The Public Private Partnership Commission (PPPC) is seeking qualified independent consultants to submit Expressions of Interest for the role of Data Centre Cloud Architect under the Digital Malawi Acceleration Project, which is financed by the International Development Association (IDA) of the World Bank. The initiative is designed to enhance internet accessibility and inclusive usage while bolstering the Government of Malawi’s ability to deliver digitally enabled public services. The selected consultant will be stationed at the National Data Centre in Lilongwe, providing technical expertise to the Department of e-Government by developing, orchestrating, and deploying cloud-based solutions while reinforcing digital infrastructure capabilities. The engagement is structured for a two-year period, with annual renewals contingent upon satisfactory performance and potential for contract extension. Qualifications Required Applicants must hold a Bachelor’s Degree in Computer Science, Information Technology, or an equivalent discipline, with a Master’s Degree considered advantageous. A minimum of five years of professional experience in cloud architecture is essential, including at least two years specifically in a data centre setting. Preferred certifications include: AWS Certified Solutions Architect; Microsoft Certified: Azure Solutions Architect Expert; and Google Professional Cloud Architect. Experience in hybrid cloud environments is highly desirable. Candidates should demonstrate strong proficiency in cloud security frameworks, encompassing Identity and Access Management (IAM), encryption protocols, and firewall configurations, alongside a solid understanding of data centre technologies such as servers, storage systems, networking infrastructure, and virtualization solutions. Expertise in Infrastructure-as-a-Service (IaaS) models and familiarity with containerization and orchestration tools like Docker and Kubernetes are also required.
