Description The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. Formation / Diplômes

The Operations & Integration (O&I) collective delivers essential enabling services that support the organisation’s scientific and technical portfolio. Our key functions include corporate services, programme support, partnerships, resource mobilisation, and strategic engagement. These services are coordinated through our regional and satellite offices across the Pacific and Europe. Additionally, the O&I collective leads a dedicated workstream focused on organisational change and transformation to drive continuous improvement and adaptability. The role –the Human Resources Systems and Data Analyst / Officer will optimise the Human Resources Information System (HRIS) by automating manual workflows to improve operational efficiency, accuracy and data integrity, thereby enhancing organisational visibility and oversight. The key responsibilities of the role include the following: Develop HRIS tools for data analysis and visualisation Design intuitive and centralized HR dashboards in Power BI and automate the production and distribution of weekly, monthly, quarterly and annual reports for relevant stakeholders. Develop basic predictive models and “what-if” scenarios to support workforce planning, including forecasting staffing gaps from historical trends.

Define audit access permissions to ensure sensitive personal data is available only to authorised personnel. Develop Excel macros and other tools to automate payment and salary increase calculations. Conduct workshops and prepare documentation to help the HR team and managers interpret data visualisations and use the tools sustainably. Automate manual workflows to improve operational efficiency, accuracy and data integrity. Automate recurring, paperwork-intensive reporting and data extraction processes, such as overtime forms, part-time leave forms, remote work requests, OHS related, and training certification records. Configure automatic system notifications for staff to complete required tasks, such as registering or updating their home address, completing the offboarding survey, and submitting their PDS assessment. Provide back-up support to the Human Resources Officer – Remuneration & Systems Support Ensure HR information systems and dashboards are technically sound, reliable and efficient. Manage system upgrades, patches and integrations with third-party vendors (for example, payroll and IT providers). Configure system modules (such as onboarding and performance) to meet evolving business needs. Provide technical support to staff and managers experiencing system-related issues. A degree in Data Science, Computer Science, Information Technology, International Business Administration, Human Resources or equivalent body of knowledge and experience. Technical expertise

Expérience

Minimum of 5 years’ experience developing tools such as Excel macros and Power BI to automate remuneration calculations, reporting and related HR processes. Advanced proficiency in Microsoft Office applications, particularly Word, Excel and PowerPoint. Advance proficiency in Power BI and VBA or R. Experience working in a dynamic and challenging environment. Commitment to providing excellent client service.

Strong organisational skills and the ability to manage multiple tasks effectively. Ability to maintain confidentiality at all times. Language skills Fluent in English Interpersonal skills and cultural awareness Excellent communication and interpersonal skills. Salary, terms and conditions Contract Duration – This vacant position is budgeted for 6 months. Remuneration – The Human Resources Systems and Data Analyst / Officer is a band 8 position in SPC’s 2026 salary scale. For a Noumea based position – a starting salary range of SDR (special drawing rights) 3,038-3,702 per month, which converts to approximately XPF 438,381-534,098 (USD 4,071-4,960; EUR 3,674-4,476). SPC salaries are not presently subject to income tax in New Caledonia. For a Suva based position – a starting salary range of 2,146‒2,683 SDR (special drawing rights) per month, which currently converts to approximately FJD 6,632–8,290 (USD 2,876–3,595; EUR 2,595–3,244). Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax. An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Benefits for Staff in a position advertised internationally (EPAI) whose duty station is Noumea or Suva – SPC provides a housing allowance (or subsidised housing in Noumea) and will reimburse excess accompanied luggage of up to two additional bags. Airfares, medical and life insurance are available for eligible employees. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution). Languages – SPC’s working languages are English and French.
