Please join us in carrying out our mission ( [Click the Apply button below to apply, and Create my CV to build a CV tailored to this offer, professionally] Project Overview: This anticipated 5-year USAID-funded DRC Bednet Distribution Project will support the Democratic Republic of the Congo (DRC) National Malaria Control Program (NMCP) to achieve and maintain its goal of universal coverage of insecticide-treated bed nets (ITNs) through mass, health facility, and school-based distribution in targeted provinces and strengthen the NCMP to efficiently plan and implement proven ITN distribution. Program responsibilities: URC is seeking an experienced Surveillance, Monitoring, and Evaluation (SME) Advisor to develop and implement an overall project M&E strategy and framework to ensure timely information and feedback to project stakeholders; support the ability of key decision-makers to analyze, communicate, and manage information effectively; and, facilitate development of systems that enhance communications between the technical team and other interested parties, including USAID, the Presidents Malaria Initiative (PMI), and the NMCP. Primary responsibilities include, but are not limited to: Oversees programmatic and technical aspects related to SME activities. Lead the development and implementation of the Activity Monitoring and Evaluation Plan (AMEP) to assess project performance and results, including progress toward achieving project outcomes and targets.

Oversee project monitoring, evaluation, learning, and reporting, including the development of appropriate systems to track progress against targets, document lessons learned, and produce timely, accurate, and complete reports in compliance with USAID requirements. In collaboration with project staff and government counterparts, support the planning and implementation of ITN campaigns including registration and data verification as well as assessment of achievements in post-campaign coverage. Liaise with USAID, government partners, and other key stakeholders to document and synthesize lessons learned from each ITN campaign ensuring that information is used to continuously improve the process of ITN distribution throughout the country. Support program technical staff to contribute to surveillance and program monitoring, evaluation, and use of innovative technology as well as its documentation. Support government and other key stakeholders to harvest best practices in program implementation to develop and disseminate appropriate communications messages and materials Work closely with government counterparts and other local organizations to build capacity in data collection, reporting and use of data for programming and monitoring. Required Qualifications: Masters Degree or higher in Statistics, Health Economics, Mathematics, Social Sciences, or other relevant discipline.

Expérience

At least 5-10 years of progressive more senior-level experience in the design and management of public health M&E activities. Demonstrated ability to plan, manage, and implement all technical, fiscal and administrative components of complex MEL programs, preferably malaria programs, of a similar scope and scale to this activity. Ability to effectively manage M&E databases.

Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Excel. Demonstrated ability to organize and effectively communicate results and impact to a variety of audiences. Excellent report writing, analytical, and communication skills, including oral presentation skills and samples of published scientific journal articles in French. Background in field data collection in health programming with experience in qualitative/quantitative methods and analysis is strongly preferred. Oral and written communication skills in English strongly preferred. Familiarity with USAID and PMI indicators and reporting requirements. Les principales responsabilités comprennent, sans s'y limiter, les suivantes: Superviser les aspects programmatiques et techniques liés aux activités des PME. Diriger l'élaboration et la mise en œuvre du plan de suivi et d'évaluation des activités (AMEP) afin d'évaluer les performances et les résultats des projets, y compris les progrès accomplis dans la réalisation des résultats et des objectifs des projets.
