Position Overview

The Manager, Partnerships and Government Relations, will spearhead the strategic leadership and coordination of the Accelerate 2.0 project, a donor-funded initiative within the Literacy Portfolio. This role will oversee the cultivation and stewardship of high-impact partnerships with foundations, corporations, government entities, and other key stakeholders. The position will ensure seamless project execution by fostering close collaboration with program, technical, and Research Monitoring & Evaluation (RM&E) teams at both country and site levels, while upholding rigorous partnership engagement standards and compliance. Additionally, the Manager will drive efforts to deepen government stakeholder relationships, fostering project ownership, sustainability, and scalability while nurturing enduring collaborations. The role will further position Room to Read Tanzania as a premier thought leader and trusted partner in foundational learning across the country. This position will report directly to the Country Director and will supervise literacy field staff at Associate and Facilitator levels, with dotted-line oversight of RM&E personnel.

Serve as the main point of contact between the Country Office, Community Based Office, and relevant government stakeholders, facilitating the exchange of project progress, potential delays, any modifications, and addressing concerns as they arise. Monitor the project budget vigilantly to confirm all project activities remain within the approved financial parameters, collaborating closely with the Accounting and Finance Manager, POD, and program leads to promptly resolve any budgetary concerns.

  • Collaborate with country team technical leads to develop and execute annual planning and budgeting processes.

Formation / Diplômes

  • Responsible for examining and authorizing staff expense reports verifying compliance with policies, accuracy of documentation, and proper coding, ensuring expenditures remain within the approved budget. Review and authorize staff weekly and monthly timesheets as well as trip reports, verifying their precision and adherence to established guidelines. Partnership and Government Engagement Develop and execute a comprehensive partnership strategy for the country, engaging vital stakeholders—particularly government entities—while ensuring alignment with Room to Read’s overarching global and regional strategies and established guidelines. Spearhead strategic outreach efforts with government stakeholders to enhance collaboration and foster shared ownership of project initiatives. Champion the long-term viability and scalability of literacy interventions by leveraging and strengthening government systems. Identify, nurture, and oversee strategic partnerships and collaborations with key government entities, including the Ministry of Education, Science and Technology (Most), the President’s Office – Regional Administration and Local Government (DO-RAG), as well as prominent educational institutions such as the Tanzania Institute of Education (TIE) and the Zanzibar Institute of Education (DIE). Additionally, engage with other educational agencies across both Tanzania Mainland and Zanzibar to strengthen institutional relationships and drive shared objectives. Represent Room to Read Tanzania in strategic external engagements, including high-level meetings, forums, and partnerships, to further organizational objectives and strengthen collaborative efforts. Build and cultivate robust partnerships with government ministries—particularly those overseeing Education and Gender—to guarantee alignment with national strategic objectives. Attends to donor relations by arranging and hosting visits to donor and project sites in coordination with program staff, while also providing constructive feedback on such engagements. Collaborate with NGO partners and government entities, with a particular focus on provincial and district-level education officials, through regular meetings to facilitate information sharing and provide updates on program advancements.
  • Foster collaborative partnerships between Room to Read and key stakeholders in Tanzania’s foundational learning sector, including the Tanzania Education Network (TENET), to strengthen collective impact and shared objectives. Program Implementation, Monitoring and Reporting
  • Organize, oversee, and maintain comprehensive records of all project-related tasks, ensuring the documentation of success stories.
  • Take a lead role in ensuring each phase of the Accelerate 2.0 project is executed seamlessly, while maintaining transparent and consistent communication with team members and stakeholders. Collaborate effectively with the RM&E team to facilitate data-driven implementation and decision-making processes.
  • Implement and oversee monitoring frameworks to ensure their effective application, while systematically documenting the learning outcomes.

  • Utilize evidence and data to drive continuous project improvement and enhance reporting accuracy and effectiveness. Conducts systematic field visits to assess and validate project progress and outcomes, while gaining insights into the challenges and requirements of key stakeholders, including Room to Read staff, LP Senior Associates, Senior Literacy Facilitators, local communities, and children, to ensure alignment with Room to Read’s tailored solutions. Oversee the Tanzania Country Office’s contributions to Room to Read’s quarterly and annual narrative and financial reports, as well as the Accelerate 2.0 initiative.
