Program Summary

AMREF Health Africa in Uganda, funded by the United Nations Population Fund (UNFPA Uganda), is executing the Strengthening Adolescents and Youth Rights and Empowerment Program (Scaling Impact), known as SAY Plus+, across underserved regions of Uganda. This initiative spans Baked (Kabuki and Bubo), Busoni (Naming, Gautama, Guyenne, and Maybe), and extends support to Jinja and Male Regional Referral Hospitals. The SAY+ project is designed to uphold the health rights of adolescents and young people aged 10-24, with a focused commitment to marginalized groups, including girls, refugees, out-of-school youth (MEET), persons with disabilities, women with fistula, and other minority populations. It strives to ensure equitable access to education, health, protection, and livelihood opportunities while prioritizing the needs of these vulnerable communities. Building on insights from prior programs such as WAY, ANSWER, the ongoing SAY and STOP initiatives, SAY Plus+ aims to broaden access to comprehensive Sexual and Reproductive Health and Rights (SRHR) services and address the prevention of sexual and gender-based violence (GBV). To accomplish these objectives, the program deploys a three-pronged, evidence-based strategy: fostering demand for SRHR, GB, HIV, and fistula services and information; establishing an enabling environment at community and district levels that promotes SRHR, prevents GBV, and empowers young people; and strengthening adolescent-responsive, survivor-centered SRHR, GBV, and HIV service delivery through youth-responsive models at facilities, community centers, and schools.

Job Purpose

The Project Assistant for Youth and Community Engagement will spearhead the execution and coordination of youth and community engagement initiatives under 1 (Demand & Empowerment) of the SAY+ Program. This role entails ensuring the effective dissemination of gender-transformative information, empowering young individuals—including those with Disabilities, Key Populations, and other vulnerable groups—and fostering robust community-to-facility linkages to enhance integrated Sexual and Reproductive Health and Rights (SRHR), HIV, and Gender-Based Violence (GBV) services. Central to this position is the leadership of demand generation for obstetric fistula interventions, encompassing community identification, midwifery-led demand creation, referrals, and linkages for surgical repairs, as well as psychosocial rehabilitation and economic reintegration, all in alignment with National policies within the two designated target districts.

Primary accountabilities encompass executing core functions and overseeing essential operations, while key responsibilities involve ensuring adherence to established protocols, maintaining operational efficiency, and fostering collaboration across departments to achieve organizational objectives. This role demands meticulous attention to detail, adherence to deadlines, and the ability to prioritize tasks in a dynamic environment. Additionally, the position requires proficiency in specialized tools, strong analytical skills, and effective communication to liaise with stakeholders and convey complex information clearly. Develop and execute comprehensive technical strategies while overseeing the implementation of key programs to drive innovation and operational excellence. Lead the planning, coordination, and execution of technical projects, adhering to best practices and industry standards to optimize performance and mitigate risks. Develop and implement comprehensive strategies aimed at meeting the reproductive health requirements of adolescents and women of reproductive age, while enhancing access to integrated sexual and reproductive health rights (SRHR), HIV services, family planning, post-gender-based violence (GBV) care, and both prevention and management of obstetric fistula. Lead community mapping and screening initiatives, leveraging Village Health Teams (VHTs) and Community Health Workers (CHWs) with digital tools such as the electronic Community Health Information System (Echos) to identify individuals affected by fistula and birth injuries. Coordinate the mobilization of resources, logistics management, and patient referrals for surgical repair camps at Jinja Regional Referral Hospital, while also streamlining emergency obstetric care referrals. Develop and implement psychosocial and mental health support systems within healthcare facilities and communities, specifically tailored to the needs of fistula survivors, in alignment with the Ministry of Health’s Minimum Social Integration Package. Connect individuals with economic empowerment programs, livelihood skills training opportunities, and government-led development initiatives—including the Parish Development Model—to foster sustainable progress and self-reliance. Facilitate the implementation of service delivery models—such as flexible scheduling and integrated outreach initiatives—to address the distinct requirements of Persons with Disabilities (PWDs), Key Populations (KPs), and adolescents residing in underserved or remote locations.

We are seeking a Community Mobilization & Gender-Transformative Engagement Specialist to lead initiatives that empower local stakeholders, promote inclusive participation, and drive sustainable change. The ideal candidate will design, implement, and evaluate community-driven programs that challenge gender norms, foster equitable leadership, and strengthen collective action. Responsibilities include cultivating partnerships with grassroots organizations, facilitating gender-sensitive dialogues, and developing strategies to address systemic barriers. Applicants must possess a relevant advanced degree, at least five years of experience in community development, gender equality, or a closely related field, and a proven ability to mobilize diverse groups toward shared goals. Proficiency in participatory approaches, cross-cultural communication, and program management is essential, along with strong advocacy and facilitation skills.

Partner with community-based organizations led by youth, women, and persons with disabilities to equip their leaders with training in interactive advocacy theater, while also facilitating behavior-change workshops and community performances. Launch midwifery-led community programs and enhance male participation by implementing the Together We Decide Plus game strategy, leveraging male champions and midwife mentors to drive engagement and impact. Facilitate structured orientation sessions targeting traditional, cultural, religious, and local government leaders to enhance their understanding of fistula, promote risk reduction strategies, encourage proactive health-seeking behaviors, and clarify referral pathways.

