teams, with an initial focus on East and Southern Africa, providing hands-on support. This position will concentrate on downstream implementation and project delivery such as but not limited to developing operational plans, create technical product requirements, evaluation frameworks, cleaning datasets, and establishing foundational geo registries to enable interoperability and improve decision-making.
Responsibilities
Digital Health Governance and Infrastructure [30%]
Work across CHAI teams to provide input and (at times) develop operational plans to ensure existing and new systems are integrated with existing information systems in country.
Identify infrastructure gaps, standards (such as FHIR/HL7), and policy requirements necessary to create a robust enabling environment for digital health.
Collaborate with CHAI team members to prioritize and strengthen country-level components.
Identify infrastructure, standards and interoperability, and policy components required for the development and operation of strong digital health environments in-country.
Work with technical experts to guide development of appropriate interoperability standards, security and privacy standards, cybersecurity requirements, and data ownership/sharing policies across countries. Develop templates and guidance for CHAI teams to support governments in this work.
Drive the appropriate selection, procurement, and installation of infrastructure including servers/data centers, end user devices (smartphones, tablets, laptops), and network and connectivity infrastructure, working in collaboration with technical experts and global guidance.
Establish strong governance and SOPs for the management and upkeep of infrastructure.
Core Data Systems [30%]
Provide input for the development of government enterprise architecture, based on OpenHIE or similar government architectural frameworks.
Drive the establishment of foundational data systems for health, with an initial focus on geo-registries, electronic medical records systems, and financial management systems.
Elaborate and document coherent, context-appropriate, and technology-appropriate requirements in partnership with Ministry of Health (MOH) programs, end users and CHAI staff, co-designing solutions with users where applicable. Requirements could be for a range of tools including but not limited to system architecture, form designs, automated data outputs (dashboards, reports), user role definition, systems integrations, and usability.
Work actively with CHAI teams and government stakeholders to develop and implement system roll-out plans, including M&E plans to routinely assess the performance of digital solutions.
Develop technical plans for the creation and maintenance of shared registries such as master facility lists, health worker registry and the implementation of other components of DPIs.
Data Analytics [20%]
Provide ad-hoc technical support to government partners and CHAI country teams to clean, structure, and analyze diverse health datasets, ranging from M&E data to program performance metrics.
Translate complex technical data findings into clear visual summaries and actionable insights for non-technical stakeholders.
Design, build, and maintain interactive data dashboards usingPowerBI, Excel, or DHIS2 to visualize key indicators and support decision-making.
Communication and project management [20%]
Draft and contribute to proposals, donor reports, and grant deliverables.
Lead documentation and sharing of findings, best practices, and lessons learned across countries on digital transformation topics.
Create and manage project plans with CHAI teams and MOHs, including project management processes and communications to progressively design, develop, and test systems and tools. Select and manage software developers, test and proactively manage changes in project scope, identify challenges and roadblocks, and develop contingency plans.
Establish and cultivate relationships with other CHAI teams, and global and in-country partners working on technology, data, systems, and enabling environment, to inform CHAI activities, guide country strategies, and collaborations to strengthen digital foundations.
Qualifications
Bachelor's degree in a relevant field with at least 2–3 years of experience working in strategy, operations, or data analysis, with a focus on scoping assessments and new project setup.
Technical proficiency with data; demonstrated ability to clean, structure, and analyze data using Excel is required; familiarity with Python or similar scripting languages is an advantage but not mandatory. Experience building functional dashboards in PowerBI or Excel.
Experience providing clear guidance and recommendations to non-technical stakeholders on context-appropriate technology solutions, processes, and operational considerations; ability to communicate technical concepts to non-technical stakeholders.
Exceptional written and oral communication skills; research and synthesis skills; ability and experience communicating effectively with people of varied professional and cultural backgrounds.
Experience living or working in resource-limited contexts.
Demonstrated excellent analytical, strategic, and problem-solving skills.
Ability to work well both independently and as part of a multidisciplinary team.
Strong work ethic, integrity, credibility, and dedication to CHAI’s mission.
High levels of proficiency in Microsoft PowerPoint, Excel, and Word.
Ability and willingness to travel approximately 30-40% of the year.
