Position Title: Layout and Graphic Design Consultant

Duty Station: IOM Philippines Country Office (Manila)

Project Context and Scope

In September 2025, the Government of the Philippines, through the leadership of the Inter-Agency Council Against Trafficking (IACAT), approved the Philippines Enhanced National Referral Mechanism Guidelines for Trafficking in Persons Cases and the Philippine Guidelines on the Victim Identification System for Trafficking in Persons. These Guidelines aim to support efficient and coordinated delivery of services for trafficked persons that upholds their rights and prevent further harm. IOM, together with other agencies, supported the development of these Guidelines.

IOM is now supporting the operationalization of the approved VIS and NRM Guidelines by producing a polished version of Guidelines ready for digital and print publication. The published Guidelines will facilitate wider reach of stakeholders and duty bearers, in line with the launch and dissemination plan of IACAT.

Organizational Department / Unit to which the Consultant is contributing

The consultancy will be managed by the Protection team of the Migration Management Unit (MMU) in Manila.

Responsibilities

Tasks to be performed under this contract:

Propose three design themes (color scheme, layout structure, covers, icon sets, illustration style, etc.) that aligns with the provided brand and style guide (within first week).

Submit initial draft of the Guidelines following the design theme selected by IOM (within second week).

Revise the draft up to three times following inputs from IOM review (within third and fourth week).

Submit final and approved version of the Guidelines in editable and permanent format (by fourth week).

Performance indicators for the evaluation of results

Required deliverables are submitted at the agreed-upon deadlines.

Submitted output improved the knowledge product’s overall design and is aesthetically pleasing.

Submitted output ensured that all formatting, branding, and design are consistent and aligned with the indicated brand style guide.

Issues raised are resolved amicably with outcomes accepted by the involved parties.

Required Qualifications and Experience

Education: Must have completed Bachelor's degree.

Experience: Must have at least five (5) years of experience in providing design and layout services, at least three (3) years of which are in providing layout support services for manual/research outputs, reports, or similar products/projects.

Skills: Must have a track record of displaying excellent creativity and design and editing skills. Familiarity with Philippine government branding styles is an advantage.

Languages: For this consultancy, good command of the English language is required. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Other Information

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
