Company Profile Cingula Resources Limited (CRL), a mining enterprise headquartered in Cingula, Copper belt Province, is currently seeking applicants to fill the following positions. 1. Government Liaison and Public Relations Officer We are seeking a dynamic and skilled Government Liaison and Public Relations Officer to serve as the primary interface between our organization and government entities, as well as the public. In this pivotal role, you will be responsible for cultivating and maintaining robust relationships with key stakeholders, including government officials, regulatory bodies, and community leaders. Your duties will encompass developing and executing strategic communication plans, managing media relations, and ensuring consistent messaging across all platforms. Additionally, you will monitor legislative developments, provide expert guidance on policy implications, and represent the organization at public events and government hearings. The ideal candidate will possess exceptional interpersonal, negotiation, and written/oral communication skills, along with a proven track record in government relations, public affairs, or a related field. A bachelor’s degree in public administration, communications, political science, or a comparable discipline is required, and prior experience in a liaison or public relations capacity is highly desirable. Key Responsibilities Oversee the complete lifecycle of mining-related licenses and permits, including their initial application, renewal, amendment, and annual inspection processes. Handle routine correspondence with governmental agencies, track updates to regulatory policies, and assess any emerging threats to operations. Coordinate all government inspections and official visits, systematically addressing and resolving any approval bottlenecks that may arise during the project’s progression. Analyze and communicate relevant local mining regulations to serve as an internal guideline for project execution. Handle additional government affairs and public relations assignments as directed by management. Requirements Skilled in government relations and operational coordination, with comprehensive knowledge of mining license and permit application processes. Able to liaise with and negotiate terms independently with local government representatives. Proficient in compiling and submitting application documents for mining permits, including renewals, amendments, and annual inspections. Proficiency in local mining regulations and policies is required, along with strong skills in drafting official documentation. Qualifications Earned a bachelor’s degree in public relations from a reputable institution. Minimum 5 years of relevant professional experience in government affairs or public relations within the mining industry is required. Additionally, you will demonstrate a commitment to ongoing learning and contribute to the advancement of the profession through collaboration and knowledge-sharing. 2 Human Resources Assistant (Personal Assistant to HR Administration Supervisor) The Human Resources Assistant, serving as a Personal Assistant to the HR Administration Supervisor, provides comprehensive administrative support to enhance the efficiency of HR operations. This role involves managing correspondence, scheduling appointments, and maintaining confidential employee records with meticulous attention to detail. Additionally, the assistant facilitates seamless communication between the HR team and other departments, ensuring alignment with organizational policies and procedures. Position Profile Serve as a committed assistant to the HR Admin supervisor, providing comprehensive support for all human resources and administrative functions related to the mining project, encompassing both Chinese and local employees. . Key Responsibilities Handle the complete recruitment lifecycle, including resume evaluation, interview scheduling, documentation of interview notes, and conducting preliminary background checks on candidates. Oversee the execution of essential HR administrative tasks, including the management and upkeep of personnel records, compilation of attendance data, organization of employment contracts, as well as facilitating seamless onboarding and offboarding processes. Handle local employee administration by organizing documentation for security personnel and temporary staff, as well as gathering required compliance materials. Gather and systematically arrange all necessary documentation to support the processing of employee work permits. TEP application. Provide support for administrative functions such as processing staff uniform orders, managing material requisitions, and maintaining accurate records of health and safety inventory. Handle miscellaneous HR and administrative duties as directed by a supervisor as required. Requirements Experienced in recruitment processes, employee onboarding and offboarding, contract management, personnel file administration, and attendance tracking. Highly detail-oriented with a proven capacity to manage multiple tasks efficiently while maintaining composure under tight deadlines. Demonstrates resilience and adaptability when facing high-pressure situations. Proficiency in local labor laws is advantageous, and the ability to facilitate employee home visits and verify employment compliance is required. Assist in the preparation of documentation required for work permits and TEP applications. Qualifications Earned a bachelor’s degree in human resource management from a reputable institution. Paragraph: With over three decades of hands-on experience in human resources, candidates possessing prior involvement in overseas mining or construction projects will be highly regarded. Excellent communication skills As an associate of the Zambia Institute of Human Resource Management, the incumbent will play a pivotal role in advancing the organization’s mission of promoting excellence in human resource practices across Zambia.
