Gender and Safeguarding Technical Associate – Development Links Consult (DLC) A 12-month, renewable fixed-term position based in Kampala, Uganda, reporting to the Resident Director and supervised by the Operations Manager. Development Links Consult (DLC) is a rapidly expanding consultancy firm headquartered in Uganda with a broad operational footprint across Africa. Committed to amplifying the impact of development initiatives aimed at vulnerable populations, DLC delivers specialized advisory services encompassing safeguarding, gender mainstreaming, operational research, measurement (including baseline and end-line evaluations), technical assistance, and organizational capacity-building. The Gender and Safeguarding Technical Associate will serve as an integral team member, offering specialized expertise in both gender integration and safeguarding to advance the organization’s core technical initiatives. This position entails transforming gender analysis into actionable, equitable, and inclusive strategies while enhancing DLC’s and its partners’ safeguarding capabilities to proactively prevent and address instances of harm. The ideal candidate will bridge these two essential domains to guarantee that all programs are delivered with safety, inclusivity, and efficacy at the forefront. We seek an experienced professional with a solid background in gender and development, capable of transforming research and assessment outcomes into actionable strategies and implementation plans. The preferred candidate will exhibit a clear grasp of safeguarding principles and proficiency in assisting partners in establishing resilient systems. Oversee and execute a comprehensive range of duties encompassing strategic planning, operational oversight, and team leadership to ensure organizational objectives are met.   • Gender Analysis and Assessment: Perform thorough desk reviews and design and implement data collection instruments, including Key Informant Interviews and Focus Group Discussions, in collaboration with key stakeholders to facilitate comprehensive data collection and analysis for the development of Gender Assessment Reports. Support the development and verification of a unified Gender Action Plan (GAP) and Gender Mainstreaming Standard Operating Procedures (SOPs), ensuring alignment with assessment results. Capacity Development and Training: Assist in creating training programs and educational resources, and lead “Gender Transformative Strategies” workshops for clients and partner organizations. Integrating a gender-responsive approach into programming, this role involves contributing to the enhancement of our initiatives by incorporating thoughtful gender indicators within Monitoring, Evaluation, and Learning (MEL) frameworks, organizational policies, and documentation provided to key clients and partner organizations. Coordinate stakeholder engagement by collaborating with diverse clients and partner organizations to synchronize objectives, solicit feedback, and jointly execute initiatives focused on gender equity. Safeguarding Specific Duties: Responsibilities include implementing and maintaining robust safeguarding policies to ensure the protection and welfare of individuals. The role requires vigilant monitoring of potential risks, conducting thorough risk assessments, and developing tailored safeguarding strategies. Additionally, the position involves collaborating with relevant stakeholders to promote a culture of safety and compliance. Regular training and awareness programs must be delivered to staff to reinforce safeguarding protocols and reporting procedures. Conduct comprehensive safeguarding evaluations by designing and executing organizational and risk assessments for partners, while facilitating the formulation and execution of strategic risk mitigation plans and associated actions. Based on partner needs, we design and co-create tailored safeguarding training and capacity-building solutions, including relevant content and tools. Additionally, we deliver high-quality training programs covering a wide range of safeguarding themes and dimensions. You will assist and guide partners in creating and enhancing tailored safeguarding policies, systems, and procedures to ensure they are both comprehensive and contextually appropriate. Assist partners in developing and deploying efficient incident reporting, investigation, and management frameworks to ensure prompt and effective resolution of issues. Initiate and coordinate tailored learning and knowledge management platforms to enhance the capabilities of diverse partner actors across various categories. We are seeking a dynamic professional to assume cross-cutting responsibilities integral to operational efficiency and strategic alignment across multiple departments. This role demands the ability to collaborate seamlessly with diverse teams, ensuring cohesive execution of projects while maintaining high standards of accountability and transparency. QUALIFICATIONS, SKILLS, AND EXPERIENCE: Candidates must possess a Bachelor’s degree in a relevant field, coupled with a minimum of five years of progressive experience in a comparable role. Proficiency in industry-standard software and tools is required, alongside strong analytical and problem-solving capabilities. Exceptional communication and interpersonal skills are essential for collaborating with cross-functional teams. Familiarity with project management methodologies and regulatory compliance standards is highly desirable. Additionally, prior leadership or mentoring experience would be advantageous. EDUCATION: A bachelor’s degree in social sciences, Development Studies, Gender and Development Studies, Law, or a closely related discipline is required. With a proven track record spanning 3 to 5 years in gender-focused programming, research, or policy formulation, you have honed your expertise within credible, multifaceted, and high-energy organizations that thrive in dynamic, results-driven, and multi-stakeholder settings. Demonstrable expertise in executing gender analysis and designing gender action plans is required. Candidates with a demonstrated history in executing organizational safeguarding evaluations, crafting robust safeguarding policies, and providing safeguarding training will be highly favored.
