Position Summary: The Infrastructure & Disaster Recovery Lead oversees DART’s initiatives to stabilize and prepare the MOH’s national hosting infrastructure, enhance the resilience of the NDWH and critical systems, and finalize a deployment-ready data center and disaster recovery design package. This role collaborates with joint MOH operations to guarantee that hosting, backup, recovery, continuity, and capacity planning initiatives are technically robust, thoroughly documented, rigorously tested, and operationally sustainable. Location: This position requires on-site presence in Kampala, Uganda, with potential domestic and regional travel as needed. Applicants must possess valid work authorization in Uganda, as visa sponsorship is not available. Supervision, direction, and accountability for activities are integral responsibilities within this role, requiring adherence to established protocols and oversight of assigned personnel to ensure operational effectiveness and compliance with organizational standards. The position will report directly to the Country Lead, DART, while maintaining close technical collaboration with the Technical Director. Primary Duties Include: Designing and executing strategic plans to achieve organizational goals while ensuring alignment with company objectives. Responsibilities encompass overseeing project timelines, allocating resources efficiently, and fostering collaboration among cross-functional teams to drive innovation and productivity. Additionally, the role requires monitoring performance metrics, identifying areas for improvement, and implementing corrective actions to enhance operational efficiency and customer satisfaction. Strong leadership, analytical thinking, and exceptional communication skills are essential to successfully execute responsibilities and meet stakeholder expectations. Conduct comprehensive technical evaluations of the MOH National Data Center and its associated hosting infrastructure, covering critical components such as power systems, cooling mechanisms, server and storage configurations, virtualization platforms, network architectures, backup protocols, disaster recovery frameworks, and operational staffing structures. Develop a comprehensive, deployment-ready infrastructure design package that is fully costed and phased, encompassing technical specifications, detailed bills of quantities, precise engineering drawings, robust recovery architecture, and a strategic investment plan. We provide assistance in stabilizing, enhancing performance, and planning capacity for the NDWH and other high-priority national systems, while ensuring backup verification and continuous operational monitoring.

Establish and validate recovery objectives, operational playbooks, restoration protocols, incident governance protocols, failover mechanisms, and post-recovery data integrity validation procedures. Coordinate with the National Meteorological Service and Ministry of Health to finalize disaster recovery strategies, ensuring alignment with established replication methodologies and compliance with regulatory requirements. Develop and implement infrastructure-as-code solutions, ensuring robust configuration management, accurate asset inventory, comprehensive monitoring, thorough documentation, and systematic change-management protocols as needed.

• Collaborate closely with Ministry of Health counterparts, providing assistance through joint operations, mentoring initiatives, and structured handover plans while ensuring comprehensive evidence packs that demonstrate enhanced government operational capabilities. Collaborate effectively with cybersecurity, data engineering, and DevOps teams to validate that infrastructure designs align with both operational requirements and security standards. Seeking a candidate with a robust academic background in a relevant field, complemented by a minimum of five years of hands-on experience in a comparable role. Proficiency in industry-specific software, tools, or methodologies is essential, along with strong analytical, problem-solving, and communication skills. Formation / Diplômes

• A Bachelor’s or Master’s degree in Information Technology, Systems Engineering, Computer Science, Telecommunications, or a closely related discipline is required. With a minimum of eight years of expertise in infrastructure engineering, data-center operations, disaster recovery, or enterprise systems administration. Demonstrated proficiency in Linux administration, virtualization technologies, storage solutions, backup and recovery processes, network infrastructure, high-availability systems, monitoring tools, and both on-premise and hybrid environments. Preferred candidates will have prior experience in designing or operating health-sector, government, or mission-critical infrastructure. Proficient in designing RTO/RPO frameworks, conducting disaster recovery exercises, implementing infrastructure-as-code solutions, and establishing robust cybersecurity controls.
