Organization: Management Sciences for Health (MSH) Country: Cameroon City: Yaoundé Office: MSH Yaoundé, Cameroon Overall Responsibilities: The Country Human Resources Manager (HRM ) is responsible for implementing the human resources (HR) practices and activities of Management Sciences for Health (MSH) in Cameroon, providing a full range of HR services aligned with the short- and long-term staffing and project and organizational needs . The HRM works closely with the Cameroon Country Lead to develop and implement staffing initiatives that support successful project implementation. In collaboration with the project's senior management team in Cameroon and the MSH Human Resources team at headquarters, the HRM administers human resources initiatives for technical and administrative staff, including recruitment, onboarding, employee relations, performance management, compensation and benefits, and personnel records management. The HRM serves as the primary resource for Cameroon-based staff regarding MSH policies, Cameroon labor law, and applicable donor requirements . Main Duties and Responsibilities Recruitment and Onboarding Lead transparent, equitable , and timely recruitment processes for all technical and administrative positions , including consultants . Coordinate the preparation and review of job descriptions, job requisitions, vacancy announcements, candidate screening, interviews, reference checks, selection documentation, and employment offers. Review all recruitment documentation for accuracy, completeness, and compliance with Management Sciences for Health (MSH) policies and applicable requirements. Maintain accurate and up-to-date recruitment trackers, candidate records, and HR information systems, and provide regular staffing updates to project management. Prepare and administer locally compliant employment contracts and related documentation in accordance with Cameroon labor law and MSH policies. Coordinate onboarding and deliver the MSH orientation program for new employees, including benefits, policies, procedures, ethics, compliance, integrity, safeguarding, and country-specific employment requirement Staff Management Maintain complete, accurate , and confidential personnel files and employment records for all staff. Administer and interpret MSH personnel policies . Suggest revisions and provide updates to Local Employee Manual to be in compliance with MSH policies and local labor laws , as needed . Monitor employment contracts, probation periods, mandatory training, and other time-sensitive HR actions and notify employees and supervisors of upcoming deadlines. Ensure that employees complete all required MSH training related to ethics, compliance, integrity, safeguarding, and other organizational requirements . Employee Relations Advise employees on confidential workplace matters, career development, job satisfaction, grievances, and disciplinary concerns. Guide employees and managers on conflict-resolution procedures and available options, consulting with the global MSH Human Resources team when appropriate. Assist with behavioral investigations as appropriate , in coordination with MSH's Business Ethics Committee. Conduct exit interviews when staff depart from the project and provide feedback to supervisor . Performance Process Manage the Annual Performance Review process and ensure that all employees and supervisors receive appropriate guidance and training. Support managers and supervisors in developing clear, measurable objectives ; assist with the development of progressive improvement plans for under-performers; and, as necessary, in consultation with Regional HR Partner, assist with employee terminations. Compensation and Benefits Mange employe e compensation and benefits packages aligned with MSH's Compensation Philosophy and practices and local labour requirements, collaborating closely with MSH's Total Rewards Director Track vacation, sick and holiday leaves after each pay period and; Prepare and share accurate leave reports with management. Conduct salary negotiations for new and existing staff. Review offers to selected candidates to ensure internal equity and compliance with MSH policies. Ensure that promotions and salary adjustments are properly justified, documented, and approved. Oversee the administration of health and other benefits programs ; monitor reimbursements, advise employees on their remaining annual benefit limits, and maintain utilization reports for audit purposes. . Coordinate the annual review of the employee benefits package and recommend appropriate changes to the MSH Human Resources team at headquarters. QUALIFICATIONS Required Minimum Education Required: A relevant master's degree in related field of study including human resources , business administration, management, law, organizational development, or other related field . Preferred: P rofessional HR certification, or an equivalent combination of education and relevant professional experience in human resources is preferred. Required Minimum Experience Required: 7 + years of relevant experience relevant HR working experience. Strong HR generalist background and strong understanding of applicable labour laws and HR practices in Cameroon . Preferred: Significant experience working with an international donor or organization including the US Government . Knowledge and Skills Strong administrative, organizational, and written and verbal communication skills. Strong knowledge of HR operations, recruitment, employee relations, compensation and benefits, performance management, and personnel records management. Sound knowledge of Cameroon employment legislation and the ability to translate legal and policy requirements into practical HR procedures. Excellent oral and written communication skills in English and French Excellent interpersonal skills, demonstrated ability to interact professionally with a culturally diverse staff, clients and consultants, including global staff, higher management and clients. Strong computer skills, including proficiency in Microsoft Office, word processing, spreadsheet and database management, and HR information systems; experience with Workday or a comparable HRIS is preferred. Competencies Demonstrated ability to gain the trust and confidence of colleagues and to handle confidential matters discreetly and with integrity. Demonstrated ability to exercise sound judgment, establish priorities, manage multiple complex responsibilities, and meet competing deadlines in a fast-paced environment.
