Role Summary The Tony Blair Institute is recruiting an Analyst to provide research, analytical, and delivery support to TBI’s embedded advisory teams working across Government of Rwanda institutions and the Country Director’s Office. This is a generalist, entry-level role: the Analyst will be assigned to a specific project area based on Country Office and project team needs — which may span trade, investment, tourism, public finance, skills development, or other areas of Government priority — and will work closely with the Advisor or Manager leading that workstream, as well as the Country Director’s Office. No prior sector specialisation is required. The Analyst will bring strong foundational skills in research, data analysis, data, coordination, together with a can-do attitude, and will be expected to build sector-specific knowledge quickly on the job. This role suits an intellectually curious, structured, delivery-oriented early-career professional with a genuine willingness to learn, looking to build a career in government advisory or public sector delivery. Role Responsibilities Research, Analysis & Data Support Conduct research and analysis, both quantitative and qualitative, to inform project deliverables and decision-making Collect, clean, and organise data from government and other sources; carry out basic analysis such as trend identification, comparisons, and benchmarking Support the development of simple tools, trackers, and models to monitor project indicators and progress Perform quality control on data and analytical outputs to ensure accuracy and validity Material Development & Communication Draft high-quality briefing notes, concept notes, presentations, and other materials for senior leadership in government and TBISupport the preparation of decision papers, workshop materials, and stakeholder-facing documents Synthesise complex information into clear, structured, and actionable outputs Coordination and Delivery Support Support planning, scheduling, and coordination of activities across project workstreams and the Country Office Track action items, deadlines, and follow-ups, flagging risks, delays, or bottlenecks to the Senior Advisor/Manager in a timely manner Organize meetings, workshops, and stakeholder engagements across projects and the Country Office, including logistics and follow-up Develop and maintain working relationships with government counterparts and project stakeholders Contribute to periodic reporting on project and Country Office performance, indicators, and outcomes Candidate Profile University degree in Economics, Business, Public Policy, Law, Engineering, Social Sciences, or a related field 0–2 years of relevant experience, with internships, research assistantships, or early-career roles in consulting, government, development, or the private sector welcomed Strong analytical and problem-solving skills, with basic exposure to quantitative and qualitative research and policy analysis Proficiency in Microsoft Excel, Power Point, and Word Ability to draft clear briefing notes, presentations, and materials for senior audiences, and synthesise complex information into actionable outputs; some exposure to project coordination or multi-stakeholder environments (e. g. internships, student groups) is an advantage Excellent written and verbal communication, strong organisation and attention to detail, sound judgement handling sensitive information, and learning agility with openness to feedback and coaching Capabilities And Ways Of Working Agility & Comfort with Ambiguity Adapts quickly to shifting priorities and new information Comfortable operating in a fast-paced, evolving government environment Brings structure and clarity to unfamiliar problems Builds & Broadens Builds effective working relationships across teams and counterparts Proactively seeks feedback and continuously builds knowledge across sectors Shares learning and contributes positively to a growing team Collaboration, Integrity & Trust Operates with professionalism, discretion, and sound judgement Collaborates effectively across levels and disciplines Communicates clearly and constructively Drive & Delivery Maintains a strong focus on quality and timely delivery Takes ownership of assigned tasks and follows through Shows persistence and resourcefulness when facing challenges What Success Looks Like (6-12 Months)Delivers high-quality, timely research, analysis, and materials that are used directly by senior advisors and government counterparts Builds working sector knowledge relevant to the assigned project area(s), reducing the need for close oversight over time Maintains accurate, up-to-date tracking and monitoring tools that support team reporting and decision-making Demonstrates growing confidence and capability engaging with stakeholders and coordinating delivery across workstreams Is recognised by the team as a reliable, detail-oriented contributor able to take on increasing responsibility Closing Date: 2026-08-10.
