Concern currently operates in the Districts of Western Area Urban (Freetown), Western Area Rural, Tonkolili, Port Loko, Kambia, and remotely in a number of other Districts..

Localisation

Freetown, will be required to attend workshops or trainings and mandated to travel to the provinces for regular support. Contract Details: Fixed Term – 1 year Job Purpose: About the Program: The Programme Development and Quality Co-ordinator will manage the Program Development and Quality (PDQ)team to ensure high quality programming, programme design and learning through quantitative and qualitative monitoring and accountability to beneficiaries of Concern’s programmes. With support of the PQPDQ Coordinator, she/he will also coordinate the implementation and maintenance of the country program learning agenda.

Responsabilités

Responsibilities: Under the supervision and guidance of the Programmes Director Programme development Support sector leads in the production of internal expressions of interest for opportunities. Lead on Go no GO decision meetings as part of the proposal application process. Lead on proposal development processes, coordinating; Proposal development plan, Technical inputs from relevant sector leads and HQ advisors, Ensuring milestones are achieved Ensure that Concern’s policies, strategies and guidelines including; Partnership, Project Cycle Management Systems and PM&E guidelines are followed in programme/project development ensuring the key components of the theory of change and log frame are prepared to a high standard. Lead on proposal development workshops ensuring all Concern departments are included. In collaboration with partnerships coordinator ensure local partners are included in program development and design. Build and manage strategic relationships with donors in country Maintain tracking of funding opportunities applied for and the outcome Grant management Contribute to donor and other programme reports, providing feedback and quality assurance on data analysis and writing before sharing with external parties and leading the review of relevant sections of donor and other reports.

Formation / Diplômes

Support the Grants and Compliance Manager, to keep information up-to-date for each programme/project on Concern’s GMS system (and shared drive). Learning Develop an effective knowledge management system to capture and share lessons learned within Concern and further afield. Working with relevant Programme Coordinators and the Grants Manager, play a leading role in contributing to the development and utilisation of Concern Worldwide’s Digital Workplace, the Grants Management System (GMS), and other knowledge exchange and management initiatives. Oversee efforts to promote documentation and sharing of programme impact and learning, ensuring sharing of lessons learnt between programmes in country and other country programmes and Concern offices, government and other non-governmental organisations. Ensure learning reviews are harmonized; regularly conducted and documented for all projects, appropriate to length, scale and complexity. Ensure dissemination of learnings through appropriates channels for all audiences. Actively promote sharing of learnings from baselines, end-lines, reviews and evaluations internally and externally. Support the country teams to coordinate and strengthen programme/project-level learning activities. Promote a culture of shared learning and lead the conduct of participatory review meetings for all programmes in coordination with MEAL Coordinator and Programme Coordinators to review targets, achievements and gaps or challenges, utilising the relevant log frame and other tools. In collaboration with the Programme leads, plan and manage budgets for PDQ staff and activities. Ensure budget allocated to PDQ activities is utilized effectively and any necessary adjustments are requested in a timely manner. With support of the PD and in collaboration with technical coordinators, lead on the countries strategic projects documenting learning and ensuring implementation is in line with strategy.

Oversee progress in implementing the Equality Action Plan approved for Concern in Sierra Leone, liaising with other departments and raising issues affecting implementation to the PD and CMT. Enhance Concern’s equality approaches through strengthening work on diversity and inclusion in line with Concern Worldwide’s global strategic plan. Support the Equality & Gender Advisor implement training and awareness raising with staff, partners and other key external stakeholders and engage in relevant external bodies and fora as needed. Visibility Promote and protect the reputation of Concern in external settings, ensuring that the organisation’s experience and expertise is well communicated and consistently presented, and that we are looked upon as a professional organisation, guided by policies and our Code of Conduct & Associated Policies. People’s management and Capacity Building Monitor and review performance of supervisee(s) and hold staff accountable for meeting their success criteria; give corrective feedback where required and take decisive action in the case of poor performance – seeking advise from HR and Line manager where needed. Ensure that supervisees are aware of and comply with all of Concern’s policies and procedures and are updated on changes. Develop and implement needs-based training for Concern staff and partners on PCMS and PM&E tools, concepts, and their application. Research, analyse and disseminate to staff relevant/ new approaches, concepts and frameworks, and learning from Concern, stakeholders, and the wider development sector Partnership and Localisation Accompaniment & mentoring of partners on the relevant technical areas through on the job support, review of technical guidance. Provide technical advice to partner technical teams to enhance them improve work quality. Facilitate/ co-facilitate trainings or workshop sessions based on expertise as identified in mutual capacity strengthening plan. Where relevant support with technical capacity assessments of partners. Support PDQ, PMs and AC in reviewing briefs, Case studies, quarterly and annual reports submitted by NIPs. In collaboration with PMs and Partnership Coordinator support partners to incorporate learning and adapt programmes Lead in the design of training material development and liaise with relevant ministries where required. Ensure partner implementation is recognised and highlighted in donor reports, visibility products and events including Concern internal visits. Roll model and promote culture of equitable and respectful partnerships, taking opportunities to highlight partner expertise and achievements both internally and externally and creating spaces for them to deliver capacity strengthening to Concern teams. Other Duties Actively participate in collective exercises such as preparation or updates of Preparing for Effective Emergency Response (PEER) plan, Security Management Plan (SMP); proposal development; Concern strategic plan and other Concern initiatives. Promote and protect the reputation of Concern in external settings, ensuring the organization’s experience and expertise is well communicated and consistently presented, and that we are seen as a professional organization. Ensure the efficient and transparent use of all Concern’s resources in order to maximize the benefit to the targeted communities. Promote accountability and ensure compliance with Concern’s Code of Conduct and Associated Policies (Programme Participants Protection Policy, Child Safeguarding Policy, and Anti-trafficking Policy), Anti-Fraud Policy and Core Humanitarian Standards (CHS), including the complaint and response mechanism (CRM), to ensure maximum protection of programme participants and the efficient and transparent use of Concern’s resources. Promote Equality, especially gender, within the organization and across programmes, in line with Concern’s Equality Policy and, and ensures targeting and project implementation is informed by How Concern Understands Extreme Poverty (HCUEP). Undertake other related duties as may reasonably be assigned by the Country Management Team or by Line Manager. Ensure adherence to Concern policies and procedures. To be added for managers: All managers are responsible for upholding and promoting Concern’s values, demonstrating leadership on workplace equality, diversity and inclusion, and role modelling a positive safeguarding ethos. All managers are required to actively participate in any emergency response as and when required. Person specification: Essentials University degree in relevant field (related to communications, advocacy, M&E, development, inclusion) Minimum 3-5 years of experience in /PDQ (positions where /PDQ is the primary area of responsibility) and minimum of 2 years’ experience in line managing staff. Experience in capacity development of staff and partners. Clear understanding and vision for using community voices, data and information to support Programme learning and advocacy. Clear understanding and experience in gender equality, power dynamics Clear understanding and experience in managing and directly implementing primary qualitative data collection (key informant interviews, focus group discussion, participatory qualitative methods, etc.). Experience of supporting proposal/project design – logframes/results frameworks

Excellent computer skills particularly Microsoft office (high proficiency in Excel, word, PowerPoint). Experience managing budgets. Excellent written and presenting skills in English Able to work independently, multi-task, and take initiative, but also able to delegate responsibilities, harness team efforts, and ask for help as needed. In this context staff have a responsibility to the organization to strive for, and maintain, the highest standards in the day-to-day conduct in their workplace in accordance with Concern’s core values and mission.
