The IPC Coordinator is responsible for overseeing and managing the implementation of IPC (Infection Prevention and Control) standards and protocols within the healthcare facility. Baylor College of Medicine Children Foundation (BCMCF) is seeking a dedicated professional to lead its innovative healthcare initiatives aimed at underserved pediatric populations. The ideal candidate will possess a Master’s degree in Public Health, Healthcare Administration, or a related field, along with a minimum of five years of experience in program management, preferably within maternal and child health. Fluency in English and Swahili is required, and candidates must demonstrate strong leadership, strategic planning, and grant management skills. Job Summary The Infection Prevention and Control Coordinator will deliver strategic, technical, and operational leadership to advance Baylor-Uganda’s Infection Prevention and Control program within the Global Health Security initiative. This role will oversee the planning, execution, monitoring, and ongoing enhancement of IPC interventions across GHS project districts. The coordinator will collaborate with districts and health facilities to establish and sustain robust IPC systems, elevate healthcare worker and patient safety, mitigate healthcare-associated infections, and bolster preparedness for outbreaks and public health crises. Additionally, the position will guarantee that IPC assessments, mentorship, training, surveillance, quality-improvement initiatives, supply oversight, and reporting are consistently executed and yield measurable enhancements in IPC practices. Overarching duties encompass managing projects from initiation to completion, ensuring adherence to timelines, budgets, and quality standards. Key responsibilities include coordinating team efforts, facilitating communication among stakeholders, and mitigating risks to achieve organizational objectives. Additionally, the role demands meticulous planning, resource allocation, and performance tracking to optimize efficiency and deliver measurable outcomes. Proficiency in project management methodologies and tools is essential, along with strong leadership and problem-solving abilities to navigate challenges effectively. Provide visionary technical leadership and establish the strategic direction for the organization’s technology initiatives. Drive innovation and ensure alignment with business objectives by guiding architecture decisions, technology investments, and system enhancements. Offer strategic, technical, and operational direction to Baylor-Uganda’s Infection Prevention and Control (IPC) program across designated districts and healthcare facilities. Spearhead the execution of the National Infection Prevention and Control Policy, strategy, guidelines, standards, procedures, standard operating procedures, and approved IPC training curricula. Translate national IPC priorities into actionable work plans, budgets, implementation schedules, and performance targets tailored to district and facility levels, while also establishing robust monitoring frameworks to track progress and measure outcomes. Offer expert technical guidance to District Health Officers, hospital directors, medical superintendents, district IPC committees, and health facility leadership regarding the planning, execution, and enhancement of IPC programs. Provide guidance and assistance to districts and healthcare facilities in incorporating infection prevention and control (IPC) measures into their standard healthcare delivery processes, emergency preparedness efforts, outbreak response initiatives, patient safety protocols, antimicrobial resistance programs, and quality improvement frameworks. To guarantee alignment of IPC initiatives with Ministry of Health mandates, program goals, donor obligations, and Baylor-Uganda’s established quality benchmarks.

Formation / DiplĂ´mes

  • Proactively detect evolving IPC risks, implementation obstacles, and policy deficiencies, then propose targeted corrective measures to district, program, and national leadership. The IPC Program is developed, planned, and executed in alignment with organizational objectives, ensuring timely and effective delivery of interventions. Implementation involves coordination across stakeholders, adherence to established protocols, and monitoring of progress to achieve desired outcomes. This role requires meticulous attention to detail, strong project management capabilities, and the ability to adapt strategies based on evolving needs and feedback. Develop and oversee the creation of structured annual, quarterly, and monthly regional and district Infection Prevention and Control (IPC) work plans, aligning them with national priorities, facility assessments, and identified performance gaps. To oversee the execution of Infection Prevention and Control (IPC) initiatives across hospitals, health centers, and other supported service-delivery points within the designated districts. Provide assistance to healthcare facilities in the formation, enhancement, and sustainability of operational Infection Prevention and Control (IPC) committees, the assignment of dedicated IPC focal points, consistent meeting schedules, and the development of recorded action plans. To guarantee that all supported facilities have access to the latest IPC guidelines, standard operating procedures, job aids, assessment tools, and reporting templates.

