Health Access Connect (HAC) is in search of a seasoned Human Resource (HR) Consultant to deliver temporary, practical HR support to the organization. The Consultant will collaborate closely with the Operations Director and current staff to enhance HAC’s HR systems, policies, and daily people-management operations, while simultaneously empowering existing staff to maintain these enhancements independently after the consultancy concludes. The position is headquartered in Kampala, with the potential for periodic travel to HAC’s operational field locations. Health Access Connect (HAC) is dedicated to bridging the gap between remote communities and essential healthcare services. To fulfill this mission, HAC implements three key programs designed to enhance healthcare accessibility in underserved areas. Epicycles partners with remote communities to facilitate the arrival of Ugandan government health workers, who conduct one-day integrated mobile outreach clinics every one to two months. During these clinics, health workers deliver a comprehensive range of services, including HIV testing and treatment, immunizations, perinatal care, family planning, and additional healthcare offerings typically found in rural health centers. Through our Treat & Teach initiative, we enhance access to family planning services in the communities of Masada and Galangal districts by delivering intensive, low-density certificate training to health workers on a frequent basis. Additionally, we establish outreach clinics in underserved areas to bring services closer to remote populations. To further expand reach, we collaborate with community health workers (VHTs) to stimulate demand for family planning. We also mitigate commodity stock outs by supplying buffer stocks and enhancing tracking systems at partner health facilities. Oversee a comprehensive range of critical functions and strategic initiatives integral to the role, encompassing both operational and project-based responsibilities. Execute tasks with precision, ensuring adherence to established protocols while fostering innovation to enhance efficiency and effectiveness. Collaborate cross-functionally with stakeholders to align objectives, mitigate risks, and drive measurable outcomes that support organizational goals. Maintain meticulous documentation, compliance with regulatory standards, and proactive problem-solving to sustain high-performance standards. Demonstrate leadership by mentoring teams, delegating responsibilities, and cultivating a culture of accountability and continuous improvement. The HR Consultant will offer HAC tailored, actionable HR guidance and specialized technical assistance, covering areas such as recruitment, records management, policy development, payroll support, performance management, employee relations, and staff capacity building. Additionally, the Consultant will produce targeted consultancy deliverables designed to enhance HAC’s HR frameworks for sustained improvement. We are seeking a skilled professional to oversee recruitment and onboarding processes, ensuring seamless integration of new hires into our organization. The ideal candidate will manage end-to-end talent acquisition, from sourcing and screening candidates to extending job offers and facilitating smooth onboarding experiences. They will collaborate with hiring managers to align recruitment strategies with business objectives and maintain compliance with labor laws and company policies throughout the hiring lifecycle. Additionally, the role involves coordinating training programs, tracking onboarding progress, and gathering feedback to enhance the employee experience. Strong organizational, communication, and interpersonal skills are essential, along with proficiency in HR information systems and metrics-driven decision-making. Gather and maintain up-to-date employee personal records, ensuring both hard and soft copies are accurately preserved and current. Draft employment agreements, consulting arrangements, and volunteer commitments for staff, consultants, and volunteers, ensuring they fully comprehend the terms and conditions outlined in these documents. Perform a comprehensive review of current employee records and contractual agreements to verify their completeness and ensure adherence to legal standards. Ensures adherence to HR policies, regulatory compliance, and efficient management of HR systems, maintaining alignment with organizational standards and legal requirements while supporting operational excellence. Leads the evaluation, enhancement, and rollout of human resources initiatives and policies. Conduct an in-depth evaluation of HR policies and systems to ensure full compliance with Uganda’s Employment Act (2006), NSSF regulations, and NGO Bureau standards.

Revise and maintain HAC’s HR Policy Manual to encompass key areas including recruitment protocols, the code of conduct, disciplinary processes, and staff welfare provisions. Review and enhance HAC’s Safeguarding and Prevention of Sexual Exploitation and Abuse (SEA) policy and procedures to ensure robustness and effectiveness. Review employment and working conditions to verify adherence to legal requirements while addressing staff welfare concerns. The position involves providing assistance with payroll processing and benefits administration. Applicants must possess strong organizational skills and proficiency in relevant software systems. Responsibilities include ensuring accurate and timely payroll processing, resolving employee inquiries regarding compensation and benefits, and maintaining confidential records. Candidates should have prior experience in a similar role and be able to work independently with minimal supervision. Compile HR data for payroll processing by documenting new hires, transfers, terminations, job classification changes, salary increases, and other relevant adjustments. We assist in the timely updating of monthly payroll data and ensure its accurate transmission to the Finance team, while also facilitating the distribution of payslips to employees. Ensure medical insurance follow-ups are completed by guiding employees through eligibility criteria, validating submissions for accuracy, and promptly informing them of approvals or any modifications. Responsible for providing guidance on establishing a competitive base salary structure and pay scale, aligned with benchmarks from comparable nongovernmental organizations operating in Uganda. Develops and implements performance management strategies to enhance employee productivity and organizational effectiveness. Establishes clear performance expectations, conducts regular evaluations, and provides constructive feedback to foster professional growth. Identifies high-potential employees for advancement opportunities and addresses performance gaps through targeted coaching or development programs. Collaborates with department leaders to align performance goals with strategic objectives. Maintains accurate performance records and ensures compliance with company policies and labor regulations. Analyzes performance data to identify trends, recommend improvements, and support data-driven decision-making. Support performance management initiatives by contributing to performance appraisals, monitoring goal progress, and facilitating Performance Improvement Plans (Pips) as needed. Facilitate employee growth and skill enhancement through the coordination and implementation of structured training initiatives. Employee Relations, Welfare, and Discipline is responsible for fostering a positive work environment by addressing employee concerns, ensuring compliance with labor laws, and implementing disciplinary measures when necessary. This role involves managing workplace conflicts, conducting investigations into misconduct, and providing guidance to supervisors and employees on company policies and best practices. Additionally, it supports employee well-being through initiatives such as wellness programs, conflict resolution, and adherence to workplace health and safety standards. The position requires strong interpersonal skills, a deep understanding of employment regulations, and the ability to handle sensitive situations with discretion and professionalism. Provide assistance in overseeing disciplinary and grievance procedures to ensure compliance and resolution. Maintain an accurate and up-to-date leave database for all staff, documenting time off and other types of leave with precision and consistency.

  • Facilitate staff requirements by generating and furnishing official employment documents as requested by external parties, including banks and other financial institutions. With a minimum of five years of hands-on HR experience, ideally gained within the NGO or nonprofit sector in Uganda, you bring a strong foundation in progressive human resources management to this role. Conducted HR audits with a proven track record, alongside drafting, refining, or evaluating HR policies and manuals. A comprehensive understanding of the Uganda Employment Act (2006), NSSF regulations, PAYE, and other relevant labor and tax legislation is required. Experience in the formulation or enhancement of Safeguarding and Prevention of Sexual Exploitation and Abuse (SEA) policies is considered a valuable asset.