Community Health Systems Strengthening & Accountability fosters resilient, high-performing health systems capable of delivering equitable, quality care through collaborative governance, robust policy frameworks, and sustainable capacity-building initiatives. This role emphasizes the enhancement of health service delivery by integrating accountability mechanisms, performance monitoring, and stakeholder engagement to ensure transparency, responsiveness, and continuous improvement across all levels of the health system. Professionals in this domain are expected to drive systemic reforms, align resources with strategic priorities, and champion evidence-based practices to address disparities and strengthen community trust in health services.

Assist in the rollout of community-level Continuous Quality Improvement (CQI) initiatives in coordination with the Health Systems Strengthening (HSS) officer and district-level teams. Organize and lead multi-sectoral review meetings, conduct on-site monitoring visits, and facilitate accountability forums in collaboration with district and community leaders, employing social accountability scorecards to drive engagement and transparency. Enhance community-to-facility referral networks by aligning them with the Maternal and Perinatal Death Surveillance and Response (MPDSR) framework. Promote awareness and understanding of Target Population Sexual and Reproductive Health and Rights (TPSR) initiatives, while fostering collaborative joint action planning at both sub-county and parish administrative levels.

We are seeking to enhance organizational effectiveness and sustainability through targeted capacity building and strengthening initiatives. This role involves developing and implementing strategies to bolster internal capabilities, improve operational efficiency, and foster long-term growth. Key responsibilities include identifying skill gaps, designing tailored training programs, and providing ongoing mentorship to empower teams and drive continuous improvement. The ideal candidate will have proven experience in capacity development, strong project management skills, and a commitment to cultivating resilient, high-performing teams.

The role involves coordinating training and mentorship programs for community health workers (Chews/VHTs) in key areas such as maternal health fundamentals, fistula mapping techniques, and digital reporting through the Echos platform. Collaborate with community, educational, and healthcare stakeholders to conduct comprehensive Values Clarification and Transformation (Cats) orientation sessions tailored for teachers, Community Development Officers (CDOs), and healthcare professionals.

Program administration and financial management encompass overseeing the planning, coordination, and execution of program activities while ensuring efficient allocation and tracking of financial resources. This role involves developing budgets, monitoring expenditures, and maintaining accurate financial records to support strategic decision-making. Additionally, it requires compliance with regulatory standards, financial reporting, and risk mitigation to uphold organizational integrity and fiscal responsibility. Effective communication with stakeholders, auditors, and team members is essential to align financial practices with program objectives and regulatory requirements.

Collaborate in the annual formulation of strategic plans, budget proposals, and performance targets for designated districts. Administer field operational funds and allocate resources in strict adherence to established organizational financial protocols. Compile and maintain detailed documentation of best practices, case studies, and routine monitoring data to support internal evaluations and donor reporting requirements. Execute any supplementary tasks assigned by the supervisor as needed.

Requirements

A bachelor’s degree in a relevant field, along with a minimum of three years of professional experience, is required for this position. Candidates should possess a strong academic background and practical expertise to effectively contribute to the team. Prior experience in a similar role is highly desirable, as it demonstrates the ability to handle the responsibilities associated with this position.

A bachelor’s degree in fields such as Social Sciences, Social Work and Social Administration, Public Health, Development Studies, or a closely aligned discipline is required. A postgraduate qualification or diploma in Management of Reproductive Health Programs, Public Health, or Project Planning will be viewed as a significant asset.

A minimum of three years of progressively responsible experience is required in the management and coordination of Adolescent/Youth Sexual Reproductive Health (ASH) interventions, obstetric fistula programs, GBV prevention efforts, or community engagement initiatives. Demonstrates a comprehensive understanding of national Adolescent Sexual Reproductive Health Policies, maternal health frameworks, and effective community health integration strategies.

Proficiency in district health systems and national health frameworks is required, including but not limited to the Family Planning Costed Implementation Plan, the Total Market Approach Strategy, the Essential Maternal & Newborn Guidelines, and the Fistula Prevention Strategy. Proficient in obstetric fistula screening, recognition, clinical and surgical referral pathways, as well as full-spectrum social reintegration initiatives. Experienced in facilitating collaborative community mobilization initiatives, interactive theater techniques, and methodologies designed to engage men effectively. Demonstrates a proven ability to perform stakeholder mapping and cultivate productive working relationships with District Health Teams (DHTs), civil society organizations (CSOs), community-based organizations (CMOS), as well as cultural and religious institutions. Demonstrates proficiency in Continuous Quality Improvement (CQI) techniques, social accountability scorecard implementation, utilization of Echos digital reporting systems, and systematic project monitoring practices. Proven expertise in financial planning at the activity level, meticulous budget management, precise field resource tracking, and the preparation of high-quality reports is required. Skilled in delivering and coordinating counseling services, psychosocial support, and referral pathways for adolescents, young individuals, vulnerable women, and their families.

Proficient command of multiple languages, including but not limited to English, French, Spanish, or Mandarin, is essential for this role. Fluency in both written and verbal communication in at least one additional language beyond English is required. Candidates should demonstrate strong translation or interpretation skills, cultural sensitivity, and the ability to adapt communication styles to diverse audiences. Prior experience in multilingual environments, such as international business, diplomacy, or education, is highly advantageous.
