A National Consultant specializing in Tobacco Control will be engaged to fulfill the position identified under reference number 260351. The World Health Organization (WHO) Uganda is currently seeking an individual consultant to deliver specialized technical and coordination assistance for initiatives aimed at enforcing the Tobacco Control Act and its accompanying Regulations in Uganda. A minimum of five years of relevant professional experience is required, along with a bachelor’s degree in a related field. Proficiency in industry-standard software and tools is mandatory, as is the ability to work independently and collaboratively within a team. Strong problem-solving skills and exceptional attention to detail are also prerequisites. Additionally, prior experience in a similar role and familiarity with applicable regulations are highly preferred. Bachelor’s degree in Computer Science, Engineering, or a related field, along with a minimum of five years of professional experience in software development. Proficiency in multiple programming languages, including but not limited to Python, Java, or C++. Strong problem-solving abilities and experience with debugging and optimizing code. Familiarity with software development methodologies such as Agile or Scrum. Excellent communication skills and the capacity to work effectively in a collaborative team environment. Hold a minimum of a bachelor’s degree in a relevant field such as finance, business administration, economics, mathematics, or a closely related discipline from an accredited institution. A master’s degree or higher in Public Health or a closely aligned discipline is required. This role requires a strong foundation in data analysis techniques, statistical methods, and epidemiological principles to assess the effectiveness of tobacco control policies and interventions. Proficiency in data management software, such as SAS, R, or Python, is essential, along with experience in generating reports and visualizations to communicate findings to stakeholders and policymakers. Candidates should possess a degree in public health, statistics, epidemiology, or a related field, and demonstrate the ability to translate complex data into actionable insights for informed decision-making. Proficiency in collaborating with governmental organizations and international development collaborators is required. Technical writing responsibilities involve preparing WHO reports, donor proposals, and policy briefs. Overseeing grants and projects involving multiple partners is a core responsibility within this role. Experienced professionals with a proven track record in relevant fields will be given preference. Candidates who possess specialized knowledge or prior involvement in similar projects will be strongly considered.
