Please join us in carrying out our mission ( [Click the Apply button below to see the contact details] Project Overview: The CDC-funded Achieving and Maintaining Epidemic Control through Comprehensive HIV/AIDS Prevention, Care and Treatment Services in the Kinshasa Region of the Democratic Republic of Congo (DRC) under the Presidents Emergency Plan for AIDS Relief (PEPFAR) project will work to increase population access to comprehensive HIV/AIDS services in order to decrease HIV/AIDS associated morbidity and mortality and contribute to successful epidemic control in the Kinshasa Region of the DRC. The project will focus on expanding existing prevention interventions, including prevention of mother to child transmission (PMTCT) of HIV and HIV prevention among key populations; care and treatment (C&T), including TB/HIV and sexual and gender-based violence services; HIV laboratory and related diagnostic services; and monitoring and evaluation (M&E) and quality improvement (QI) activities. Position Overview: The Monitoring & Evaluation Lead will provide overall monitoring & evaluations management, as well as oversee strategic gender and communications management. Responsible for all data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish for all programs and projects, both new and established throughout the project lifespan. S/he will provide technical field support to the M&E unit, within URC departments. The M&E Lead will work closely with Program teams to assess filed conditions, support capacity building initiatives, and facilitate the collection of quality data. Recruitment is contingent upon successful award of the project and the selection of final applicant is subject to CDC approval. Job Description: Ensure compliance with URC and CDC rules, regulations and policies; Support and manage all M&E initiatives for assigned grand(s)/project(s) including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary; Develop the framework and procedures for the M&E project activities; Define and implement key project performance indicators (KPI) as well as monitoring them throughout the duration of the project(s); Lead the conduction of a baseline study for all performance indicators that require a baseline value; Draft tools and their revisions as well as data collection procedures (eg. Logical framework, project performance tracking, indicators, data flow chart, M&E manuals); Collaborate with the recipient on the design and implementation of data management and analysis, quality assurance, and a system for capturing lessons learned and best practices; Assist with data collection for evaluation reviews, for evaluation activities. Evaluations can be process, outcome, or economic; Identify strengths and weaknesses in existing data collection and management systems and propose solutions, as well as promote the use of quality data for evidence-based decision making; Perform regular field Provide mentorship and supportive supervision to improve data quality and service delivery; Develop strategies to increase data use and demand amongst Program Staff; Support project/program staff on ways to properly document organize, and capture program progress; visits to ensure the quality of data collected by Programs and to verify the accuracy of reported data; Finalize the M&E plan with the OGAC; and
