Consultancy Services to Deliver Strategic Business Advisory Support to Beneficiaries (Grantees) of Gender-Inclusive Workplace Infrastructure Initiatives Reference No.: MG LSD-GROW/CONS/25-26/00071 Issued on: August 13, 2026 The Republic of Uganda’s Government has secured financing from the World Bank to support the execution of the Generating Growth Opportunities and Productivity for Women Enterprises (GROW) Project, with plans to allocate a portion of these funds toward Consulting Services. The initiative aims to enhance access to entrepreneurial support services, empowering women entrepreneurs to expand their businesses within designated areas, such as host and refugee communities. Implementation is being carried out collaboratively by the Ministry of Gender, Labour and Social Development (MGLSD) in partnership with the Private Sector Foundation Uganda (PSU), serving as the designated implementing entity. The initiative, under subcomponent three (3A & 3B), seeks to establish and equip Common User Production Facilities (Cups) while enhancing access to gender-inclusive workplace infrastructure. It will allocate grants to foster innovation and business expansion for women-owned enterprises by providing shared production resources. The objective is to deliver demand-responsive infrastructure and facilities to enhance women’s productivity as a pathway to enterprise growth and scalability. Target beneficiaries encompass women entrepreneurs leading micro and small businesses. This intervention is projected to benefit approximately 25,000 female entrepreneurs, including those in refugee-hosting districts. The subcomponent will be implemented by the Ministry of Gender, Labour, and Social Development (MGLSD), with technical assistance provided by the Business Advisory Services firm. The Ministry of Gender, Labour and Social Development is now seeking proposals from qualified consulting firms (“Consultants”) interested in delivering the specified services. Prospective Consultants are required to submit documentation confirming their eligibility, technical qualifications, and proven experience relevant to the scope of work. The evaluation criteria for shortlisting include the following requirements: With a minimum of five years of hands-on experience in delivering business advisory services, enterprise development initiatives, business incubation programs, MSME support schemes, or related consultancy assignments. Experienced in crafting business plans, developing sustainable business models, and enhancing financial and operational performance for MSMEs, cooperatives, shared production facilities, or comparable organizations. Proven expertise in market systems development, value chain enhancement, market feasibility studies, and enterprise growth strategies is required, particularly within sectors such as word-processing, dairy, leather, crafts, or other productive industries. Experienced in developing and implementing capacity-building initiatives, mentorship programs, and technical assistance offerings tailored for entrepreneurs, business associations, incubators, or enterprise support organizations.

Expérience

  • Demonstrated expertise in grants management, financial oversight, operational efficiency enhancement, and providing support to enterprises funded by governmental bodies, development partners, or donor-funded programs. With a minimum of five years of demonstrated expertise in establishing and overseeing Environmental and Social (E&S) safeguards, the role requires hands-on experience in stakeholder engagement, grievance redress mechanisms (GRM), occupational health and safety protocols, and proactive measures to mitigate Gender-Based Violence (GBV) risks. With a proven track record in collaborating with Government Ministries, Development Partners, private sector entities, and multi-stakeholder initiatives, the ideal candidate will have hands-on experience advancing women’s economic empowerment, fostering entrepreneurship, and driving the growth of micro, small, and medium enterprises (MSMEs).

, Seventh Edition (September 2025), specifically Section III, paragraphs 3.14, 3.16, and 3.17, outline the institution’s conflict-of-interest policy, to which prospective Consultants must adhere. Consultants are permitted to collaborate with external firms to bolster their credentials, provided they explicitly disclose whether such affiliations constitute a joint venture, sub-continuity, or another arrangement. Under a joint venture structure, all participating entities will share joint and several liabilities for the entirety of the contract if chosen for the engagement. A Consultant will be chosen based on the Consultants Qualification Selection (CQS) process, as outlined in the World Bank’s Procurement Regulations for IPF Borrowers, which were updated in July 2016 and revised in September 2025.
