Position Type: Part-Time Duration/Level of Effort: Short-Term Position Location: Zambia PROJECT SUMMARY The Facilitating Inclusive, Resilient and Sustainable Trade (FIRST) Project, a Government of Canada-funded initiative executed by Coater International, collaborates with the Democratic Republic of Congo (DRC), Mozambique, and Zambia to enhance inclusive trade, enterprise competitiveness, and regional market integration within the framework of the African Continental Free Trade Area (ACFA). In Zambia, Micro, Small and Medium-sized Enterprises (MSMEs) serve as the cornerstone of the economy, driving job creation, household income growth, innovation, and broader economic development. These enterprises also play a pivotal role in cross-border and regional commerce, with a significant share of entrepreneurs comprising women, youth, and persons with disabilities. However, despite their vital contributions, MSMEs encounter persistent challenges, including restricted access to financing, business development services, markets, technology, infrastructure, formalization pathways, and regulatory assistance. These obstacles disproportionately impact enterprises led by women, youth, and persons with disabilities. Zambia is in the process of establishing a contemporary policy and legislative framework aimed at bolstering the growth of small and medium-sized enterprises (SMEs), enhancing the coordination of enterprise support services, encouraging formalization and competitiveness, and fostering an environment conducive to innovation, productivity, and engagement in regional and continental markets. The FIRST Project is seeking a national consultant to conduct research and compile evidence-based policy recommendations and technical guidance, aiming to inform the SME Bill and the mid-term review of the SME Policy, thereby supporting the Bill’s responsiveness to the needs of women, youth, and persons with disabilities. Objective of the Consultancy The consultancy aims to deliver specialized support to the Ministry of MSME Development, focusing on generating data-driven policy recommendations and expert technical contributions to shape the SME Bill and the mid-term evaluation of the SME Policy. Through this engagement, the consultancy will play a key role in enhancing Zambia’s policy, regulatory, and institutional frameworks for SME growth by pinpointing critical reforms that foster an inclusive, competitive, and conducive business environment for SMEs. These efforts will be closely aligned with Zambia’s national development goals and the objectives of the ACFA. 3. Scope of Work Under the guidance of the FIRST Team Leader and in close coordination with the Ministry of MSME Development and other pertinent stakeholders, the consultant will carry out the following responsibilities: Inception and Technical Planning involves establishing foundational project parameters and devising a comprehensive technical strategy to guide subsequent development phases. This phase ensures alignment between business objectives and technical feasibility, identifying key milestones, resource allocation, and risk mitigation strategies from the outset. It requires cross-functional collaboration among stakeholders to clarify project scope, technical requirements, and delivery timelines, while also addressing potential challenges and dependencies early in the process. The consultant is expected to attend an initial coordination meeting with the FIRST Project and the Ministry of MSME Development to finalize the assignment’s methodology, work plan, stakeholder engagement strategy, expected outputs, and execution schedule. Upon completion of the inception meeting, the consultant will develop an Inception Report that outlines the proposed methodology, analytical framework, stakeholder consultation plan, work plan, implementation schedule, and the structure of the proposed deliverables. The assessment will encompass, among other elements, the following: Conduct a comprehensive evaluation of current policies, legislation, strategies, and institutional frameworks pertaining to Micro, Small, and Medium Enterprises (MSMEs). The role involves evaluating policy, legal, regulatory, and institutional obstacles that impact the growth, formalization, and competitiveness of micro, small, and medium-sized enterprises (MSMEs). Conduct an analysis of challenges impacting enterprises led by women, youth, and persons with disabilities, while also identifying avenues to enhance Gender Equality, Disability, and Social Inclusion (GED SI) within the micro, small, and medium-sized enterprise (MSME) sector. A thorough assessment of the current framework’s alignment with Zambia’s national development priorities, the ACFA Agreement—specifically the Protocol on Women and Youth in Trade—and pertinent regional frameworks. The position will involve researching and analyzing regional and global best practices to support the formulation and revision of Zambia’s MSME policy and legislative frameworks. Conduct a thorough analysis and ensure alignment with the conclusions drawn from the FIRST Zambia Export Development Diagnostic. Deliverable Diagnostic Assessment Report 3.3 Stakeholder Consultation and Validation Engage with key stakeholders to gather input, assess requirements, and validate deliverables at critical stages of the project lifecycle. Conduct structured consultations to ensure alignment with business objectives and regulatory standards. Facilitate feedback sessions to refine requirements and confirm solutions meet intended outcomes. Document stakeholder feedback and validation outcomes to support decision-making and ensure transparency throughout the engagement process. The consultant is responsible for designing and leading a stakeholder consultation and validation workshop, organized by the FIRST Project in partnership with the Ministry of MSME Development. The primary objective of this workshop is to validate the conclusions and recommendations outlined in the Diagnostic Assessment Report and to integrate stakeholder feedback to guide the development of the SME Policy and its mid-term review. The FIRST Project will assume responsibility for all direct event-related expenses, including venue rental, catering, participant travel allowances, and other associated costs. Additionally, the consultant will assist the Project in coordinating the logistical arrangements for the event. Professional Experience At least 7 years’ professional experience In the fields of international trade, export promotion, MSME development, and enterprise competitiveness, candidates will demonstrate expertise. Experienced in formulating public policies, conducting comprehensive policy analysis, and implementing legislative or regulatory reforms, as well as institutional evaluations and initiatives aimed at MSME growth. Proven track record collaborating with government ministries overseeing MSME development, export promotion entities, business associations, and international development partners. Proven expertise in the African Continental Free Trade Area (ACFA), regional trade integration frameworks, and Zambia’s Micro, Small, and Medium-sized Enterprises (MSMEs) development ecosystem. Facilitation experience in stakeholder consultations and collaborative multi-stakeholder workshops is required.
