The Public Private Partnership Commission (PPPC) seeks qualified independent consultants for the role of Data Centre Cloud Architect within the Digital Malawi Acceleration Project, which is financed by the International Development Association (IDA) of the World Bank. The project’s objective is to expand internet access and promote its inclusive use while enhancing the Government of Malawi’s ability to provide digitally driven public services. The selected consultant will be stationed at the National Data Centre in Lilongwe and will collaborate with the Department of e-Government to develop, strategize, and deploy cloud-based solutions while reinforcing digital infrastructure. The engagement will span two years, with annual renewals contingent upon satisfactory performance, and may be extended further. Applicants must hold a Bachelor’s Degree in Computer Science, Information Technology, or a related discipline, with a Master’s Degree considered advantageous. A minimum of five years of experience in cloud architecture is required, including at least two years in a data centre environment. Preferred professional certifications include AWS Certified Solutions Architect, Microsoft Certified Azure Solutions Architect Expert, and Google Professional Cloud Architect, with hybrid cloud experience viewed favorably. Candidates should demonstrate expertise in cloud security, including Identity and Access Management (IAM), encryption, and firewall configurations, along with a solid grasp of data centre technologies such as servers, storage, networking, and virtualization. Proficiency in Infrastructure-as-a-Service (IaaS) and hands-on experience with containerization and orchestration tools like Docker and Kubernetes are essential. Key responsibilities involve designing, planning, and implementing cloud solutions at the National Data Centre, assisting the Data Centre Manager in assigned duties, ensuring adherence to industry best practices for cloud architecture and data centre operations, and supporting the deployment of secure, interoperable digital government infrastructure. The consultant will be expected to deliver high-quality results within specified deadlines and maintain effective collaboration with technical and management teams within the Department of e-Government.