Oversee the execution of Interprofessional Collaboration (IPC) initiatives to ensure seamless integration and adherence to established protocols. Support facilities in crafting and executing actionable infection prevention and control (IPC) improvement plans by leveraging assessment findings, surveillance data, and identified gaps in practice. Collaborate with various district stakeholders to align, integrate, and synchronize IPC initiatives, ensuring they are adequately supported, mutually reinforcing, and executed efficiently without redundancy. Capacity development, guidance, and supportive oversight form a critical component of this role, ensuring staff members receive the tools, knowledge, and ongoing assistance necessary to enhance their performance, address challenges effectively, and sustain long-term professional growth. This involves structured mentorship initiatives, periodic performance evaluations, and targeted capacity-building interventions tailored to individual and organizational needs, fostering a culture of continuous improvement and accountability. Conduct a comprehensive evaluation of the current knowledge, skills, and practice deficiencies in infection prevention and control (IPC) among district IPC focal persons, facility IPC focal persons, healthcare workers, cleaning staff, waste handlers, laboratory personnel, ambulance teams, and other pertinent personnel. Develop and execute competency-based infection prevention and control (IPC) training initiatives, alongside orientation programs, mentorship schemes, and ongoing professional development opportunities. Ensure IPC training adheres to approved national curricula while encompassing both standard service-delivery protocols and specialized outbreak-specific infection prevention and control measures. Offer consistent, on-site mentorship and supportive supervision tailored to district teams, health-facility infection prevention and control committees, and healthcare workers. Assist skilled personnel in converting IPC expertise into daily practice by conducting demonstrations, performing observations, offering coaching, facilitating simulation exercises, and providing structured follow-up.

  • Enhance the skills of IPC officers and facility focal persons to effectively conduct assessments, analyze IPC indicators, develop strategic action plans, and oversee implementation progress. Maintain a regularly updated database documenting trained personnel, mentorship visits conducted, competency assessments completed, and identified capacity gaps. Encourage collaborative IPC education by engaging clinicians, nurses, laboratory personnel, pharmacists, cleaning staff, waste management teams, administrative professionals, and facility managers to foster a multidisciplinary approach. Conduct thorough IPC assessments, drive quality improvement initiatives, and ensure rigorous compliance monitoring throughout all operations. Coordinate regular IPC (Infection Prevention and Control) evaluations across regional, district, and health facility levels utilizing nationally endorsed assessment instruments. Conduct routine inspections at healthcare facilities under support to evaluate adherence to infection prevention and control (IPC) protocols and pinpoint deficiencies in operations, infrastructure, staff behavior, and supply availability. Support health facilities in creating time-bound corrective-action and quality-improvement plans grounded in assessment results to drive measurable advancements in performance and compliance. Monitor the execution of facility infection prevention and control (IPC) improvement initiatives and deliver specialized technical guidance in areas where advancement falls short of expectations. Analyze performance trends within IPC to pinpoint facilities, service points, or practices that necessitate heightened mentorship and follow-up efforts. Drive the adoption of proven quality-enhancement methodologies such as root-cause analysis, iterative PDSA cycles, performance dashboards, and collaborative peer-learning frameworks. Provide assistance to facilities in readiness for national, district, and partner-led Infection Prevention and Control (IPC) assessments, accreditation procedures, and quality-of-care evaluations.
  • Compile and disseminate documented best practices, innovations, and lessons learned to facilitate replication across supported districts and health facilities. Required: A minimum of a Bachelor’s degree in a relevant field, along with at least three years of professional experience in a similar role. Candidates must demonstrate strong analytical, problem-solving, and communication skills. Proficiency in industry-standard software and tools is essential. Additionally, excellent organizational abilities and the capacity to work effectively under pressure are required. Holds an advanced degree in a relevant discipline, complemented by extensive professional experience in the field. Demonstrates expertise through a strong academic record, certified credentials, and a proven track record of success in prior roles. Possesses specialized knowledge, analytical skills, and the ability to apply theoretical principles to practical challenges. A recognized institution must confer a bachelor’s degree in medicine, nursing, environmental health, public health, clinical medicine, biomedical sciences, laboratory sciences, or any closely related health discipline. A master’s degree in public health, epidemiology, infection prevention and control, health services management, or a closely related discipline would be particularly beneficial. Recognized specialized training or certification in Infection Prevention and Control must be successfully completed.
