Compensation and Benefits Officer

Job Summary The Compensation & Benefits Officer will manage payroll coordination, employee compensation administration, statutory contributions, overtime management, and HR reporting activities. The successful candidate will work closely with HR and Finance teams to ensure payroll accuracy, legal compliance, confidentiality, and efficient employee compensation processes. This role is suitable for professionals with expertise in payroll administration, compensation management, HR operations, labor law compliance, employee benefits coordination, and financial reporting.

Key Duties and Responsibilities

Payroll & Compensation Administration Manage and coordinate monthly payroll inputs and processing. Ensure accurate calculation of salaries, overtime, deductions, and allowances. Validate attendance records and overtime reports for payroll preparation. Maintain payroll accuracy in compliance with company policies and Rwanda labor regulations. Coordinate final settlements for departing employees.

Employee Benefits Management Administer employee benefit programmes and compensation schemes. Manage insurance, allowances, and other employee welfare benefits. Support outsourced workforce and project-based employee payment processes. Maintain confidential compensation and employee records.

Compliance & Statutory Contributions Ensure compliance with Rwanda labor laws and payroll regulations. Coordinate RSSB and statutory contribution calculations and submissions. Maintain proper payroll documentation and audit support records. Support compensation audits and HR compliance activities.

Reporting & HR Operations Prepare payroll, overtime, and employee compensation reports. Support HR and management decision-making through accurate reporting. Identify opportunities for payroll process improvement and internal controls. Assist with daily HR operational and administrative responsibilities. Promote a positive and professional workplace culture.

Educational Qualifications Applicants should possess a Bachelor’s Degree in Finance, Accounting, Human Resources, Business Administration, or related disciplines.

Preferred Qualifications Payroll Administration Certification, Human Resources Certification, Compensation and Benefits Training, Labor Law and Compliance Training, ERP or Payroll Software Certification.

Experience Requirements Required Experience: Minimum 4 years of experience in payroll administration, compensation and benefits management, HR operations, employee records management, financial and payroll reporting. Preferred Experience: Experience within construction, engineering, or project-based environments. Familiarity with payroll systems, HR software, and reporting tools. Knowledge of statutory contributions and labor law compliance. Experience handling confidential payroll and employee data.

Language Requirements Fluency in English. Knowledge of French is an added advantage.

Work Conditions Office-based role within the HR Department. Frequent coordination with HR, Finance, project teams, and external providers. Handling of highly confidential payroll and employee compensation data. Extensive use of payroll systems, spreadsheets, and reporting software. Tight deadlines during payroll cycles and month-end reporting periods. Continuous monitoring of labor law and payroll compliance requirements.
