They are responsible for developing, implementing, and monitoring health, safety, and environmental policies to mitigate risks, prevent incidents, and promote sustainable practices. Key duties include conducting risk assessments, delivering safety training, investigating accidents, and ensuring adherence to legal requirements. Additionally, they collaborate with cross-functional teams to integrate HSE best practices into operational processes, driving continuous improvement in safety performance and environmental stewardship. Strong analytical, communication, and leadership skills are essential, along with expertise in industry-specific regulations and proactive risk management strategies. Reports To: HSE Manager / Project Manager The HSE Manager / Project Manager is responsible for overseeing health, safety, and environmental compliance across projects while ensuring project objectives are met efficiently. This role involves developing and implementing robust HSE policies, conducting risk assessments, and maintaining compliance with relevant regulations. Additionally, the position requires managing project timelines, resources, and budgets to ensure successful delivery within specified constraints. Strong leadership, technical expertise, and proactive problem-solving skills are essential to drive continuous improvement in HSE performance and project outcomes. Work Location: Construction sites and project locations serve as the foundational environments where construction activities and project execution take place, encompassing diverse settings such as commercial developments, residential complexes, infrastructure projects, and industrial facilities. These designated areas require adherence to strict safety protocols, regulatory compliance, and operational standards to ensure efficient project delivery while mitigating risks associated with construction activities. Project teams, including contractors, subcontractors, engineers, and laborers, collaborate within these spaces to execute tasks ranging from site preparation and foundation work to structural assembly and finishing stages. Additionally, these locations may involve logistical challenges, such as material procurement, equipment deployment, and workforce coordination, all of which demand meticulous planning and execution to meet project timelines and quality benchmarks. JOB PURPOSE The Safety Officer plays a pivotal role in maintaining a secure and healthy work environment throughout Silverlike Engineering Limited’s construction and engineering projects. This position involves overseeing site operations, assessing potential risks, implementing safety protocols, and verifying adherence to company policies, client mandates, and governmental safety regulations. KEY RESPONSIBILITIES Perform routine safety inspections each day at various construction and engineering sites. Conduct comprehensive assessments of potential workplace hazards and propose effective control measures to mitigate risks and ensure a safe working environment. Deliver engaging toolbox talks, comprehensive safety inductions, and educational safety awareness sessions to ensure workforce engagement and compliance with safety protocols. Proper utilization of necessary personal protective equipment (PPE) by all personnel must be verified. Oversee all construction operations, encompassing excavation, scaffolding, lifting procedures, welding, fabrication, electrical installations, and machinery usage to ensure adherence to safety and quality standards. Perform comprehensive risk evaluations and Job Safety/Task Hazard Analyses to identify potential hazards and ensure compliance with safety protocols. Conduct thorough examinations of accidents, incidents, near misses, and unsafe acts to identify root causes and prevent recurrence. Compile and update Health, Safety, and Environment (HSE) reports, inspection checklists, and incident documentation in accordance with established protocols. Maintain a high standard of cleanliness and ensure safe, unobstructed access throughout all work areas. Ensure adherence to company HSE policies, client-specific requirements, and relevant Zambian safety regulations. Maintain current emergency protocols, fire safety measures, and evacuation plans. Identify and communicate any hazardous situations to supervisors and management while proposing appropriate remedial measures. Collaborate effectively with project managers, engineers, supervisors, and field personnel to foster and reinforce a robust safety culture throughout all operations. Attend site safety meetings and submit periodic safety reports to management on a consistent basis. QUALIFICATIONS &

EXPERIENCE

A diploma or certificate in Occupational Health and Safety, Safety Management, or a closely related discipline is required. Minimum 2–3 years’ experience In the fields of construction, engineering, mining, or industrial safety, candidates must demonstrate expertise and experience. Proficiency in construction site safety protocols and risk mitigation strategies is essential. Possesses a proven track record in performing safety inspections, delivering toolbox talks, and leading incident investigations. Experienced in implementing and adhering to Personal Protective Equipment (PPE) protocols, emergency response measures, and established safe work practices. Effective communication, strong leadership capabilities, and proficient reporting skills are essential for this role. Proficient in utilizing Microsoft Office Suite, demonstrating strong computer literacy and technical aptitude. Demonstrated capacity to thrive in fast-paced construction environments and effectively manage high-pressure situations while maintaining productivity and attention to detail. KEY COMPETENCIES Conducting hazard identification and performing comprehensive risk assessments are essential responsibilities for this position. The role involves systematically evaluating potential workplace hazards, analyzing associated risks, and implementing proactive measures to mitigate or eliminate them. Key duties include inspecting work environments, identifying unsafe conditions or practices, and assessing the likelihood and severity of potential incidents. The incumbent must possess strong analytical skills, attention to detail, and the ability to prioritize risks effectively. Additionally, this role requires collaboration with cross-functional teams to develop and enforce safety protocols, as well as ensuring compliance with relevant occupational health and safety regulations.
