Positions Accountable for: Not Applicable Location: Positioned within the Sasha Sector of the Queen Elizabeth Protected Area (HEPA), this role falls under WCS Uganda’s Country Program/Sector. We are seeking a full-time professional who will assume a comprehensive, salaried role within our organization. The ideal candidate will commit to full-time hours, engaging in approximately 40 hours of work per week. This position requires consistent availability during standard business hours, ensuring dedication to the responsibilities and objectives assigned. Scope/Capacity: The Sasha Sector in Uganda serves as the designated operational area for this initiative. Collaborates with key stakeholders including the Site Manager of the Sasha Sector, the Conservation Law Enforcement Advisor from the Uganda Wildlife Authority, the Community Conservation and Biodiversity Management Departments, Logistics Services, the Uganda Country Team, AP AMU, as well as various regional and global thematic teams, such as the Conservation Technology group. Job Profile The Conservation Technology Officer will deliver cross-departmental IT, radio and satellite communications, and networking support to field teams and partners, with a primary focus on the Uganda Wildlife Authority (UWA). In collaboration with WCS and UWA colleagues, you will proactively identify and implement technological solutions that enhance conservation communications, inform decision-making, and bolster law enforcement, research, and monitoring efforts—particularly for lions and other wildlife species. Your role will include supporting the carnivore conservation program in establishing a fully operational conservation technologies and communications center in the Sasha sector, encompassing radio and satellite communications, internet infrastructure, and SERRA (a combined system of Earth Ranger and SMART), with scalability to cover the entire park. Additionally, you will ensure HEPA staff achieve higher proficiency in technology and GIS through targeted training initiatives, produce geospatial products such as maps and analyses to support conservation planning, and develop and implement a set of standardized communications Standard Operating Procedures. As part of this role, your primary duties will involve overseeing key operational tasks, ensuring adherence to company policies and industry standards, and collaborating cross-functionally to drive organizational success. The position requires meticulous attention to detail, strong analytical skills, and the ability to manage multiple priorities in a fast-paced environment. You will be responsible for executing strategic initiatives, monitoring performance metrics, and providing actionable insights to leadership to support data-driven decision-making. Additionally, the candidate must demonstrate proficiency in relevant software tools, exhibit exceptional communication abilities to liaise with stakeholders, and possess the capacity to lead and mentor junior team members. Support the deployment of conservation technology initiatives within the Sasha Sector of Queen Elizabeth Protected Area (HEPA) by ensuring the operational reliability of Lora, radio, and satellite communication systems—such as lion satellite collars, VHF systems, Garmin, Thirty, and SMART devices—as well as solar systems, Wi-Fi, and other critical tools. Additionally, collaborate on developing and implementing fully integrated conservation technology solutions to enhance monitoring and protection efforts across HEPA. Spearhead initiatives aimed at improving the collection and management processes for operational law enforcement and ecological monitoring data. Offer technical assistance to WCS and UWA in the deployment and utilization of SERRA and related conservation technologies, ensuring seamless data management, integration, and security while establishing and enforcing standardized conservation technology SOPs. Deliver hands-on training and mentorship in essential conservation technologies and tools, including SMART, Earth Ranger, GIS, and mobile data collection platforms. Additionally, provide instruction on Unmanned Aerial Vehicles (UAVs), wildlife camera traps, the One-Health SMART Toolkit, Kobe, and OK to equip teams with advanced data collection and analysis capabilities.

Collaborate with the community conservation team to design and implement data collection templates using SERRA, OK, and Kobe tools. Acquire, develop, and manage GIS datasets and related spatial information to ensure the production of accurate maps and insightful spatial analyses, supporting conservation initiatives within the Sasha Sector and Queen Elizabeth Protected Area (HEPA). Provide assistance with the administration, inventory control, and upkeep of IT and conservation technology equipment associated with LE initiatives, assess emerging technological opportunities, and develop structured proposals for their implementation. Provide technical expertise to project work plans, reports, donor deliverables, and monitoring frameworks, while engaging in meetings, workshops, and technical working groups as needed. Bachelor’s degree in Computer Science, Engineering, Information Technology, or a related field is mandatory. Minimum of three years’ experience in software development, preferably with expertise in Java, Python, or C++. Proficiency in database management systems such as SQL or NoSQL is essential. Strong problem-solving abilities and analytical thinking are required. Excellent communication and teamwork skills are necessary to collaborate effectively in cross-functional teams. Familiarity with Agile methodologies and version control systems like Git is preferred.
