Over a 24-month period, the role entails developing, customizing, piloting, validating, and facilitating the national-scale implementation of a community-focused social norms transformation and GBV prevention initiative in Mainland Tanzania, grounded in the Bandebereho model—a proven, couples-centered intervention previously deployed in Rwanda. The project will commence with a rigorous pilot phase in two districts, followed by a phased expansion to cover 15 councils across Mainland Tanzania. This initiative is structured around four parallel technical tracks—Formative Research, Programs/Curriculum Adaptation, Training of Trainers, and Monitoring, Evaluation, and Learning (MEL)—which function concurrently and in close collaboration throughout the duration of the project. Responsibilities: The PAMELA project operates its own independent Monitoring and Evaluation (MEL) system and dedicated team. In this capacity, the MEL Lead’s primary responsibility is to offer specialized technical guidance, focusing on identifying critical data points essential for developing robust MEL frameworks, and facilitating seamless integration of these recommendations into the PAMELA Management Information System (MIS). Additionally, the MEL Lead will spearhead baseline and Edline survey initiatives within the pilot district councils while embedding a dedicated MEL module into the Training of Trainers curriculum, ensuring that district council staff can independently sustain data collection and learning processes beyond the project’s duration. Design a module for the Training of Trainers curriculum focused on implementing effective change tracking mechanisms and establishing sustainable systems for ongoing learning and adaptation at the district level. Provide guidance and support to the government team regarding MEL-related inquiries as required throughout the scale-up phase. Collaborate seamlessly with the Formative Research, Programs, and Training of Trainers teams to ensure that Monitoring, Evaluation, and Learning (MEL) tools and guidance align with the most current curriculum and training design. As needed, conduct comprehensive technical assessments of project-related documentation, such as final project reports and the National Prevention Protocol, at the request of the government. Required Qualifications: A bachelor’s degree in Monitoring and Evaluation (M&E), Economics, Statistics, or a closely related field in the Social Sciences is required. With a minimum of five years of direct experience, you will have designed and operated Monitoring, Evaluation, and Learning (MEL) systems specifically for programs focused on attitude change. Demonstrates proficiency in project Management Information Systems (MIS) architecture and adherence to Department of Homeland Security (DHS) survey methodology standards. Professionally paragraph: Applicants must have successfully completed a minimum of two (2) comparable projects in the past eight years, specifically focusing on Monitoring, Evaluation, and Learning (MEL) for Gender-Based Violence (GBV) or social development programs.
