Information Technology Officer

The IT Officer’s primary responsibility is to deliver dependable, secure, and efficient IT infrastructure, devices, systems, and digital tools to Harambee Rwanda’s staff and candidates. This role encompasses the daily management, maintenance, and resolution of technical issues across hardware, software, networks, and user access to prevent disruptions and sustain operational stability. Additionally, the IT Officer oversees IT asset management, maintains accurate documentation, coordinates with service providers, and ensures compliance with IT policies and security protocols. Key duties include monitoring and maintaining IT infrastructure—such as computers, hardware, software, networks, training labs, shared devices, and internet connectivity—to guarantee seamless daily operations. The officer provides first-line technical assistance to staff and candidates, diagnosing and resolving hardware, software, connectivity, and access challenges while escalating complex issues to specialized internal or external teams. Follow-up on escalated concerns is conducted in collaboration with Business Applications, Infrastructure, and the central SOC, with consistent updates to users until resolution. The position involves setting up, configuring, and maintaining IT equipment and lab environments, ensuring precise asset tracking and accountability for all devices and systems. The IT Officer installs and updates approved software, applications, and security tools while configuring permissions in alignment with organizational policies. Responsibilities also extend to IT security and compliance, including endpoint protection, system updates, access controls, acceptable-use enforcement, and coordination with the central SOC on security incidents and corrective measures. Furthermore, the officer educates and assists users in leveraging digital tools, systems, and equipment effectively, including onboarding and basic training. Maintaining meticulous records of IT assets, system configurations, and processes is essential, alongside identifying recurring technical issues or improvement opportunities. The role requires close collaboration with external IT vendors and service providers to address connectivity, hardware, software, licensing, repairs, and other technical services, ensuring timely resolution of outstanding matters. Supporting the secure and efficient use of organizational data and systems involves collaborating with relevant teams on system-related inquiries, data access, and operational requirements. The IT Officer plays a pivotal role in enhancing IT service delivery by proposing and implementing improvements to reliability, security, efficiency, and user experience in partnership with the Data Manager and other teams. Minimum Requirements: A Bachelor’s degree in Information Technology, Computer Science, Information Systems, or a related field is mandatory. Preferred qualifications include professional certifications in IT, network administration, or information security.
