Cloud Infrastructure and Data Center Architect

The Public Private Partnership Commission (PPPC) is seeking Expressions of Interest from suitably qualified individual consultants for the role of Data Centre Cloud Architect under the Digital Malawi Acceleration Project, which is funded by the International Development Association (IDA) of the World Bank. The initiative seeks to expand internet access and inclusive digital engagement while enhancing the Government of Malawi’s ability to deliver digitally enabled public services. The selected consultant will operate from the National Data Centre in Lilongwe, providing specialized support to the Department of e-Government in the design, strategic planning, and deployment of cloud-based solutions while reinforcing the country’s digital infrastructure. The engagement is structured for a two-year term, renewable annually contingent on performance, with potential for further extension. Applicants must hold a Bachelor’s Degree in Computer Science, Information Technology, or a closely related discipline, with a Master’s Degree considered a valuable asset. A minimum of five years of professional experience in cloud architecture is essential, including at least two years working within a data centre environment. Preferred qualifications include certifications such as AWS Certified Solutions Architect, Microsoft Certified Azure Solutions Architect Expert, and Google Professional Cloud Architect, with additional merit given for expertise in hybrid cloud environments. Candidates should possess in-depth knowledge of cloud security measures—such as Identity and Access Management (IAM), encryption, and firewall protocols—as well as a strong grasp of data centre technologies, including servers, storage systems, networking infrastructure, and virtualization platforms. Proficiency in Infrastructure-as-a-Service (IaaS) and hands-on experience with containerization and orchestration tools like Docker and Kubernetes are also required. Key responsibilities include designing, planning, and implementing cloud solutions tailored to the National Data Centre’s needs, assisting the Data Centre Manager in fulfilling assigned duties, and ensuring adherence to industry best practices in cloud architecture and data centre operations.
