Facilitate coordination between partner institutions, consultants and Expertise France. Support the organisation of capacity-building activities, workshops and institutional exchanges. Track implementation progress and identify opportunities to adapt technical assistance activities to institutional needs. Project or context description Programme background The Private Sector Development in Liberia (PSD Liberia) Programme is funded by the European Union with a budget of EUR 25 million under the Global Gateway strategy. Implemented from 2025 to 2029 by Expertise France and the International Labour Organization (ILO), the programme aims to strengthen Liberia’s private sector competitiveness, inclusiveness and sustainability while supporting investment and job creation. The programme is structured around three outcomes: Outcome 1 – Business and investment climate: improve regulatory frameworks and strengthen institutional capacities to support a more conducive business and investment environment. Outcome 2 – Value chains: strengthen the competitiveness of the cassava, aquaculture and wood value chains and improve their access to markets. Outcome 3 – Employment and decent work: support the creation of decent and inclusive employment opportunities, particularly for women, young people and persons with disabilities. Expertise France is responsible for Outcomes 1 and 2, while the ILO leads Outcome 3. Following the 2026 Liberia–EU Business Forum, significant investor interest emerged across priority sectors, including infrastructure, energy, logistics, agribusiness, manufacturing, mining, transport and digital services. PSD Liberia is now supporting national institutions in translating this investor interest into concrete investment opportunities and outcomes. The Investment Officer will contribute primarily to Outcome 1, supporting the NIC and relevant stakeholders in investment promotion, facilitation and institutional coordination. Why join PSD Liberia? Contribute directly to investment mobilisation and private sector development in Liberia. Work with government institutions, private investors and European and international development partners. Support institutional capacity strengthening and the advancement of concrete investment opportunities. Join an international team implementing a European Union-funded programme. Required profile Education Master’s degree or equivalent in Economics, Finance, Business Administration, Investment Promotion, Public Policy, Development Studies, International Development or a related field. Professional experience At least five years of relevant professional experience in investment promotion, investment facilitation, private sector development, economic development, business climate reform or related fields. Experience working with investors, government institutions and private sector organisations. Demonstrated experience in project coordination and stakeholder engagement. Experience preparing analytical reports, investment profiles and technical documentation. Experience working on donor-funded programmes is highly desirable. Previous experience in Liberia or West Africa is an asset. Technical competencies Strong understanding of investment promotion, facilitation and investment lifecycle management. Knowledge of public-private dialogue and institutional coordination mechanisms. Experience using CRM databases and investment pipeline management tools. Strong analytical, organisational, reporting and coordination skills. Excellent communication and stakeholder engagement abilities. Ability to work independently and effectively in a multicultural environment. Languages Excellent command of written and spoken English is required. Additional information The position is based in Monrovia, Liberia. The contract will be provided through an EOR Company. Liberian candidates are strongly encouraged

Expert Application Advice

Always tailor your CV to mirror the exact language used in the job posting. For example, if EQO Consulting lists "les compétences demandées dans l'annonce" as critical, ensure this phrase appears prominently in your experience summary. This shows you've carefully read their needs and are a direct match.

Positioning — Your cover letter must answer one question: why YOU for THIS specific role right NOW? Avoid generic templates — one sentence on what you specifically bring beats three generic paragraphs.

Software and standards — Specify your actual accounting tools and standards knowledge. Finance technical tests often cover reconciliation cases or variance analysis — practice these with real examples.

🎯 Make your application ATS-ready

ATS (Applicant Tracking Systems) are the software recruiters use to automatically filter CVs before any human reads them. Our CV builder is specifically designed to pass these filters — and it takes under 3 minutes.

  • •Never pay any amount of money — for a file, a training, a uniform, or an interview. A real employer never asks the candidate to pay.
  • •Never send a photo of your ID card, passport, or banking details before you have physically verified the employer exists.
  • •Always meet in a public place, during the day — never an isolated address, a private home, or a location you cannot verify in advance.
  • •Tell a relative or friend exactly where you are going, with whom, and at what time — and share your live location if possible.
  • •Search the company name online before going: a real business has a trace (website, reviews, other employees, an official address).
  • •A salary that is far above the market rate for the position and the city is a red flag — be extra cautious.
