Position: Programme Coordinator (Peace, Recovery, and Solutions)

Responsibilities and Accountabilities:

Manage the Peace, Recovery, and Solutions programme portfolio of the Mission, ensuring the programme maintains quality and is in compliance with IOM policies and standards, as well as donor requirements, by overseeing all operational, administrative and technical aspects, and backstopping the financial management as required.

Monitor the programme to ensure effective and timely delivery of results against workplans, budgets, and targets and identify problems in implementation and undertake corrective actions, in coordination with senior management.

Adopt sound Monitoring, Evaluation (M&E), and Learning that promotes continuous improvement based on lessons learned. Work closely with the M&E team to ensure IOM’s guidelines are followed throughout the programme implementation.

Recruit, train and manage programme staff ensuring that programme components are well synchronized and mutually reinforcing.

Establish and maintain strong partnerships with the Government of Kenya at sub-county, county and national levels as well as implementing partners, UN agencies and other stakeholders, including local communities, and represent IOM in relevant meetings and workshops.

Prepare and compile regular programme reporting for submission to donors, in coordination with relevant staff in IOM Kenya, donor managing and implementing missions, as applicable to the programmes.

Ensure frequent information exchange between IOM, the donor and other stakeholders on all operational aspects of the programme; organize donor meetings and learning events, as required.

Develop new projects addressing the needs of displacement-affected or at-risk communities, especially on topics related to resilience-building, socio-economic development, livelihood support and natural resource management.

In coordination with the Communications team and IOM donor-managing missions, ensure production of high-quality and regular visibility to promote the programme with national, regional, and global audiences. Ensure production of human-interest stories, videos and photographs to highlight programme impacts.

Integrate resilience-building approaches, gender, Accountability to Affected Populations (AAP), environmental protection and conflict sensitivity in programming as relevant.

Provide oversight for Korea International Cooperation Agency (KOICA) and other donor requirements including planning, implementing, monitoring and reporting, and documentation. In coordination with IOM donor-managing missions, ensure these are produced to standards as expected by the donor.

Perform such other duties as may be assigned.

Required Qualifications and Experience

Education: Master’s degree in Social Sciences, International Relations, Development Studies, Law or a related field from an accredited academic institution with at least five years of relevant professional experience; or, University degree in the above fields with seven years of relevant professional experience. Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience: Professional experience in the field of livelihood and economic empowerment, Water, Sanitation and Hygiene (WASH), climate change and migration with UN agencies, public institutions and/or other international organizations; Experience in project management and development; Proven experience in establishing and maintaining strong working relations with relevant government counterparts, donors, CSO partners and international organizations; and, Working experience in engaging with KOICA is a strong asset.

Skills: Excellent written and verbal communication and negotiation skills; Good knowledge of principles and practices of project management and monitoring and evaluation; Proven resource management skills with familiarity with budget/financial administration; and, Knowledge of the broad range of migration-related subject areas.

Languages: For this position, fluency in English is required (oral and written). Working knowledge of Korean and another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
