Responsabilités

The East Africa Regional Technical Advisor I (TAI) for Polio will deliver strategic and technical guidance for the Strengthening Infectious Disease Detection Systems (STRIDES) Activity, focusing on polio eradication efforts such as surveillance, laboratory enhancement, and data analysis. This role ensures STRIDES’ polio initiatives align with global standards, national frameworks, Global Polio Eradication Initiative (GEI) protocols, and donor stipulations while providing expert technical support across participating nations. Responsibilities include overseeing in-country implementation, collaborating with global, regional, and country-level teams to uphold STRIDES’ technical methodologies, resolving implementation obstacles, and tailoring interventions to shifting epidemiologic and operational conditions. The Regional TA, Polio will spearhead capacity-building initiatives, mentorship, and technical guidance for country teams, local partners, and government stakeholders in areas such as polio surveillance, biosafety and biosecurity, laboratory operations, specimen handling, data integrity, outbreak preparedness and response, and related areas—all while advancing the United States Government’s global health security objectives. The Regional Technical Advisor I, Polio will advance FHI 360’s technical leadership by designing tools, frameworks, and learning resources that bolster STRIDES’ polio initiatives and elevate the organization’s prominence and credibility in polio eradication and infectious disease monitoring. This role will advocate for STRIDES’ polio objectives with pivotal donors and stakeholders—such as the U.S. Department of State’s Bureau of Global Health Security and Diplomacy (GHSD), UNICEF, the U.S. Centers for Disease Control and Prevention (CDC), national programs, and Global Polio Eradication Initiative (GEI) technical teams—ensuring clear communication, strategic cohesion, and a strong presence within the global polio framework. In close partnership with the STRIDES Technical Director, Polio; technical leads; the MEL Director; and the Program Implementation Director, the Regional TA, Polio will translate the Activity’s technical strategy into action and oversee the timely, compliant, and successful execution of all polio-related technical deliverables across designated country-level work plans. Additionally, this position will foster collaboration with FHI 360, consortium partners, and local entities to align implementation efforts, provide responsive technical assistance, and maintain rigorous reporting that meets or surpasses contractual, programmatic, and quality benchmarks. This role will be regionally stationed in East Africa, delivering remote support to STRIDES East Africa Polio initiatives, with a primary emphasis on Anglophone African countries. Accountabilities: Technical Requirements: Resolves multifaceted challenges by thoroughly assessing and balancing a range of dynamic factors. Demonstrates strong independent decision-making by carefully choosing appropriate methods, techniques, and evaluation criteria to derive solutions with minimal oversight. Networks with key internal and external personnel. Offers informed recommendations to senior technical leadership regarding national guidelines and normative policies within specialized areas of expertise. They will analyze findings and propose actionable improvements accordingly. Performs other duties as assigned. Project Design Implementation: The STRIDES Technical Director – Polio provides oversight and guidance for developing and executing the technical components of the STRIDES – Polio Activity plan at the regional level, ensuring alignment with available resources and financial limitations. Oversees the day-to-day technical and operational execution of the STRIDES – Polio regional portfolio design and implementation. Collaborates with technical and programmatic personnel at regional and country levels to ensure activities are executed in strict adherence to contract specifications and FHI 360 policies. Provide leadership and assistance to country staff members to uphold technical excellence and standards. Oversee the technical implementation and ensure the quality of deliverables from regional subcontractors involved in polio-related initiatives, providing clear guidance and supervision as needed. Collaborate with the STRIDES Finance and Operations teams to develop, finalize, and manage subcontracts and associated budgets. Demonstrates technical leadership at the regional level for the STRIDES – Polio program. Provides strategic input and recommendations to guide the planning and execution of STRIDES operations at both regional and country-specific levels. Shapes the strategic direction and parameters of STRIDES polio initiatives and programs. Designs and implements strategic tools and methodologies tailored to the technical components of the STRIDES, Polio, and Global Health Security programs. Offers technical leadership and guarantees adherence to global standards and industry best practices while fulfilling contractual obligations for moderately complex technical units within a functional domain, overseeing the work