Background: The Area Support Manager is responsible for delivering comprehensive support to relevant programs at the area and sub-office levels. This role oversees and guides support units to ensure staff adherence to NRC and donor-established guidelines. Additionally, the Support Manager will lead all support-related initiatives within NRC South Sudan, North Area Office. Ensuring high-quality and efficient support functions is a key responsibility to facilitate seamless program implementation. What we are looking for: The Area Support Manager is responsible for both strategic oversight and day-to-day operations, ensuring the seamless functioning of critical support functions—including finance, human resources, logistics/procurement, administration, and ICT—across the area office and its sub-offices. Serving as a vital liaison between program implementation teams and support departments, this role facilitates the efficient, timely, and compliant execution of NRC’s projects for affected populations. What you will do: Generic Responsibilities:

  • Oversee the direct reports in Finance, HR & Admin, Logistics, and ICT, providing line management oversight. This encompasses leading the performance management process, establishing clear objectives aligned with the area’s strategy and priorities, and actively tracking progress while offering support to ensure staff success. Ensure strict compliance with all NRC policies, guidance documents, and handbooks, as well as any applicable donor and auditor requirements, in all operational activities. Facilitate strategic contributions from the Area Office support functions to the formulation of the Country Strategy and Plan of Action. We contribute to the formulation of operational support strategies during the proposal development phase, ensuring seamless integration and alignment with program plans. Ensures the delivery of high-quality support throughout project execution to uphold standards and facilitate successful implementation. Facilitate the creation and management of the Master Budget, as well as area-specific budgets and Business Process Outsourcing (BPO) development initiatives. This includes evaluating and overseeing cost structures and ensuring optimal resource allocation. Develops and implements strategic initiatives to enhance Area-level organizational frameworks, technical infrastructures, human resource capabilities, and workforce allocation. Develops area-specific technical standard operating procedures (SOPs), guidelines, and tools to ensure compliance and operational efficiency. Assumes accountability for fostering organizational learning initiatives that enhance program support capabilities. Ensure the provision of technical capacity-building initiatives for support staff, equipping them with the necessary skills and knowledge to enhance their performance and efficiency. Developing comprehensive and tailored programs, encompassing cash-based and market-driven interventions, to meet specific needs. Ensuring strict compliance with all Nuclear Regulatory Commission (NRC) policies, guidance, and established procedures is a critical responsibility of this role. Additionally, the position requires a dedicated focus on maintaining and upholding the organization’s own policies and procedures to align with regulatory standards. Overseeing a spectrum of critical responsibilities, this role encompasses the planning, coordination, and execution of key initiatives to drive operational efficiency and strategic objectives. Key duties involve managing cross-functional teams, monitoring project milestones, and ensuring adherence to established timelines and budgetary constraints. Additionally, the position requires meticulous analysis of performance metrics, proactive identification of process improvements, and the implementation of solutions to enhance productivity. Collaborating closely with stakeholders at all levels, the role demands strong communication skills to align efforts, resolve conflicts, and foster a culture of accountability and continuous improvement. Proficiency in data-driven decision-making and a commitment to delivering measurable results are essential for success in this dynamic environment. Provide strategic direction and direct oversight to the Finance, Human Resources & Administration, Logistics, ICT, and Support Services teams, fostering high performance through effective management, talent development, coaching, and clear accountability measures. Enhance operational planning and coordination by integrating support functions with program priorities, identifying potential operational risks, and guaranteeing operational preparedness for both project execution and emergency response. Oversee the financial management and monitoring functions of the Area Office by ensuring comprehensive budget planning, meticulous expenditure tracking, accurate forecasting, rigorous cost control, vigilant cash flow monitoring, proactive financial risk mitigation, and prompt implementation of corrective measures. Lead the creation, ongoing tracking, and periodic assessment of the Area Office Master Budget to ensure resources are allocated efficiently and deliver the highest possible return on investment. Champion staff care and wellbeing initiatives, fostering a supportive work environment where employee welfare, engagement, occupational health and safety, and psychosocial wellbeing are prioritized, while cultivating a positive organizational culture. Provide strategic direction for fleet and transport operations, guaranteeing the secure, efficient, economical, and regulation-compliant administration of vehicles, drivers, fuel usage, maintenance timelines, utilization metrics, and overall fleet efficiency. Responsibilities include directing office and facilities management efforts to ensure all NRC offices, staff accommodations, storage facilities, warehouses, and other operational spaces are secure, fully operational, well-maintained, and fully compliant with NRC-established standards and systems. Effectively oversee and maintain accountability for NRC assets by implementing meticulous planning, inventory control, registration, maintenance, and tracking processes, while ensuring proper disposal and strict adherence to organizational policies. Strategically oversee procurement, logistics, warehousing, and supply chain operations to ensure the timely acquisition and delivery of goods and services while adhering to NRC procedures and donor requirements. Ensure that ICT systems and infrastructure are designed and maintained to effectively support program and operational requirements, with a strong emphasis on data protection, cybersecurity measures, communication systems, and reliable user support. Lead the oversight of operational risk management initiatives, implementing robust internal controls, advanced fraud prevention measures, and comprehensive strategies to mitigate operational, financial, legal, and reputational risks.
  • Verify complete adherence to NRC policies, procedures, donor regulations, statutory requirements, audit recommendations, and internal control standards within all support functions. Develop, assess, and deploy tailored operational systems, Standard Operating Procedures (SOPs), guidelines, tools, and process enhancements to bolster efficiency, accountability, and service delivery within the designated area. Offer strategic operational leadership and technical expertise to drive proposal development, project design, stakeholder engagement, donor budget formulation, operational feasibility evaluations, and detailed implementation roadmaps.
