The Luxembourg Development Cooperation’s “Improving Skills for Holistic Employment in Modern Agriculture (SCHEMA) project – RWA/030” seeks to advance Rwanda’s sustainable agricultural transformation by strengthening climate-resilient technical and vocational education and training (VET). The initiative focuses on expanding access to certified agricultural, food processing, and animal health skills—particularly for women, youth, and persons with disabilities—while enhancing mechanisms for agricultural innovation and labor market integration. Aligned with Luxembourg’s “Road to 2030” strategy, the project will operate from 2024 to 2030 with a 30 million budget, reinforcing vocational training systems and fostering socio-economic inclusion for target groups. Serving as the Chief Technical Advisor (CTA), the selected candidate will uphold Lux Dev’s mission by leading capacity-building efforts, ensuring adherence to the Agency’s Quality Manual, and overseeing financial commitments as the donor’s authorized representative for the project’s bank account. The role involves delegating signature authority, managing implementation processes, and acting as Lux Dev’s primary liaison with technical and financial partners. Key responsibilities include launching the project, negotiating and finalizing Operational Partnership Agreements, developing and validating multi-year action plans, and chairing steering committees as secretary. The incumbent will coordinate progress monitoring, implement technical activities, and ensure project closure. Additional duties encompass administrative oversight (office management, staff recruitment, procurement), financial planning and expenditure tracking, audit coordination, and results-based monitoring through Objectively Verifiable Indicators. Reporting, knowledge management, and stakeholder engagement—particularly within Rwanda’s VET and agricultural sectors—are central to this position. Candidates must hold a master’s degree in project management, education, agricultural sciences, or a related field, alongside at least a decade of leadership experience in large-scale VET initiatives, with a focus on agriculture, capacity development, and skills training—ideally within East Africa. Proficiency in agricultural value chains, agribusiness, and policy frameworks is essential, along with strong collaboration skills across government, private sector, and international organizations. Familiarity with Rwanda’s VET system, agricultural transformation goals, and fluency in English (French preferred) are highly advantageous
