Job Posting : Jul 31, 2026, 4:32:48 PM 1. Background The Monitoring, Evaluation, Special Initiatives and Change Management (MSC) Unit serves as a strategic performance governance, intelligence function and organisational change. It supports leadership through monitoring, evaluation, organizational learning, accountability, performance intelligence, change management, and strategic initiatives. MSC provides authoritative analysis, identifies organizational risks and performance gaps, and supports evidence-based decision-making across the Region. To strengthen its capacity and access to specialized expertise, MSC seeks to establish a roster of pre-qualified consultants, and subject-matter experts. 2. Deliverables Selected experts may be requested to support and produce the following: Conduct assessments, evaluations, reviews and program audits with recommendations and findings. Develop methodologies, frameworks, standards and guidance documents. Develop dashboards, scorecards and analytics products with accompanying documentation. Conduct implementation research, case studies, landscape scans and foresight exercises. Produce strategic briefs and governance reports for leadership decision making. Support implementation of special initiatives. Support organizational change and transformation initiatives. Facilitate workshops, retreats and leadership sessions with outcomes and action points. Provide coaching, facilitation and mentoring support. 3. Qualifications, experience, skills and languages Advanced university degree at master's level or higher in a field relevant to the deliverables. Minimum 5 years of relevant professional experience. Demonstrated track record in at least one of the expertise areas. Experience working with international organizations, governments, academia, NGOs, or development partners. Strong analytical, report-writing and communication skills. Experience within WHO, UN agencies, multilateral organizations, or public institutions. Fluency in English or French. Portuguese is an asset. 4. Technical Supervision Team Lead, Monitoring, Evaluation, Special initiative and Change management. 5. Location Off-site (Home based) 6. Travel Travel is not anticipated under this consultancy assignment; however, occasional travel may be required, subject to operational needs. 7. Remuneration Band level B: monthly remuneration from USD 7,000 to USD 9,980 8.