of other professional staff members. Collaborates with headquarters, regional, and country-level technical and programmatic personnel to uphold adherence to award specifications and maintain alignment with established policies. Collaborates with staff members and external advisors, both on-site and in the field, to address non-standard and complex situations. Staff Leadership and Training: May provide guidance to team members, assess their performance, and facilitate opportunities for professional growth. Designs and executes training and competency frameworks across regional and country-specific operations. Identifies strategies to address training gaps. Activity Reporting: Reviews donor financial and technical reports pertaining to Polio for forwarding to headquarters. Develops and delivers presentations, as required, to STRIDES donors regarding progress updates whenever necessary. Develops comprehensive work plans for activities and collaborates closely with sponsors and partners to ensure seamless coordination. Quality Assurance: Ensures that technical deliverables and implementation adhere to established best practices, maintaining high standards of quality and efficiency throughout the process. Identifies potential risks or obstacles affecting technical deliverables in advance and develops corresponding mitigation strategies. Evaluates and assesses the performance and outcomes of projects to identify areas for improvement and suggest strategic enhancements. Ensures that all levels of implemented technical activities and systems meet established quality standards. Applied Knowledge & Skills: Demonstrates expertise in project management, including the capacity to establish clear priorities and develop strategic plans to ensure activities are executed successfully. Demonstrates comprehensive expertise in a specialized domain with a strong focus on Polio eradication initiatives, particularly in areas such as Polio surveillance, case investigation, laboratory services, reporting mechanisms, polio data management, and outbreak response strategies. A solid grasp of the external landscape and its implications for both the broader industry and the organization is essential, encompassing political, legal, environmental, financial, and social factors. Understanding how these dynamics shape operational contexts and strategic decisions is critical for effective performance in this role. Supervision Given/Received: May provide oversight and guidance to junior and mid-level team members as well as external consultants. Oversees a specialized team and operational unit within the organization. Serves in a developmental capacity by guiding and supporting others, with potential involvement in team leadership responsibilities as needed. Usually accountable to the STRIDES Technical Director for Polio. Education: A Master’s Degree or an equivalent qualification earned internationally in Health, Life/Sciences, International Development, or a closely related discipline is required. Project Management (PM) Certification a plus. Experience: Requires a minimum of eight years of hands-on experience in the design and assessment of relevant programs or services. While the role may include overseeing junior staff or external consultants, the primary responsibility remains focused on delivering individual contributions. With a minimum of five years of hands-on experience in public health, preferably in developing nations, this role emphasizes expertise in Polio eradication initiatives, disease surveillance systems, or infectious disease management. Proficiency in polio eradication initiatives and the administration of extensive public health campaigns centered on polio surveillance is essential. Relevant publications, presentations, reports, and manual/tool development. Skilled in contemporary polio eradication initiatives, disease surveillance, laboratory assistance, or similar program advancements within polio eradication and/or Global Health Security frameworks. Demonstrates a deep comprehension of the technical challenges inherent in polio eradication, backed by extensive professional experience. Professional candidates must possess prior work experience within a non-governmental organization (NGO), government agency, or private sector entity that has been actively engaged in polio eradication initiatives. International program development or program management experience is highly desirable for this role. Fluency in English is required. Typical Physical Demands: Typical office environment. Demonstrated capacity to maintain sustained focus while performing detailed, repetitive tasks on a computer keyboard for extended periods. Demonstrated capacity to maintain prolonged sitting and standing positions. Ability to lift/move up to 5 lbs. Ability to work remotely. Technology to be Used: Proficiency with desktop computers, laptops, Microsoft 365 applications (including SharePoint, Skype, Zoom, and Teams), mobile devices, and essential office equipment is required. Travel Requirements: 10% – 25% local and regional travel The annual gross salary range for this position is set at USD 49,000 – 65,000, inclusive of basic salary and allowances.
