Sector: Focused on Small and Medium Enterprises Position Type: Part-Time Duration/Level of Effort: Short-Term Position Location: Zambia PROJECT SUMMARY The Facilitating Inclusive, Resilient and Sustainable Trade (FIRST) initiative, a program funded by the Government of Canada and executed by Coater International, collaborates with the Democratic Republic of Congo (DRC), Mozambique, and Zambia to enhance inclusive trade, boost enterprise competitiveness, and foster regional market integration under the African Continental Free Trade Area (ACFA). In Zambia, Micro, Small, and Medium-sized Enterprises (MSMEs) serve as a cornerstone of the economy, driving employment, increasing household incomes, fostering innovation, and fueling economic expansion. Additionally, MSMEs play a crucial role in regional and cross-border commerce, with a significant share of entrepreneurs in the sector comprising women, youth, and persons with disabilities. However, despite their vital contributions, MSMEs encounter persistent challenges, such as restricted access to financing, business development resources, markets, technology, infrastructure, formalization pathways, and regulatory assistance. These obstacles disproportionately impact enterprises owned or led by women, youth, and persons with disabilities. Zambia is in the process of establishing a contemporary policy and regulatory framework aimed at enhancing SME growth, optimizing the delivery of enterprise support services, fostering formalization and competitiveness, and cultivating an environment conducive to innovation, productivity, and engagement in regional and continental markets. The FIRST Project seeks a national consultant to conduct research and produce evidence-based policy recommendations and technical guidance, ensuring the SME Bill and the mid-term review of the SME Policy effectively address the needs of women, youth, and persons with disabilities. This role will involve gathering relevant evidence to inform policy development and enhance inclusivity in the SME sector. Objective of the Consultancy The consultancy aims to deliver specialized technical support to the Ministry of MSME Development, focusing on crafting evidence-based policy recommendations and technical contributions to shape the SME Bill and the mid-term evaluation of the SME Policy. By identifying key reforms, the consultancy will bolster Zambia’s policy, legal, and institutional frameworks to foster an inclusive, competitive, and conducive environment for SMEs, in harmony with national development goals and the ACFA. 3. Scope of Work The consultant will perform the designated duties under the guidance of the FIRST Team Leader, working in conjunction with the Ministry of MSME Development and other pertinent stakeholders. Technical Initiation and Strategic Planning The successful candidate will spearhead the inception phase, meticulously crafting a robust technical foundation. This encompasses comprehensive strategic planning, ensuring alignment with project objectives and industry best practices. The role demands a proactive approach to defining technical scope, identifying key milestones, and allocating resources efficiently to mitigate risks and optimize outcomes. The consultant will collaborate with the FIRST Project and the Ministry of MSME Development in an inception meeting to finalize the assignment’s methodology, work plan, stakeholder engagement strategy, key deliverables, and timeline for implementation. Upon completion of the inception meeting, the consultant will draft an Inception Report that outlines the proposed methodology, analytical framework, stakeholder consultation plan, work plan, implementation timeline, and preliminary structure of the anticipated deliverables. Deliverable Inception Report 3.2 Evaluation of the MSME Policy, Legal, and Institutional Framework The consultant will conduct an in-depth review and diagnostic evaluation of Zambia’s MSME policy, legal, and institutional frameworks to pinpoint critical constraints, growth prospects, and essential reforms essential for fostering an inclusive, competitive, and trade-focused MSME sector. The evaluation will pinpoint critical deficiencies in policies, legal frameworks, and institutional structures, subsequently delivering data-driven recommendations to guide the formulation of the SME Bill and the mid-term evaluation of the SME Policy. The evaluation will encompass, among other elements, the following components: Conduct a thorough assessment of current policies, legislation, strategies, and institutional frameworks related to MSMEs. Conducting an analysis of policy, legal, regulatory, and institutional obstacles that impede the growth, formalization, and competitiveness of micro, small, and medium-sized enterprises (MSMEs). Assessment of obstacles impacting enterprises led by women, youth, and persons with disabilities, alongside potential avenues to enhance Gender Equality, Disability, and Social