Job organizational context : The Education Officer-Digital Learning is to be used in a Country Office (CO) where the Education Programme is a component of the Country Programme. The Education Officer- Digital Learning reports to the Chief Education, Protection and Adolescent Development (EPAD).

Purpose for the job: Under the supervision of the Chief, Education, Protection and Adolescent Development, the Education Officer- digital learning provides professional technical, operational and administrative assistance throughout the programming process for education programmes/projects related to digital learning within the Country Programme from development planning to delivery of results, preparing, executing, managing and implementing a variety of technical and administrative programme tasks to facilitate programme development, implementation, programme progress monitoring, evaluating and reporting.
Key function, accountabilities and related duties/tasks
Support to programme development and planning
Contribute to the preparation and updating of the situation analysis for the development, design, scale-up and sustainability of digital education interventions, with a focus on learning outcomes, equity, inclusion and system readiness.
Provide technical and administrative support throughout all stages of programming processes by executing and administering a variety of technical programme transactions, preparing materials and documentation, and complying with organizational processes and management systems, to support programme planning, results-based planning (RBM) and monitoring and evaluation of results of digital learning interventions.
Lead and oversee the deployment and implementation of digital education related programmes, including Learning Passport, Akelius and other programmes, providing technical assistance and operational support in managing the platform, ensuring that platforms and tools are pedagogically relevant, accessible, and effectively used by teachers and learners.
Also, participate in monthly update calls with the HQ to report on the progress of the Learning Passport (and other DL initiatives if relevant).
Programme management, monitoring and delivery of results.
Source, vet for quality assurance, support in managing content in collaboration with stakeholders on the implementation of digital learning-related programmes.
Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare minutes/reports on results for follow up action by higher management and other stakeholders.
Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocation, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
Prepare draft inputs for programme/donor reporting.
3. Technical and operational support to programme implementation
Undertake field visits and surveys and share information with stakeholders to assess implementation quality and actual classroom use, and barriers to digital learning and refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
Troubleshoot technical issues with country teams and in coordination with global LP team
4. Networking and partnership building
Draft communication and information materials for CO programme advocacy to promote awareness, establish partnerships and alliances, and support fund raising for education programmes.
Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.
Contribute to identifying, capturing, synthesizing, and sharing lessons learned for knowledge development and capacity development of stakeholders related to digital learning.
Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable programme results.
Develop and help operationalize a structured knowledge‑management system to ensure documentation, data, and institutional knowledge are captured, organized, and easily accessible.
In coordination with IT officer, U-report officer and teams within the office, coordinate the standardization of information‑sharing practices, ensuring consistency in documentation, version control, classification, and archiving.
Support the organization of regular surveys with youth groups as part of the U-report platform
Build digital literacy and knowledge‑management capacity across teams through training sessions and coaching

Minimum requirements:
Education: Advanced degree in education, information technology, statistics, communication, engineering, or other relevant fields.
Work Experience: At least 2 years of professional work experience in Digital Learning, Technology for Development (T4D) and/or information system development, including mobile and web-based applications, with manifested capacity to manage programmes involving many stakeholders.
At least 2 years of experience in the field of Education.
Experience managing user-driven design processes in software development and support and experience in digital learning design.
Experience working with Ministry of Education is an asset.
Language Requirements : Fluency in French is required with a good command of English.
Excellent communication abilities, in both written and oral forms.
Candidate should be at ease in presentations and meetings.
Desirables:
Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
