Acted PSEAH Policy:

The Project Officer-Shelter has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). Project Officer-Shelter has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organisational policies or codes of conduct according to Acted’s procedures. Project Officer-Shelter carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.

Job Purpose

Under the authority of the Project Manager (PM) and Deputy Project Manager (DPM), The Shelter Project Officer is responsible for implementing ACTED’s shelter rehabilitation programming, including site assessments, development of BOQs, technical inputs, overseeing contractors, and certifying program deliverables.

Objectives

Under the authority of the Project Manager (PM) and Deputy Project Manager (DPM), The Shelter Project Officer represents ACTED at the field level and ensures the smooth implementation and quality programming that meets the needs of identified beneficiary community and matching with ACTED’s quality criteria and strategy related to household rehabilitation projects.

He/she is fully responsible for his/her activity in terms of quality, respect for the targets, bill of quantities, respect of the budget and deadlines. This includes conducting final inspection of work completed by Project assistant / Enumerators -daily workers Sub-Engineers.

Duties and Responsibilities

Under the supervision of the Deputy Project Manager (DPM) and Project Manager, the Shelter Officer’s responsibilities include:

General Responsibilities

The main responsibilities of the Specialist will include but not limited to the following:

To work with the local authorities to understand household rehabilitation requirements.

To undertake technical assessments and prepare BOQs for contractors.

To support the Deputy Project Manager to make weekly work plans and field visits.

To ensure the quality and efficiency of all field work done relevant to infrastructure rehabilitation.

To submit any relevant paperwork (e.g. Completion documentation, photos) to Deputy Project Manager at the end of each day with work summary, or as described by line manager.

To act as a clear communication channel between ACTED program, contractors, sub-contractors, service providers, and beneficiaries.

To monitor progress of activity implementation and contractors/ service providers.

Management (with other technical staff) of Project assistant/Enumerators -Daily workers Sub-Engineers and any other participating staff while in the field as discussed with Project Manager.

To draft and follow up of program correspondence and reports in coordination with Project Manager.

To prepare, check the quality and accuracy of all documents submitted by the field staff (beneficiary lists, reports, analysis, forms etc.).

Support the Deputy Project Manager in their work with AMEU

To work additional hours and some weekends as dictated by the demands of the project

Ensure the projects meet their objectives including those agreed contractually with donors as well as internal objectives

In coordination with DPM, informing PM on personnel requirements including monthly enumerators and new recruitments.

Checking and sharing with DPM and PM any transport/fleet requirements for the team on a weekly basis and coordinating with fleet to provide necessary transport on a daily basis.

Ensuring that all movements by team have received prior approval from security department before any of the teams move to the field.

Team Management

Creating (with input from field assistant and Enumerators -daily workers Sub-Engineers) and sharing daily work plans for all field activities with all team.

Ensure coordination of the Field Team and direct supervision of assistants.

Ensure smooth coordination of the team members in the field, especially through daily morning-briefings and regular de-briefs with the teams after field activities.

Provide capacity building to Sub – engineers and assistant, particularly in terms of team management in the field, data collection and data cleaning to ensure professional development of the staff.

Resolve any issues within the team and ensure smooth coordination with other departments such as FLATs, AME and security teams.

Reporting

Report on the implementation of activities as per specific program and donor requirements

To collect photos and documentation of program implementation and ensure that donor visibility is respected

Location

Assist in the identification and location of beneficiaries when requested

Weekly Report on the implementation of activities as per specific program and donor requirements.

Prepare a weekly plan and share it with the project manager or Deputy project manager

Administration and Other Tasks

Maintain an efficient, organized system of paperwork and reporting for field work

Ensure timely departure and return from the field: this includes leaving to the field with all necessary documents and materials to complete a successful workday.

Monitor the quality of work done by staff under your supervision and their adherence to ACTED internal policies

To perform other duties as requested by the project and country management team.

Key Performance Indicators

  • 100% of planning daily tasks to manage team members

  • 90% achieve the targeted shelter rehab in shelter projects

  • 90% achieve the timeline for shelter project.

  • 100% of reports are submitted in a timely manner.

  • 90% keep the data up to date in daily basis.

  • 100% update related trackers on a regular basis

  • 100% of archiving files in a timely manner.

Qualifications

Bachelor’s Degree in Civil Engineering, Architectural Engineering

Experience

Minimum of 2 years of relevant Professional experience in engineering, construction, infrastructure, or related sectors.

Skills Required

Excellent reporting skills including computer skills in Microsoft Office, specifically Microsoft Word, Microsoft Excel

Resident in Deir-Ez-Zor Governorate.

Willingness and ability to travel frequently within the project areas.

Fluent in Arabic (spoken and written).

Very good command of English (spoken and written).

Have excellent command over Project management and implementation skills, strong decision making, judgment and motivational skills

Ability to learn new systems quickly and effectively

Organized and flexible, ability to respond to changing priorities

Ability to work independently on own initiative, assess risk and make plans accordingly

Flexible and creative approach with a proven ability to resolve issues and identify solutions

Demonstrable high level of interpersonal skills and patience

Excellent organizational skills and accuracy Impartiality, objectivity and confidentiality.