Inclusion (GED SI) within the Micro, Small, and Medium Enterprise (MSME) sector. Conduct an assessment to ensure the current framework aligns with Zambia’s national development priorities, the ACFA Agreement, including the Protocol on Women and Youth in Trade, as well as pertinent regional frameworks. Conducting research to identify applicable regional and international best practices to guide Zambia’s MSME policy and legislative reform initiatives. Conduct a thorough analysis of the findings presented in the FIRST Zambia Export Development Diagnostic to ensure alignment and integration with relevant initiatives. Deliverable Diagnostic Assessment Report Stakeholder Consultation and Validation is a critical process wherein we engage with relevant parties to gather input, ensure alignment on objectives, and validate proposed solutions or strategies. This involves conducting structured meetings or workshops with internal teams, external partners, and affected communities to facilitate clear communication, address concerns, and incorporate diverse perspectives. The goal is to achieve consensus, minimize risks, and enhance the feasibility and acceptance of initiatives before final implementation. The consultant is responsible for designing and leading a stakeholder consultation and validation workshop, organized jointly by the FIRST Project and the Ministry of MSME Development. The primary objective of the workshop is to review and validate the findings and recommendations outlined in the Diagnostic Assessment Report, while also consolidating stakeholder feedback to shape the SME Policy and its mid-term review. Additionally, the FIRST Project will cover all direct event expenses, including venue rental, catering, and participant travel allowances. The consultant will further assist the Project in managing the logistical aspects of the event. Deliverables Workshop Presentation Materials; A comprehensive Validation Workshop Report will be prepared, incorporating a consolidated matrix of stakeholder feedback. As part of your role, you will be tasked with compiling the Final Subject-Matter Expert (SME) Policy Recommendations Report, consolidating expert insights and key findings to inform strategic decision-making. This report will synthesize comprehensive analyses, stakeholder feedback, and evidence-based recommendations to support policy formulation. Your responsibilities will include ensuring accuracy in data interpretation, aligning recommendations with organizational objectives, and presenting findings in a clear, structured format suitable for executive review. Proficiency in policy analysis, strong writing skills, and the ability to distill complex information into actionable insights will be essential for this deliverable. A comprehensive report will be produced, featuring evidence-based policy recommendations and detailed legislative guidance to support the formulation of Zambia’s SME Bill and the mid-term review of the SME Policy. The report will integrate insights gathered from stakeholder consultations and a validation workshop. The submission must: The process involves integrating the outcomes from the diagnostic assessment, consultations with stakeholders, and the validation workshop. Identify and prioritize essential policy, legislative, and institutional reforms. Offer actionable suggestions to enhance the competitiveness, formalization, and development of MSMEs. Integrate GED SI considerations into the proposed policy recommendations comprehensively. To guarantee congruence with Zambia’s national development objectives, the ACFA—including the Protocol on Women and Youth in Trade—and pertinent regional frameworks, we will proceed accordingly. Deliverable As we approach the culmination of the SME Policy Recommendations project, the team is tasked with compiling a comprehensive final report that consolidates all insights, findings, and strategic proposals. This document will encapsulate thorough analyses, stakeholder feedback, and evidence-based recommendations aimed at refining policies to better support small and medium-sized enterprises. The report must adhere to rigorous standards of clarity, precision, and actionable insights to inform policymakers and stakeholders effectively. Additionally, it will highlight key challenges identified, propose viable solutions, and outline measurable outcomes to ensure the recommendations are both practical and impactful. The consultant will assist the FIRST Project’s MEL objectives by systematically gathering participation data disaggregated by sex, age, and disability across all consultation and validation activities. They will document critical stakeholder feedback and contribute insights to enhance project indicator tracking and reporting. Deliverables The consultant will be responsible for generating the following deliverables: Inception Report The role involves developing a comprehensive methodology, establishing an analytical framework, designing