Confidentiality Trócaire will treat the content of all tenders as strictly confidential, and information provided in the tenders will be used solely for the purpose of deciding on the award of a contract as described in this document. 3. Profile of Trócaire Trócaire is an Irish development agency that was established in 1973 by the Catholic Bishops of Ireland and whose work is inspired by Catholic Social teachings, with an overarching commitment to social justice. Trócaire works in 20 countries in Africa, Asia, Latin America, and the Middle East. Trócaire works in partnership with local organizations in developing countries and with the people in Ireland to tackle the root causes of poverty and injustice. In Sierra Leone Trócaire was established in 1995 implementing programmes on governance, human rights, women’s empowerment, prevention, response to gender- based violence, sustainable livelihoods, climate change, peacebuilding, and humanitarian response. We work in partnership with several local Civil Society Page 2 of 6 Organizations that directly implement projects in communities in Port Loko, Kambia, Karene, Bombali, Kono, Bo, Kenema, Western Area Rural and Urban districts. 1. Background In 2025 Trócaire, in partnership with national stakeholders, supported the development of an NDC Scorecard in Sierra Leone as a pilot initiative to assess progress against Nationally Determined Contributions (NDCs) 2.0 that also fed into NDC 3.0. The NDC Scorecard pilot process has produced a large and valuable dataset, which we now aim to review and refine through more in-depth and comprehensive analysis to support the next phase of the scorecard. There is strong interest, including from ministry actors, in ensuring the scorecard evolves into a credible, usable and potentially “live” tool, aligned with national systems and capable of informing future programming, policy engagement and reporting. To support this, Trócaire seeks a consultant to review, clean and strengthen the primary dataset and its analysis, ensuring accuracy, clarity and alignment with stakeholder expectations. 4. Scope of goods and services required The consultant will:
- Review all raw datasets and tools used for data collection
- Review the current scorecard outputs and analysis
- Engage (as needed) with key stakeholders, including: Trócaire team, selected partners (e.g. CBOs, ClicNet), EPA (if appropriate and agreed)
- Ensure findings reflect the pilot nature of the exercise Purpose of the Assignment The purpose of this consultancy is to:
- Review and validate the primary data underpinning the NDC Scorecard
- Address issues of over-generalisation and potential misrepresentation in current analysis
- Improve how data is structured, interpreted and presented
- Ensure outputs are credible, defensible and aligned with national reporting needs
- Provide recommendations to support positioning of the scorecard as a useful tool for Environmental Protection Agency, (EPA) Ministry of Environment & Climate Change and wider stakeholders Objectives of Consultancy: 3. Objectives The consultant will: 1. Review and clean the dataset
- Assess data quality, consistency and completeness
- Identify and address discrepancies in figures and aggregation
- Ensure alignment between questions asked and findings presented
- Refine analysis and presentation of data Page 3 of 6
- Re-present findings in a more literal and transparent way, avoiding over- interpretation and generalisation
- Reduce over-aggregation and ensure findings are accurately disaggregated
- Clearly distinguish between:
- Stakeholder groups (e.g. communities, institutions, private sector)
- Climate mitigation vs adaptation
- Improve clarity of governance-related findings (avoiding overly general statements)
- Strengthen analytical depth
- Strengthen Gender analysis and Disability inclusion considerations
- Review how community-level vs institutional data is interpreted and weighted
- Align outputs with national processes
- Ensure the scorecard is relevant and usable for EPA reporting processes, including:
- NDC Measurement, Reporting and Verification (MRV) and Biennial Transparency Report (BTR) NDC processes
- Ensure findings do not go beyond what can be credibly supported by NDC score card content and available data
- Support stakeholder usability and credibility
- Ensure outputs are clear and defensible
- Provide recommendations on how data can be structured for different users (government, CSOs, donors)
- Any recommendations to strengthen the score card tool
- Deliverables The consultant will produce: 1.Cleaned and validated dataset o Clearly structured and documented 2.Revised analytical framework and outputs o Improved presentation of findings o Disaggregated and clearly defined results 3.Revised NDC Scorecard dataset (ready for use)
- With clear links between: Questions – Data – Findings 4.Short technical note/report (max. 5-10 pages) o Major findings o Summary of key changes made o Key limitations and data gaps o Recommendations for:
- Future data collection
- Integration into MRV/BTR processes
- Use as a “live” tool
- how data can be structured for different users (government, CSOs, donors) Page 4 of 6 1. Content and Format of Tenders . Key Considerations The consultant should ensure that:
- Data is presented accurately and transparently, avoiding over-generalisation
- Findings are defensible and aligned with underlying data
- Analysis is politically aware and sensitive to government engagement
- Outputs remain practical and usable, not overly complex
- The balance between community voice and institutional reporting needs is maintained Required Expertise
Expérience
- Strong experience in data analysis and cleaning (quantitative and qualitative)
- Experience working on climate policy, NDCs, or environmental governance
- Familiarity with MRV/BTR systems or government reporting processes is an advantage
- Experience working in fragile or low-capacity data contexts
- Ability to translate technical data into clear, usable outputs for multiple audiences 2. General Terms and Conditions of this RFT
