In alignment with Objective 1, increasing agricultural production value addition through sustainable and improved post‑harvest practices, the project team will support eight (8) villages in Avé 1 Municipality (Commune) to strengthen awareness and uptake of appropriate post‑harvest solutions. safeguard product quality and marketability. By reinforcing community‑led initiatives, the project will also improve the management of agricultural waste, ensuring that residues are properly managed. Focus will be placed on maize and palm‑oil production systems, where post‑harvest inefficiencies and waste mismanagement remain key challenges in the targeted villages. Objectives and delivery approach of the assignment To achieve the project objective, GGGI is looking for an individual business development consultant to support the project beneficiaries in establishing sustainable agricultural waste recycling business by transforming by products from selected commodities maize and palm oil into value added products such energy fuel, construction materials, organic fertilizers and other viable circular economy solutions. This consultancy service aims to promote circular economy approaches while creating income-generating opportunities for project beneficiaries through the development of waste collection, processing, and recycling businesses. The above activity will be implemented and delivered into five steps as follows: Step 1: Community engagement and awareness . This will be conducted to target communities to stimulate interest in agricultural waste recycling opportunities. The targeted communities are: Ando-Yoto-Gozuicopé, Atitékopé, Betekpo, Dzegbakondji-Kpotamé-Yékplékopé/AttiKodjè, Kékékopé, Senyokopé, Tsové and Xétowui. For this step the consultant is expected to conduct sensitization sessions in the eight (8) villages, present business opportunities linked to maize and palm oil by products, raise awareness on environmental, economic and social benefits of the agricultural waste valorization. The consultant will also engage local authorities, producer groups, cooperatives and community leaders. Furthermore, the consultant will identify interested beneficiaries and collection initial expressions of interest. Step 2: Business outreach and call for participants Through the outcome of the initial assessment of the business or entrepreneurs conducted in the eight (8) villages, either lead the open call for proposals for participants or direct outreach to potential five entrepreneurs. (i) Open call for businesses: If the landscape assessment does not yield sufficient information to identify specific candidates, an open call will be launched to solicit expressions of interest from businesses and entrepreneurs in the target intervention areas. This call will be disseminated through community and local authority networks identified in Step 1. (ii) Direct outreach: If the landscape assessment provides sufficient clarity on the existing business landscape, the project team will engage identified candidates directly. In this scenario, Step 4 (Launch of Call for Proposals) will be reconfigured as a targeted process limited to businesses that have completed the Step

  • 3 training. The expected outcome from this step will be for the consultant to confirm a list of entrepreneurs who will be supported for business development capacity building. Step 3: Capacity building and business development, and agricultural waste recycling . From the selected businesses in step 2, the consultant will develop a training program and equip

them with technical and managerial skills required to establish viable recycling businesses. Among the topics to be delivered include but not limited to business planning and enterprise development, financial literacy and financial management, governance and organizational management, agricultural waste collection and processing technologies, circular economy and waste valorisation approaches, and market access and business sustainability. Step 4: Launch of call for proposals and selection of businesses . Based on the outcome of step 2, the project team will assess whether there is a need to develop call for proposals for businesses. In case call for proposals are advanced, the consultant will lead the preparations and selection process of the potential entrepreneurs for grants. The consultant will set the eligibility criteria aligned with technical and financial viability, innovation and value addition, environmental benefits, inclusion of women and youth, potential for jobs creation and, scalability and sustainability. Step 5: Grant Award preparation and ceremony consultant will lead the preparations for the grant award ceremony. Out of the selected entrepreneurs, only five best entrepreneurs will be given grants to expand their businesses and ensure long-term sustainability of their respective businesses.

SUGGESTED METHODOLOGY

To achieve the objective of the assignment, a recycling business development consultant is required to use a mixed- methods approach onto how he/she will deliver the above steps. The consultant is expected to work hand in hand with the project team to ensure smooth implementation of the activity. Deliverables and Payment schedule The consultant will report directly to GGGI's Sustainable Waste Management Senior Officer and will be responsible for implementing the above‑mentioned activity and delivering all associated outputs. The table below outlines the expected deliverables, corresponding outputs, and payment modalities aligned with the implementation timeline.

  • 5 years' relevant experience in the national context with a master's degree in business development or equivalent combination education and experience. Experience in waste management and circular economy would be an added value for this assignment. A proactive attitude, with an ability to find workable solutions promptly. Punctual, professional, and ability to work under pressure and meet deadlines. Strong interpersonal skills and the ability to work with multicultural and interdisciplinary teams Fluency in a local language spoken in the target intervention villages (e.g., Ewe) and French is required; proficiency English is an added advantage. Corporate Administrative information Interested consultants shall submit following documentation: A technical proposal outlining the consultant's understanding of the assignment, proposed methodology, and work plan accompanied by financial proposal and a comprehensive CV/Resume Evaluation Criteria Technical Evaluation (70%) Criteria Maximum Score Academic Qualifications Professional Procurement Certification Experience in running business Experience in recycling business development and training Experience working with international organizations Methodology and Understanding of the Assignment Total Technical Score Only candidates obtaining a minimum technical score of 49 points shall proceed to the financial evaluation. Financial Evaluation (30 points) Financial scores shall be calculated as follows: Financial Score = (Lowest submitted fee ÷ Candidate's fee) × 30. The candidate offering the lowest daily professional fee among technically qualified candidates shall receive the maximum financial score of 30 points. Final Score Total Score = Technical Score + Financial Score. The contract shall be awarded to the candidate achieving the highest combined score, subject to GGGI's determination that the proposed fee represents fair value and falls within the approved budget range. Selection Method The contract will be awarded to the candidate obtaining the highest combined score based on: Technical Proposal : 70% Financial Proposal : 30% Logistical support : GGGI will provide transportation for the consultant to and from the target intervention villages and project sites for the purposes of carrying out the activities outlined in this assignment. All other costs associated with the assignment are covered under the consultant's daily fee. Date to close is Korean Standard Time (KST).
