Responsible for delivering comprehensive Human Resource (HR) advisory services, the HR Consultant partners with organizations to enhance workforce management strategies, optimize talent acquisition processes, and refine employee engagement initiatives. This role requires a deep understanding of HR policies, labor regulations, and industry best practices, along with strong analytical and interpersonal skills to effectively assess organizational needs and implement tailored solutions. Key responsibilities include conducting HR audits, developing and refining HR programs, managing recruitment strategies, and advising on performance management frameworks. Health Access Connect (HAC) is in search of a seasoned Human Resource (HR) Consultant to deliver temporary, practical HR assistance to the organization. The Consultant will collaborate closely with the Operations Director and current employees to enhance HAC’s HR frameworks, policies, and daily people-management practices, while simultaneously empowering existing staff to maintain these enhancements long after the engagement concludes. The consultancy role is headquartered in Kampala, with potential periodic travel to HAC’s operational field sites. Health Access Connect (HAC) is dedicated to bridging the gap between remote communities and essential healthcare services. To advance this vision, HAC operates three distinct programs, each designed to enhance healthcare accessibility in underserved regions. Epicycles partners with remote communities to facilitate monthly or bi-monthly integrated mobile outreach clinics, transporting Ugandan government health workers to deliver essential healthcare services. During these clinics, health workers provide HIV testing and antiretroviral treatment, administer immunizations, offer perinatal care, support family planning initiatives, and ensure access to other critical services typically found in rural health centers. Treat & Teach enhances family planning accessibility in the communities of Masada and Galangal districts through several key initiatives: delivering intensive, high-frequency certificate training to health workers at low density; establishing outreach clinics in underserved, remote areas; fostering demand through partnerships with community health workers (VHTs); and mitigating stock shortages by supplying buffer inventories and enhancing commodity tracking at affiliated health facilities. Oversee a comprehensive range of duties and responsibilities to ensure operational excellence and team alignment. Lead strategic initiatives by coordinating cross-functional efforts, optimizing workflows, and maintaining high standards of performance. Supervise daily activities with a focus on efficiency, accountability, and adherence to company policies and industry regulations. Facilitate clear communication among stakeholders to drive collaboration, resolve challenges, and support organizational goals. Monitor progress through regular evaluations, data-driven insights, and proactive adjustments to enhance productivity and outcomes. The HR Consultant will deliver tailored, hands-on HR support and specialized technical expertise to HAC, covering recruitment, records management, policy development, payroll assistance, performance management, employee relations, and staff capacity building. Additionally, the Consultant will execute targeted consultancy deliverables to enhance HAC’s HR systems sustainably. We are currently seeking a skilled professional to oversee recruitment and onboarding processes, ensuring the seamless integration of new hires into our organization. The ideal candidate will manage end-to-end hiring procedures, from sourcing and screening candidates to extending job offers and facilitating their smooth transition into the team. Responsibilities include coordinating interviews, collaborating with hiring managers to define role requirements, and implementing structured onboarding programs. Additionally, the position involves maintaining compliance with labor laws, tracking hiring metrics, and fostering a positive candidate experience throughout the recruitment lifecycle. A strong understanding of talent acquisition strategies, exceptional communication skills, and the ability to build relationships with both candidates and internal stakeholders are essential for success in this role. Collect and manage employee personal records in both digital and physical formats, ensuring all documentation remains current and accurate at all times. Craft clear, legally sound contracts for staff, consultants, and volunteers, while providing guidance to ensure full comprehension of the terms outlined within. Conduct a comprehensive review of current employee records and contractual agreements to ensure completeness and adherence to legal standards. Develop, implement, and maintain comprehensive HR policies, ensure strict adherence to compliance regulations, and oversee the management and optimization of HR systems to support organizational efficiency and legal conformity.

Lead the evaluation, enhancement, and rollout of HR programs and policies. Conduct a thorough evaluation of HR policies and systems to ensure full compliance with the Uganda Employment Act (2006), NSSF regulations, and NGO Bureau requirements. Revise, maintain, and enhance HAC’s HR Policy Manual to encompass key areas including recruitment protocols, ethical standards, disciplinary frameworks, and employee well-being initiatives. Review, refine, and enhance the existing Safeguarding and Prevention of Sexual Exploitation and Abuse (SEA) policy and procedures at HAC to ensure they align with best practices and regulatory standards. Review employment contracts and workplace conditions to confirm adherence to legal standards, while also addressing and supporting staff welfare needs. The position involves providing comprehensive assistance in payroll and benefits administration, ensuring accurate and timely processing of employee compensation and benefits. Responsibilities include managing payroll data, resolving discrepancies, processing deductions, and maintaining compliance with relevant regulations. Additionally, the role requires addressing employee inquiries regarding paychecks, benefits enrollment, and retirement plans, as well as collaborating with HR and finance teams to streamline processes and enhance efficiency. Strong attention to detail, proficiency in payroll systems, and excellent communication skills are essential for success in this role. Compile payroll-related HR data by documenting new employee onboarding, internal transfers, employee separations, job classification modifications, salary adjustments, and other relevant updates.

Assist in maintaining accurate monthly payroll data and ensure its timely transmission to the Finance team; additionally, facilitate the distribution of payslips to employees. Follow up on medical insurance matters by providing employees with eligibility guidance, meticulously verifying their submissions, and promptly notifying them of any approvals or updates to their coverage status. Provide guidance on establishing a foundational salary framework and pay scale, ensuring it aligns with compensation benchmarks observed among peer NGOs operating in Uganda. We are seeking a results-driven professional to oversee performance management initiatives, ensuring alignment with organizational goals. The ideal candidate will develop and implement performance evaluation systems, monitor employee progress, and provide constructive feedback to foster continuous improvement. Strong analytical skills and experience in performance metrics are essential, along with the ability to collaborate across departments to drive accountability and productivity. Additionally, the role involves designing training programs, addressing performance gaps, and maintaining accurate records to support data-driven decision-making. Assist in facilitating performance management initiatives by contributing to performance appraisals, monitoring goal attainment, and aiding in the execution of Performance Improvement Plans (Pips). Facilitate employee growth and skill enhancement through the strategic planning and implementation of comprehensive training programs. Handles employee relations, ensures welfare initiatives are effectively implemented, and maintains discipline within the organization. Provide assistance in overseeing disciplinary and grievance processes to ensure they are handled in compliance with company policies and employment laws. Maintain and update a comprehensive leave database for staff, documenting all instances of time taken off or other types of leave. Staff members receive assistance in obtaining official employment documents that are required by external organizations, including banks and other financial institutions. Manage exit procedures and confirm that departing employees have returned all issued assets; notify the team of employee departures. Proficiency in the Uganda Employment Act (2006), National Social Security Fund (NSSF) regulations, PAYE requirements, and other relevant labor and tax legislation is essential. Experience in formulating or enhancing Safeguarding and Prevention of Sexual Exploitation and Abuse policies is a valuable asset. Skilled in recruitment processes, drafting employment contracts, overseeing payroll data administration, and maintaining comprehensive employee records. Proficient in crafting clear, concise reports, maintaining thorough documentation, and delivering compelling oral presentations are essential skills for this role.
