The Rwanda Country Lead and Director of Policy at Innovations for Poverty Action (IPA) will spearhead the organization’s strategic initiatives in Kigali, guiding the country program across research, policy influence, and operational excellence. This pivotal role involves overseeing IPA Rwanda’s Embedded Evidence Labs and scaling initiatives, with a critical emphasis on bridging rigorous evidence to actionable policy reforms in collaboration with senior government officials and donors. In partnership with the Regional Director for East Africa and Asia and IPA’s Global Policy team, the Country Lead will be responsible for achieving the country office’s strategic objectives, ensuring financial viability, and amplifying policy impact. The position demands a blend of leadership, strategic foresight, and deep engagement with stakeholders to drive sustainable development outcomes. Key Responsibilities: Policy Leadership and Embedded Evidence Labs (30%) – Spearhead the development and execution of IPA Rwanda’s policy impact strategy, providing visionary leadership for Embedded Evidence Labs (e.g., Ministry of Education Lab, Graduation Embedded Lab within the Ministry of Local Government) and scaling programs (e.g., STARS, a performance-based incentive initiative for public school teachers). Represent IPA at high-level policy discussions and cultivate relationships with senior government officials, donors, and partner organizations. Actively engage with policymakers and development stakeholders to identify critical research gaps and translate empirical findings into tangible policy actions. Strategic Leadership and Country Direction (25%) – Formulate and implement IPA Rwanda’s country strategy in alignment with global and regional priorities, overseeing annual work plans and long-term goals while ensuring accountability across the senior leadership team. Serve as the primary liaison between the country office, the Regional Director, and IPA Global teams. Enhance IPA Rwanda’s visibility and credibility among key stakeholders—including academic institutions, NGOs, and government partners—while proactively addressing reputational risks and stakeholder management challenges. Research Oversight and Quality (15%) – Provide strategic guidance to the research portfolio, collaborating closely with Research Managers, Research Associates, and Principal Investigators to uphold IPA’s rigorous quality standards. Address implementation challenges, foster external researcher relationships, and facilitate the integration of research findings into policy advocacy. Champion best practices, capacity-building initiatives, and knowledge-sharing across the country team and broader IPA network.
