Job Purpose

The Program Analyst (Data & Insights) will play a critical role in transforming data into strategic evidence for leadership decision-making and enhancing program effectiveness across the organization. This role focuses on developing, maintaining, and leveraging comprehensive Business Intelligence (BI) and reporting systems to monitor the implementation of WVSR Strategic Plan and drive Operational Agility.

The incumbent will lead the design and management of dynamic dashboards, ensure timely strategic reporting (e.g., Grants Health Tracker, high-level Factsheets), and provide consistent, high-quality data support to various departments, focusing on the successful integration and tracking of Nexus programming. This role is central to fostering a data-driven culture and ensuring accountability for impact.

Major Responsibilities

KPI Development & Tracking: Collaborate with stakeholders to define core Key Performance Indicators (KPIs), baselines, and targets for WVSR Strategic Plan outcomes (e.g., Area-Based and WV Nexus indicators).

Strategic Dashboard Management: Design, build, and maintain a high-level Power BI dashboard that summarizes organizational progress across all strategic plan focus areas.

Executive Insight Generation & Visual Communication: Establish monthly/quarterly data collection and analysis mechanisms, producing periodic, high-impact updates (e.g., Factsheets) that utilize infographic design principles and visual storytelling to inform senior leadership decision-making.

Data Adaptation: Adapt existing data systems and reporting tools to accurately capture, track, and report on the implementation of NEXUS approaches (resilience, self-reliance, peaceful coexistence, and emergency response readiness).

Data Structure Enhancement: Review and update project data structures and classification fields to ensure accurate Nexus tagging status across the project portfolio.

Monitoring & Summarization: Integrate Nexus indicators into the main strategic dashboards and generate periodic summaries showing the extent of Nexus integration and impact.

Dashboard Development: Build and maintain the central Power BI dashboard combining all project information, ensuring accurate monthly project tracking and data updates to the operation database.

Grants Health Tracking: Lead the quarterly consolidation and reporting of the Grants Health Tracker in coordination with the regional MER Center and project managers.

Custom Reporting & Departmental Support: Serve as the primary data consultant for various departments by designing and building customized reports and dashboards based on operational needs, using design tools like Adobe Illustrator to enhance visual clarity and readability. Additionally, improve data collection templates and ensure alignment with departmental requirements, and provide ongoing technical support to ensure effective use of reporting tools.

Organizational Assessment: Conduct organizational assessments of existing data platforms and reporting processes to map requirements, identify data gaps, and pinpoint opportunities for automation and improved workflow efficiency.

Process Improvement: Develop recommendations to streamline reporting delays, enhance interdepartmental collaboration, and leverage evidence to improve overall program quality and operational excellence.

Knowledge / Qualifications for the Role

Required Education & Professional Experience:

Experience: 7+ years of progressive professional experience in data analysis, Business Intelligence (BI) development, and strategic performance reporting, preferably within the humanitarian, development, or NGO sector.

Reporting Frameworks: Proven experience in defining, tracking, and reporting on strategic Key Performance Indicators (KPIs) and performance frameworks (e.g., M&E, results-based management).

Project Expertise: Demonstrated track record of designing, developing, and deploying complex, enterprise-level dashboards and reports using BI tools for organizational oversight.

Required Education, training, license, registration, and certification:

Knowledge Base: A strong foundational knowledge in Data Analytics, Business Intelligence, Information Systems, Monitoring & Evaluation (M&E), or a related quantitative discipline. This is ideally demonstrated through a Bachelor's or Master's degree in a relevant field, OR extensive professional certifications (e.g., in Power BI, SQL, Data Analytics, Project Management) combined with substantial practical experience.

Required Skills

Business Intelligence (BI): High proficiency in Power BI (including DAX, advanced visualization design, and data modeling within the BI tool).

Data Querying: Advanced working knowledge of SQL for efficient data extraction, manipulation, and reporting from relational databases.

Visual Communication & Design: Expertise in Visual Communication and Data Storytelling. Proven ability to translate complex strategic data into highly consumable, user-friendly, and simplified visual summaries and infographics for diverse audiences.

Design Tools: Proficiency in professional design software (e.g., Adobe Illustrator) or similar tools used for producing high-quality, final data products and visually polishing reports.

Data Handling: Demonstrated ability to manage and analyze large, complex datasets from multiple source systems (e.g., project data, financial, M&E data).

Data Quality: Proficiency in designing efficient data collection templates and establishing data quality controls.

Travel and/or Work Environment Requirement
