Please join us in carrying out our mission ( [Click the Apply button below to see the contact details] Project Overview: This anticipated 5-year USAID-funded DRC Bednet Distribution Project will support the Democratic Republic of the Congo (DRC) National Malaria Control Program (NMCP) to achieve and maintain its goal of universal coverage of insecticide-treated bed nets (ITNs) through mass, health facility, and school-based distribution in targeted provinces and strengthen the NCMP to efficiently plan and implement proven ITN distribution. Specific responsibilities: URC is seeking a Project Director to provide overall team management, guidance, direction, and programmatic and operational support to the anticipated USAID Bednet Distribution Project in DRC. The candidate will work closely with URC headquarters staff and representatives from USAID/DRC, the Presidents Malaria Initiative (PMI), the NMCP, and other key Congolese partners and stakeholders to ensure the project achieves the intended results. The Project Director must be responsible for the completion of the deliverables as well as overall compliance with the contract. Primary responsibilities include, but are not limited to: Champion the strategic design of the project and oversee all program implementation Provide technical, programmatic, and operational oversight and leadership to include, but not be limited to: Executing the project as outlined in contract, using sound management techniques Tracking and reporting on project activities/progress according to the work plan Reporting project progress to URC HQ and the client, as outlined in the terms of the award; and ensuring the completion, accuracy, and timeliness of programmatic (technical) reports Maintaining an accurate record of project related expenses and working with contracts and finance teams to ensure accuracy in reporting Complying with all applicable funder rules, regulations, and/or terms and conditions of the award Managing staff, vendors, subcontractors, and consultants, as applicable Overseeing data collection, quality control, and analysis Ensure documentation and appropriate dissemination of project activities and successes Maintain oversight and responsibility for project budget, ensuring compliance and value for money Serve as the projects primary advocate, representing the effort to the client, URC-HQ, and to external audiences as appropriate
An advanced degree preferably in international development, public/business administration, international relations, other social sciences, or a similar relevant field.
At least ten years of work experience relevant to the contract subject matter working with local partners of a similar scope and scale to this activity. Previous experience managing diverse teams and interacting with developing country governments, international organizations, other bilateral donors and civil society representatives, and senior level government officials. Previous experience managing international development projects, preferably USAID-funded, of similar scope and complexity for at least 5 years. Demonstrated ability to work in complex, politically charged environments, and field experience working with humanitarian response and public health programming is highly desirable Experience working with local partners, particularly in areas related to supply chain management and logistics coordination, financial management and audits, business development, and transition/ sustainability. Experience with PMI programming and policies preferred.
Must have excellent oral and written communication skills, analytical skills, interpersonal skills, team management skills, leadership, and decision-making skills. Demonstrated the ability to build and maintain strong teams and relationships with host-country counterparts, stakeholders and other donors.
