Assignment Summary: Mafia is seeking a skilled professional to design, develop, and deliver training curricula that will enhance the skill sets of stakeholders across various sectors. This role is responsible for creating comprehensive training programs, designing instructional materials, and evaluating the effectiveness of learning initiatives. The ideal candidate will possess strong project management abilities, familiarity with adult learning principles, and experience in curriculum development within a corporate or educational setting. Additionally, they should demonstrate proficiency in needs assessment, instructional design methodologies, and training evaluation techniques. Collaboration with cross-functional teams and subject-matter experts will be essential to ensure that training programs meet both organizational and learner requirements. Community-Based Personnel. 1. Background Mafia Community Transformation Trust Limited, a Zambian non-profit organization founded in 2018, currently operates in Rwanda and its neighboring districts. The organization is dedicated to enhancing climate-smart, productive pastoralist livelihoods in Zambia’s most economically disadvantaged and climate-vulnerable regions. Through its innovative model, Mafia empowers local traditional cattle-keeping communities to enhance herd health, implement regenerative rangeland management practices, and secure equitable market access, thereby fostering larger, more sustainable incomes. Additionally, Mafia extends its support to other sustainable livelihood initiatives within these communities. Since 2023, Mafia has been scaling its operations through carbon financing initiatives, marking a groundbreaking approach that remains untested in Zambia. This pioneering program has enabled the young Zambian non-profit to achieve rapid growth and substantially expand its programming within the livestock sector. The Mafia team is dedicated to establishing an impactful and highly regarded program. It is the objective of this assignment to delineate specific duties, essential qualifications, and primary responsibilities to ensure optimal execution of the outlined tasks. Mafia Community Transformation Trust Limited aims to bolster the technical expertise of its grassroots community-based service providers, including Community Agents and Rangeland Field Monitors, to enable them to deliver impactful frontline assistance to rural communities in the areas of animal health, sustainable rangeland management, and fire prevention. To achieve this goal, Mafia seeks to enlist the expertise of seasoned trainer(s) to develop and/or revise the curricula for animal health, rangeland, and fire management, as well as to conduct specialized training programs designed to equip these agents with advanced technical knowledge and hands-on practical skills. Animal Health encompasses disease prevention, treatment, vaccination, and livestock husbandry, as outlined in Appendix 1: Course Outline for Community Agents. ( these available upon request) Rangeland & Fire Management encompasses sustainable grazing practices, the rehabilitation of rangeland, as well as proactive fire prevention and suppression strategies. The purpose of this role is to accomplish the following key objectives: Develop a robust curriculum encompassing animal health, rangeland conservation, and fire management to provide a thorough educational framework. b) Provide training programs for Community Agents and Rangeland Field Monitors to enhance their technical expertise and proficiency in fundamental veterinary practices, rangeland conservation, and fire management strategies. 3. Scope of Work The consultant will be responsible for fulfilling the following duties. 3.1. Curriculum Development: The consultant will collaborate with Mafia to design an all-encompassing training curriculum, informed by the organization’s operational expertise, field implementation approach, field teams, community structures, and technical priorities. The curriculum, training modules, and associated resources will be customized to align with the local environment as well as the distinct roles, responsibilities, and skill gaps of Community Agents and Rangeland Field Monitors. This ensures Mafia gains a well-organized, practical, and standardized training solution capable of addressing both current and future training demands. The curriculum will be structured to directly support Mafia’s field implementation model, integrating technical expertise with applied, field-based competencies. It will define measurable learning objectives and incorporate detailed session plans, facilitator guides, participant handouts, hands-on exercises, field demonstration instructions, evaluation tools, and monitoring frameworks. The training materials will be straightforward, accessible, and adaptable for delivery in both classroom and community settings, employing clear communication to reinforce both theoretical understanding and practical application. A robust animal health module must be designed and seamlessly incorporated into the curriculum. This module should encompass essential livestock health subjects pertinent to Mafia’s operations, such as fundamental animal disease identification, disease prevention strategies, vaccination assistance, management of dipping and spray races, deworming procedures, livestock handling techniques, disease outbreak reporting protocols, referral pathways, as well as the responsibilities of Community Agents and Rangeland Field Monitors in facilitating animal health service delivery at the community level. In addition, the consultant is tasked with evaluating Mafia’s current rangeland and fire management curriculum to determine its applicability, feasibility, and alignment with contemporary field conditions. Necessary updates should incorporate insights gained from implementation, community input, seasonal grazing trends, fire prevention strategies, monitoring protocols, and Mafia’s progressive rangeland management initiatives. The revised curriculum must enhance hands-on competencies in grazing planning, rangeland condition assessment, firebreak management, community engagement, data gathering, and the coordination of community-led rangeland management initiatives. 