Enable, Belgium’s development agency, implements governmental and donor-funded cooperation initiatives to address global challenges such as climate change, urbanization, human mobility, peace and security, and economic and social inequality. With a team of 2,100 professionals, the agency manages approximately 200 projects across twenty countries, including Rwanda, where it is preparing to execute a five-year bilateral cooperation program (2024–2029) valued at 95 million. This program focuses on three priority sectors in Rwanda: health, agriculture, and urbanization, alongside public financial management support. Within the agriculture sector, Enable’s objective is to enhance access to and consumption of quality food for the expanding urban population by fostering sustainable, resilient, and inclusive agricultural value chains. Result 3 of the intervention emphasizes skills and competency development aligned with labor market demands in key value chains, including pig and poultry farming, beekeeping, rabbit farming, and aquaculture.

To support this initiative, Enable seeks a Field Officer in Technical and Vocational Education and Training (VET) and Workplace Learning (WPL) to be based in Kigali, Rwanda, with an open-ended local contract under Rwandan labor law. The expected start date is July 2024, with a gross monthly salary ranging from 1,141,599 RWF, based on relevant experience. The Field Officer will report to the VET and Workplace Learning Expert, collaborating closely with Rwanda VET Board (RTB) and Rwanda Agriculture Board (RAB) staff on dual training, Recognition of Prior Learning (RPL), and skills upgrading initiatives. The role involves routine field visits, with primary work locations at the RTB office and the Rubidium RAB station.

Key responsibilities include supporting the implementation of dual training programs in schools and companies, facilitating collaboration between VET institutions and private sector employers, and ensuring alignment with regulatory frameworks. The officer will monitor and report on the progress of training schools, identify skills gaps, and propose capacity-building strategies. Additional duties include maintaining program documentation, facilitating communication between stakeholders, assisting in certification updates, and compiling progress reports. The role also involves documenting best practices, sharing lessons learned, and supporting trainee placements and workplace training.