a stakeholder consultation plan, crafting a detailed work plan, and outlining an implementation schedule. Diagnostic Assessment Report A thorough evaluation of Zambia’s MSME policy, legal, and institutional framework, encompassing an examination of existing gaps, strategic reform recommendations, GED SI (Gender Equality, Disability, and Social Inclusion) considerations, and policy alternatives. This study will inform both the mid-term review of the MSME Policy and the formulation of the SME Bill. Validation Workshop Package The deliverables include a comprehensive workshop agenda and presentation materials, a detailed Validation Workshop Report, and a consolidated stakeholder comments matrix that captures feedback and outlines proposed revisions. Expert Recommendations Report for Strategic Policy Enhancement The comprehensive report presents finalized policy recommendations, developed by subject-matter experts, to guide strategic decision-making. It synthesizes thorough research, stakeholder insights, and data-driven analysis to propose actionable solutions that align with organizational objectives. Key findings are clearly articulated, with each recommendation supported by evidence-based rationale and potential impact assessments. The report also includes an implementation roadmap, outlining phased timelines, resource requirements, and accountability measures to ensure seamless execution. Designed for executive leadership, policymakers, and implementation teams, this document serves as a foundational reference for policy refinement and long-term organizational growth. The document consolidates evidence-based policy recommendations and technical legislative guidance to support the formulation of Zambia’s SME Bill and the mid-term review of the SME Policy. It integrates feedback from stakeholder consultations and a validation workshop to ensure comprehensive and actionable insights. Qualifications and Experience Education An advanced university degree, either a master’s or its equivalent, is required in fields such as International Trade, Law, Economics, Business Administration, Development Studies, Public Policy, or a closely related discipline. Professional Experience At least 7 years’ professional experience In the realms of international trade, the facilitation of exports, the advancement of micro, small, and medium-sized enterprises (MSMEs), and the enhancement of enterprise competitiveness, A proven track record in public policy formulation, policy evaluation, legislative or regulatory reform, institutional evaluations, or MSME development initiatives is required. Additionally, candidates should possess hands-on experience collaborating with ministries overseeing MSME development, export promotion organizations, business associations, or international development partners. Demonstrates a solid grasp of the African Continental Free Trade Area (ACFA), regional trade integration mechanisms, and Zambia’s Micro, Small, and Medium Enterprises (MSME) development framework. Proficiency in incorporating gender equality, youth inclusion, and disability inclusion into enterprise development initiatives is highly desirable. Experience leading consultations with stakeholders and facilitating collaborative workshops involving multiple stakeholders. Skills Proficient in conducting thorough analysis, performing comprehensive research, and producing well-structured reports. Proven ability to facilitate effectively and engage stakeholders with professionalism and diplomacy. Fluent proficiency in both written and spoken English is essential. Proven capability in developing pragmatic, evidence-based technical guidance tailored for government institutions. Reporting Arrangements The consultant will function under the direct supervision of the assigned manager. This role requires the delivery of expert guidance and strategic recommendations to enhance operational efficiency and drive business growth. Key responsibilities include conducting comprehensive analyses, identifying opportunities for improvement, and collaborating with cross-functional teams to implement effective solutions. The ideal candidate must possess a minimum of five years of relevant experience, a proven track record in consulting, and strong analytical, communication, and project management skills. A bachelor’s degree in business administration, finance, or a related field is required, while an advanced degree or professional certification is highly desirable. FIRST Team Leader We will collaborate closely with the FIRST Zambia Country Coordinator and the Ministry of MSME Development throughout the duration of this assignment. Duration of the Consultancy The consultancy project will span a defined period, with specific start and end dates to be agreed upon between the parties involved. This engagement will involve close collaboration between the client and the consultancy team to ensure alignment with project objectives and deliverables.
