Save the Children Norway's Evidence & Learning unit is commissioning a review under the Norad-funded Transforming the Future for and with Children Programme 2024–2028. The programme places strong emphasis on localisation and addressing harmful social norms that contribute to violence against children (VAC).

A baseline study (2024–2025) has established key indicators related to child safety in families and communities, with a midline survey planned for 2026. The programme relies heavily on local actors—such as community-based organisations, leaders, and service providers—as agents of change. This review will examine how these local actors contribute to changes in social norms and reductions in violence against children, with a focus on Nepal and Uganda.

Purpose and Key Tasks

Purpose

The review aims to:

Assess progress toward programme outcomes related to reducing violence against children

Analyse how local actors influence social norms and contribute to measurable change

Generate actionable recommendations to strengthen localisation and programme effectiveness

Key Tasks

The consultant/team will be responsible for:

Conducting a quantitative analysis comparing baseline (2024/25) and midline (2026) data, including a potential geospatial analysis of outcome trends

Carrying out qualitative fieldwork to understand mechanisms of social norm change and local actor agency

Integrating quantitative and qualitative findings into a coherent analysis

Producing key deliverables including:

Inception note

Midline spatial analysis brief

Country case studies

Final integrated evaluation report and learning brief

Dissemination / Uptake plan

The consultant will work closely with Save the Children Norway's Evidence & Learning and Child Protection teams, with support from country offices for access to data and stakeholders.

Timeline and Methodology

Estimated budget: NOK 600,000–800,000 including MVA.

Includes fieldwork, analysis, travel, and reporting

Methodology

The assignment will apply a mixed-methods approach:

Quantitative: statistical and/or geospatial analysis (e.g., hotspot analysis, regression models)

Qualitative: interviews, focus groups, process tracing, and participatory tools

Integrated analysis linking outcome changes to mechanisms of influence

We are looking for consultants or teams with the following competencies:

Advanced degree (Master's or higher) in relevant social science fields

Strong expertise in quantitative analysis, including regression modelling

Expérience

Proven experience with geospatial analysis

Solid qualitative research skills and experience in field-based studies

Demonstrated experience evaluating or researching social norms and behaviour change

Ability to manage complex, mixed-method evaluations and clearly assign team roles

Excellent written and spoken English

Willingness and ability to travel internationally for data collection

Formal association with a well-established research institute or consulting firm is considered an asset.

The consultant(s) must certify in their cover letter that they have a legally registered consultancy and the necessary permits to work in the stated locations.