3.2. Training Delivery: Training will be conducted through a dynamic blend of participatory and blended learning methods, encompassing classroom instruction, hands-on field demonstrations, collaborative group discussions, interactive role-playing exercises, practical skill-building sessions, community-driven learning initiatives, and peer-led knowledge exchanges. This multifaceted approach guarantees participants gain both theoretical insight and the ability to translate knowledge into actionable real-world applications, such as designing grazing strategies, assessing rangeland health, fostering community involvement, gathering field data, guiding farmer-led discussions, and advancing sustainable rangeland management practices. The training must be customized to align with the local environment, considering the unique dynamics of pastoral communities, traditional leadership frameworks, seasonal migration patterns, environmental factors, and the expertise of Community Agents and Rangeland Field Monitors. A strong focus should be placed on hands-on learning, critical thinking, interpersonal communication, and community engagement to ensure participants can function as proficient intermediaries between Mafia, local groups, and external stakeholders. The curriculum must acknowledge the synergistic contributions of Community Agents and Rangeland Field Monitors, fostering a unified comprehension of Mafia’s methodology while enabling collaboration in field operations as needed. This alignment will enhance coordination, reinforce consistent implementation practices, and guarantee adequate on-the-ground capacity for community support. Additionally, the training aims to bolster the agents’ proficiency as community-based extension workers, facilitating connections between farmers, communities, and essential government, veterinary, and technical service providers. 4. Methodology The consultant must travel to Rwanda to deliver on-site training sessions to Community Agents and Rangeland Field Monitors. The training approach must equip participants with essential theoretical knowledge while cultivating the hands-on competencies necessary to effectively assist communities. To achieve this, it should incorporate participatory learning techniques such as collaborative discussions, simulated scenarios, on-site demonstrations, applied tasks, peer-led instruction, and community-centered exercises. These methodologies will ensure that Community Agents and Rangeland Field Monitors can implement the training in practical field settings, delivering consistent and actionable support to communities. The Consultant will evaluate learning progress through validated assessment methods, including preliminary and concluding evaluations, applied exercises, field activity observations, and structured participant feedback sessions. Additionally, the Consultant must offer ongoing coaching and mentorship to trainees throughout the program, fostering confidence, reinforcing comprehension, and facilitating the application of acquired skills and knowledge in real-world contexts. Mafia will arrange and cover transportation, accommodation, and logistical arrangements for the training session in Rwanda. Furthermore, it will deliver all necessary administrative assistance, including access to pertinent documents, coordination with staff and the community, as well as provision of stationery and printing of training materials. 5. Key Deliverables By the conclusion of the engagement, the consultant will develop a comprehensive training curriculum and supporting materials that are contextually appropriate, actionable, and aligned with the operational needs of Community Agents and Rangeland Field Monitors. The final deliverables will facilitate consistency in training delivery across Mafia’s program regions while establishing a robust framework for ongoing internal training initiatives, periodic refresher sessions, and potential accreditation pathways. Expected Deliverables Develop and design comprehensive training curricula and instructional materials, including manuals, handouts, and visual aids. Deliver training sessions Conduct pre- and post-training evaluations, then provide detailed recommendations based on the findings. Required/Desirable Experience The ideal candidate will possess the following qualifications and relevant experience: A Master’s Degree or postgraduate qualification in Veterinary Science, Animal Health, Rangeland Management, Natural Resource Management, or a closely related discipline is required. A minimum of 10 years of professional experience in training, extension services, and animal health is required. Skilled at expertly guiding group discussions and delivering highly interactive training sessions that actively engage all participants.
