ROLE PURPOSE The successful candidate will oversee the execution of the Economic Empowerment initiative, which aims to enhance the skills, economic prospects, and resilience of women and smallholder farmers within the coffee supply chain. The position will expand upon the achievements of the two-year Plan International Program, spanning from 2024 to 2026, which aims to enhance the skills, economic prospects, and resilience of women and youth in coffee farming within Tarim. The incumbent will oversee the execution of all project activities under the “Improved Skills, Economic Opportunities and Resilience of Women and Youth in Coffee Farming” initiative in Tarim, Mara region. Collaboration will be central to this role, as the individual will work in close partnership with Plan Program Area staff and local implementing partners, including the Tanzania Coffee Research Institute, Tanzania Coffee Board in Tarim, and Tarim District Council’s agriculture department. Additionally, the role will involve coordinating with the Economic Empowerment Advisor, Program Implementation Area Manager (PAM), the private sector, relevant stakeholders, and other key contributors to ensure the successful delivery of the project. As an integral member of a globally recognized, child-centered international development and humanitarian organization, the Project Coordinator will be responsible for adhering to Plan International’s stringent safeguarding and SHEA (Preventing Sexual Harassment, Exploitation, and Abuse) policies, as well as its principles of gender equality, inclusion, and diversity. It is incumbent upon all staff members to champion the organization’s core values and embody its expected behaviors in all professional interactions and decision-making processes. DIMENSION OF THE ROLE Handled the execution of projects, ensuring strict adherence to quality standards, meticulous reporting, and rigorous monitoring and evaluation (M&E) activities while maintaining alignment with the project proposal and donor agreement.

Foster strong, transparent communication and collaborative relationships with essential partners, including local government authorities (Gas), development partners, and other relevant stakeholders. Successfully allocates and oversees project resources, ensuring the prudent and timely expenditure of allocated funds to maintain project efficiency. Support the identification and engagement of input suppliers and other private sector entities within the Coffee value chain in Tarim, Mara, in close collaboration and coordination with the Economic Empowerment Advisor. Ensure the timely delivery, ongoing monitoring, and thorough evaluation of all activities and their corresponding outputs in alignment with the Results Framework and Implementation Plan. Plan actively engages with stakeholders at district, regional, zonal, and national levels by participating in forums, consultative sessions, and conferences focused on coffee production and marketing. TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE Required experience and qualifications A bachelor’s degree in agribusiness, agricultural economics, agriculture, entrepreneurship, business administration, commerce, or economics is required. Requires a minimum of five years of hands-on experience in agriculture programs, youth employment initiatives, and related projects, with at least three years in a supervisory or managerial capacity. Required is a minimum of three years of practical experience collaborating with development partners and local government entities. Proficiency in private sector engagement or direct work experience within private sector environments is required. Individuals should possess a proven track record of engaging directly with coffee farmers, agricultural marketing cooperatives (AMCOS), the Women’s Alliance for Microfinance in Coffee Uganda (WAM ACU), as well as researchers, regulatory boards, and industry experts specializing in coffee cultivation and business operations. Proficiency in child-focused initiatives and direct engagement with youth and community stakeholders is highly desirable.

Expérience

• Familiarity with the Tanzanian landscape for both domestic and international civil society organizations. Essential: Proven expertise in effectively managing and executing youth employment initiatives in Tanzania, ensuring responsible coordination and successful delivery of outcomes. Fluent proficiency in both Kiswahili and English, coupled with specialized understanding of youth employment terminology, is essential. Demonstrates extensive expertise in the complexities surrounding youth employment issues within Tanzania as well as broader regional contexts. Experienced professionals are sought who have successfully directed, supervised, and coordinated the activities of a minimum of three subcontractors or partners operating in Tanzania within a program or project framework.

• Strong communication and presentation skills Individuals possessing familiarity with the administration of savings group operations—particularly those involving youth—will be viewed favorably. Seasoned professional with extensive experience collaborating with private-sector entities, spanning both grassroots initiatives and large-scale corporate engagements. A strong grasp of the operational landscape within the private sector, including its distinctive challenges, evolving needs, and inherent risks, is essential.
