Principal Offshore Engineer (HUC)

Job Summary: The Principal Offshore Engineer (HUC) will be responsible for the hook-up and commissioning activities of all topsides and bridges (including systems and subsystems) at the project site (offshore). Additional responsibilities will include supporting the SWO Execution Lead with the transportation and installation of all in-country fabrication scopes (jackets and piles) and out-of-country scopes (topsides and bridges). The project is schedule driven, so the candidate will need to proactively manage the T&I and HUC contractors and the respective work locations (onshore and offshore) and the installation/offshore window. It is essential that the candidate is highly motivated with the ability to manage multiple complex problems, integrating solutions across multiple disciplines in a dynamic project environment. The candidate will be the direct line supervisor for Contract staff in the Execution Team.
Key Responsibilities:
In P&E we believe that an inclusive and diverse workplace is essential to our future success. The Principal Offshore Engineer (HUC) role supports the SWO Execution Lead to achieve project objectives through the following accountabilities:
- Administrate the T&I and HUC contracts per the defined scope, within cost & schedule (SWO Execution Lead will be the CH)
- Transportation and installation of all in-country fabrication scopes (jackets and piles) and out-of-country scopes (topsides and bridges) for the HA development projects within cost & schedule
- Support the load-out of the three jacket structures and associated piles from the epF2 contractor (in-country)
- Support the load-out of the three topsides structures and two bridges from the EPF1 contractor (out-of-country)
- Manage the T&I design by the contractor and manage the interface between fabricators and contractor
- Complete hook-up and commissioning activities for all topsides and bridges at the project site (offshore)
- Provide input into the detailed design (DED) of the topsides and bridges, with the ability to incorporate critical activities related to offshore installation, hook-up, commissioning and handover into the final design
- Support Fabrication Manager and fabrication contractor complete systems/subsystems cold commissioning prior to sail away
- Define the carryover work, including finalizing an agreement between EPF1, HUC and Company prior to sail awayy
- Support the load-out of the three topsides structures and two bridges from the EPF1 contractor (out-of-country), as necessary
- Support Operations during dynamic/hot commissioning of each system and subsystem through final handover (P2A)
- Manage the interfaces with the following key groups: EPF1, epF2, Wells, T&I, HUC, Pipelay and ORCSU
- Participate in risk assessment process as well as other project reviews to identify key technical risks and propose solutions for those risks specific to jacket, piles, topsides and commissioning
- Ensure seamless handover of platforms and bridges from T&I contractor to HUC contractor
- Ensure seamless handover (P2A) of platforms and bridges to Operations
- Deliver risk-mitigation strategies and cost-saving opportunities through rigorous review (including contractor’s input) of topsides/bridges detailed design, as well as contractor’s strategies, plans, schedule and procedures.
Requirements:
- Graduate in an Engineering discipline, COREN registered with working knowledge of oil and gas facilities and project engineering systems, tools and practices
- Must have at least 15 years’ extensive experience in oil & gas industry
- Must have at least 10 years’ experience in offshore commissioning work, with at least 5 years in an offshore execution role
- Must have at least 10 years’ experience in commissioning various (gas compression, production, electrical, power generation, utility, flare, PACO, etc.) systems
- Must have experience and proven track record in contract management and able to maintain a good working relationship with contractors during the execution of the contracts
- Experience in multiple platform/package commissioning is preferable
- Offshore certifications (OSP, BOSIET, etc.).
Special Challenges:
- Multiple worksites including onshore fabrication yards across multiple countries and shallow offshore project location
- The security situation in the Niger Delta
- Logistics management, integration across multiple disciplines and contractors as well as communication skills will be a primary challenge
- Manage a challenging schedule, without sacrificing HSSE or quality requirements
- Managing offshore construction/commissioning site safety in view of the large number of workers with differing levels of safety knowledge and motivation
Dimensions:
- CAPEX: total project over $2Bln, contract value of ~$100mln HUC
- Direct Reports: The Position has approximately 2-5 direct reports (anticipated to be contingent resources).
