Consultant to Develop Rwanda Malaria Training Manuals

Overview Rwanda Ministry of Health and Rwanda Biomedical Centre (RBC), through Malaria and Other Parasitic Diseases Division (MOPDD), seeks to strengthen the capacity of healthcare workers to deliver high-quality malaria diagnosis and treatment services. Updated training manuals are required to reflect Rwanda Malaria Strategic Plan(NSP) 2027–2030, national malaria treatment guidelines, and Rwanda Multiple First-Line Therapy (MFT). The training manuals will support continuous professional development by promoting self-directed learning, facilitating structured knowledge and skills sharing, and ensuring standardized training for health workers across all levels of the health system Objective Overall objective is to develop and standardize malaria training manuals in line with current national malaria policies and guidelines to enhance knowledge, skills, and competencies of healthcare workers in delivering high-quality malaria diagnosis and treatment services across all levels of the health system. Responsibilities Over a period of 45 working days, the consultant shall: Conduct a rapid desk review of national malaria policies, relevant program documentation and consult with key stakeholders including Ministry of Health, RBC/Malaria and Other Parasitic Diseases Division, and implementing partners, Align training manual content with current Rwanda Malaria Strategic Plan 2027–2030 and Integrated Malaria Control Guidelines Integrate Rwanda’s Multiple First-Line Therapy (MFT) strategy into all relevant training modules. Prepare facilitator guides and participant workbooks and ensure compatibility with the national Learning Management System (LMS). Develop competency-based assessment tools, including pre-tests, post-tests, clinical skills checklists, and case studies. Ensure training modules and content are designed to different targeted groups including Kinyarwanda content for CHWs, English and French languages for facility level providers Ensure Validation of the training manuals through stakeholder consultation Expected Deliverables The Consultant Will Deliver a Comprehensive, Validated, And Standardized Malaria Training Package Aligned With Rwanda Malaria Strategic Plan (NSP) 2027–2030, Integrated Malaria Control Guidelines, And Multiple First-Line Therapy (MFT) Strategy. These Include Desk Review Report summarizing key findings from the review of national malaria policies, guidelines, strategies, and relevant program documents (5 days). Developed Malaria Training Manuals designed for different cadres of health workers, with content adapted for target audiences, including Kinyarwanda materials for Community Health Workers (CHWs) and English versions for facility-based healthcare providers (18 days). Facilitator Guides and Participant Workbooks designed to support effective training delivery and learner engagement, structured for integration into the national Learning Management System (LMS) (8 days). Stakeholder-Validated Final Training Package , incorporating feedback from the Ministry of Health, RBC/MOPDD, and key implementing partners, ready for national rollout and capacity-building initiatives (4 days). Standardized Training Power Point Presentations for each target audience (national, district, health facility, and community levels), professionally designed with facilitator notes and speaker guidance, and ready for immediate use with minimal adaptation for training and cascade implementation(7 days). Final Consultancy Report documenting the methodology, stakeholder consultations, revisions made, validation process, and recommendations for implementation and future updates (3 days). Management And Reporting The consultant will be contracted by Jhpiego Rwanda and will report directly to the Jhpiego RISE Malaria Director, with oversight and technical input from Rwanda Biomedical Centre (RBC), Malaria and Other Parasitic Diseases Division. Required Qualifications Postgraduate degree in Medicine, Public Health, Medical Education, Infectious Diseases, or related field. At least 10 years of experience in malaria case management, health worker training, or curriculum development. Demonstrated experience in developing training materials and e-learning courses. Strong knowledge of Rwanda’s malaria program policy , and WHO malaria guidelines. Experience with Learning Management Systems (e. g., Moodle). Excellent facilitation, communication, and technical writing skill s.
