Finance and Administration Manager
SteeCon Limited, a subsidiary of PBM Group, is seeking a Finance and Administration Manager to join its team in Lilongwe, Malawi. This is a full-time position with a closing date for applications on August 25, 2026.
Position Purpose
The Finance and Administration Manager is responsible for leading and managing SteeCon Limited’s financial, administrative, procurement, and human resource control functions. The role ensures the establishment, enforcement, and continuous improvement of effective internal controls, systems, policies, and procedures in compliance with statutory requirements, International Financial Reporting Standards (IFRS), professional standards, and PBM Group policies. The position plays a strategic role in financial stewardship, risk management, operational efficiency, and corporate governance, while providing leadership to the Finance & Administration department.
Key Responsibilities
A. Finance Management
Develop, document, implement, and enforce robust financial controls to enhance accountability, stewardship, and a strong financial management culture across the company. Lead the preparation of monthly and annual budgets in collaboration with budget holders for approval by the Group CFO. Finance production and marketing departments by controlling, monitoring, and managing expenditures within approved budgets. Prepare monthly management accounts, budget-holder reports, and variance analyses, clearly explaining significant trends and deviations. Lead the preparation and submission of all monthly and annual financial reports in line with management timelines. Supervise payroll processing and ensure timely statutory tax filings and compliance with applicable labour and tax laws. Prepare ad hoc and special-purpose financial reports on specific activities, projects, and performance metrics as required by management. Manage and account for inventory, raw materials, stocks, and finished products, ensuring real-time updates and accurate records. Prepare comprehensive year-end audit files and coordinate the annual external audit process. Develop, safeguard, and ensure compliance with approved financial systems, policies, and standard operating procedures to mitigate financial and operational risks. Lead and manage intercompany and related-party transactions between SteeCon Limited and other PBM Group entities.
B. Administration
Manage staff within the Finance & Administration Department, including Finance, Procurement, Administration, and HR functions. Conduct regular departmental meetings to ensure alignment with organizational goals and delivery of departmental objectives. Provide leadership in setting monthly and annual departmental goals aligned to SteeCon Limited’s strategic objectives. Lead the development of departmental budgets and present them for approval during management meetings. Develop departmental Key Performance Indicators (KPIs) and conduct performance appraisals based on approved KPIs. Support the General Manager in the preparation of Board Packs, ensuring accuracy, completeness, and timely submission. Serve as Secretariat support to the General Manager during Board meetings, including documentation and record keeping. Manage, control, and account for company pool vehicles.
C. Procurement Oversight
Receive, review, and provide guidance on weekly supply chain and procurement plans in line with available financial and operational resources. Allocate procurement team members to projects and monitor project performance related to supply chain management. Review, consolidate, and present procurement and supply chain reports to management for decision-making.
Key Performance Indicators (KPIs)
Timely and accurate financial reporting; budget adherence and cost control; compliance with statutory and IFRS requirements; audit outcomes and implementation of audit recommendations; inventory accuracy and control; effectiveness of internal controls and SOP compliance; departmental performance against approved KPIs; board pack accuracy and timeliness.
